Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Scientific and Technological Progress, the Law of People's Republic of China (PRC) on Promoting the Transformation of Scientific and Technological Achievements and other laws and regulations, combined with the actual situation of this Municipality, in order to thoroughly implement the innovation-driven development strategy, jointly build Guangdong-Hong Kong-Macao Greater Bay Area into an international scientific and technological innovation center, accelerate the construction of a strong city of scientific and technological innovation, and promote modernization. Article 2 These Regulations shall apply to scientific and technological innovation activities within the administrative area of this Municipality. Article 3 This Municipality adheres to the core position of innovation in the overall situation of modernization, strengthens the strategic support of self-reliance and self-improvement in science and technology, meets the major needs of the world's science and technology frontier, the main battlefield of economy, the life and health of the country and the people, gathers the national strategic scientific and technological strength, enhances the technological innovation capability of enterprises, stimulates the innovation vitality of talents, promotes the transformation of scientific and technological achievements, reforms the system and mechanism of scientific and technological innovation, and improves the regional innovation system. Article 4 The municipal and district people's governments shall lead the work of scientific and technological innovation within their respective administrative areas, incorporate scientific and technological innovation into the national economic and social development plan, implement laws, regulations and policies to promote scientific and technological innovation, and improve the system and mechanism of scientific and technological innovation. Article 5 The municipal administrative department of science and technology shall be responsible for the overall planning, guidance, coordination, supervision and management of scientific and technological innovation in this Municipality, and organize the implementation of these Regulations.

This Municipality's development and reform, education, industry and informatization, finance, human resources and social security, auditing, health, state-owned assets management, planning and natural resources, housing and urban and rural construction, taxation, commerce, finance, intellectual property and other departments and judicial organs shall, within their respective functions and duties, cooperate in the implementation of these Regulations. Article 6 The municipal and district people's governments shall establish a coordinated linkage mechanism for scientific and technological innovation, strengthen the overall review of policies, enhance the coherence and coordination of policies between departments and urban areas, study and solve major problems in scientific and technological innovation, and promote the effective implementation of scientific and technological innovation measures.

The municipal and district people's governments and relevant units shall strengthen the docking with the scientific and technological resources of the central units, establish and improve the communication and coordination mechanism, and support the transformation and industrialization of scientific and technological achievements of the central units in this Municipality. Article 7 Municipal and district science and technology associations shall, in accordance with the requirements of their articles of association, actively participate in the formulation and planning of municipal and district science and technology innovation policies, submit dynamic analysis reports and policy suggestions on scientific and technological innovation to the municipal and district people's governments and their relevant administrative departments, and play a role in promoting academic exchanges, promoting discipline construction, popularizing science and technology, cultivating specialized personnel, providing consulting services, strengthening the self-discipline of scientific and technological personnel, and safeguarding their legitimate rights and interests. Eighth academic groups, industry associations, industrial technology alliances, foundations, enterprises and other organizations and individuals are encouraged to carry out the following activities:

(a) to participate in the formulation of scientific and technological innovation policies, planning, technical standards, transformation of scientific and technological achievements, scientific popularization and other work;

(two) to provide financial support for scientific and technological innovation activities;

(three) through the establishment of science and technology awards to reward scientific and technological innovation;

(four) to provide information, intermediary, research and development platform, intellectual property publicity and protection and other scientific and technological services;

(five) other activities conducive to scientific and technological innovation. Article 9 The municipal and district people's governments shall optimize scientific research and development and industrial spatial layout, support the construction of science and technology industrial parks, strategic emerging industrial bases, high-tech industrialization bases and other parks and bases, and support Guangzhou National High-tech Industrial Development Zone in building a world-class high-tech park.

The municipal and district people's governments take Sino-Singapore Guangzhou Knowledge City and Nansha Science City as poles, plan and construct the axis of scientific and technological innovation linking the key nodes of scientific and technological innovation in the city, improve the industrial planning, infrastructure and living facilities along the line, and gather the first-class talent resources, scientific and technological infrastructure, universities, scientific research institutions and scientific and technological innovation enterprises in the country; Support the construction of Guangzhou Artificial Intelligence and Digital Economy Experimental Zone to become a demonstration zone for high-quality development of digital economy in Guangdong-Hong Kong-Macao Greater Bay Area; Support the construction of Sino-Singapore Guangzhou Knowledge City into a national knowledge center with global influence; Support Guangzhou Science City to become a national first-class intellectual center; Support the construction of Nansha Science City as the main bearing area of Guangdong-Hong Kong-Macao Greater Bay Area comprehensive national science center. Tenth municipal administrative departments of science and technology, education, health, agriculture and rural areas, industry and information technology shall, in accordance with the relevant provisions of the state, conduct ethical risk and safety management of technology research and development and application in emerging technology fields.

Institutions of higher learning, scientific research institutions, enterprises and other subjects and their scientific and technical personnel shall conduct ethical and safety review in accordance with relevant state regulations when conducting research involving life and health and artificial intelligence. Article 11 The Municipal People's Government shall regularly report to the Standing Committee of the Municipal People's Congress on the implementation of laws, regulations and policies on scientific and technological innovation in this Municipality, the planning and development of scientific and technological innovation, the use of special funds for scientific and technological innovation, the output and transformation of scientific and technological innovation achievements, and the development of high-tech industries.

The Standing Committee of the Municipal People's Congress shall regularly supervise the work of scientific and technological innovation. Chapter II Basic Research and Applied Basic Research Article 12 encourages institutions of higher learning, scientific research institutions, enterprises, social organizations and scientific and technological personnel to carry out basic research and applied basic research, enhance original innovation ability, optimize discipline layout and R&D layout, promote interdisciplinary integration, freely explore unknown scientific problems, discover and open up new knowledge fields, improve the supply system of common basic technologies, and enhance the source function of scientific and technological innovation in this Municipality.

Support enterprises to build R&D institutions and joint laboratories independently or jointly with universities and scientific research institutions, and carry out applied basic research on common problems in the industry.
