I. Registration
(1) Registration conditions
China citizens who meet the following conditions can register:
1. Abide by the Constitution and laws of People's Republic of China (PRC), support the leadership of China, adhere to the Four Cardinal Principles, safeguard the reunification of the motherland and national unity, and have good moral quality.
2. Employees and other social personnel other than students of various high and secondary schools with academic qualifications recognized by the state.
3. Candidates who apply for an undergraduate course at the starting point of high school (hereinafter referred to as Gao Qiben) or a junior college at the starting point of high school (hereinafter referred to as Gao Qizhuan) must have graduated from a senior secondary education school or equivalent. Candidates who participate in the college entrance examination (hereinafter referred to as the college entrance examination) must be those who have obtained the diploma of junior college, the undergraduate and above diploma issued by the national series of higher education institutions and higher education self-study examination institutions recognized by the Ministry of Education, and must provide online registration and verification information of "China Higher Education Student Information Network (Xuexin.com)".
4. Candidates applying for medical major in adult colleges and universities should meet the following conditions:
(1) Those who apply for clinical medicine, stomatology, preventive medicine, traditional Chinese medicine, etc. should obtain the qualification certificate of practicing assistant doctor or above in the corresponding category issued by the provincial health administrative department or obtain the corresponding professional qualification recognized by the state at or above the general secondary school; Or a rural doctor's practice certificate issued by the health administrative department at or above the county level and with secondary school education or secondary school level certificate.
(2) Those who apply for the nursing profession should obtain the certificate of practicing nurse issued by the provincial health administrative department.
(3) those who apply for other medical majors should be on-the-job professional and technical personnel engaged in the health and pharmaceutical industries.
(4) In principle, candidates' major should correspond to their major.
5. If the nature or scope of enrollment belongs to "directly affiliated" or "entrusted training", a certificate issued by the political work and personnel department of the unit shall be issued. All institutions and majors that enroll students in the system and entrust training are only allowed to apply for the system or the entrusted unit.
6. People who are healthy and able to take care of themselves will not affect their household registration in Tibet or work (live) in Tibet.
7. Hong Kong and Macao residents who have settled in Tibet and meet the above registration conditions can register at the place designated by the provincial examination and enrollment institutions with the Pass for Hong Kong and Macao Residents to and from the Mainland or the Residence Permit for Hong Kong and Macao Residents, the Pass for Taiwan Province Residents to and from the Mainland or the Residence Permit for Taiwan Province Residents to and from Taiwan Province Province, and the permanent identity card for foreigners.
8. Candidates with household registration outside the district are not allowed to apply for full-time colleges and majors; Those who are still banned from taking the adult college entrance examination may not register; Candidates who have registered in other provinces (cities, districts) are not allowed to register in our district.

When filling in information, candidates must accurately fill in information such as name, gender, ID number, mailing address and telephone number. When volunteering, cross-disciplinary reporting is not allowed; Level from high school, the second choice can be reported to the same high school colleges (re-scoring when attending high school colleges); The first choice is full-time major, and the second choice can be correspondence or amateur major. After filling in the form, the candidate will print the basic information form of the candidate's registration. The Basic Information Form of Candidate Registration is signed and stamped by the person in charge of the candidate's unit, and scanned and uploaded to the system; Non-on-the-job personnel can be signed and sealed by the person in charge of the township, sub-district office or neighborhood Committee where the candidates are located, and scanned and uploaded to the system.
2. Online review time: September 10 to September 18.
The online audit is conducted by the Admissions Office of the Education Bureau of all localities (cities), the Political Work and Personnel Office of the Xizang Autonomous Region Municipal People's Government in Golmud, and the Admissions Office of Tibet University for Nationalities.
After the candidates complete the information filling and data uploading, the relevant departments conduct online audit, and the candidates themselves must complete the final confirmation of the information online. Online registration information that has not been jointly reviewed and confirmed by the audit department and the candidate himself is invalid; For mistakes caused by others (including the unit) or the examinee himself, the responsibility shall be borne by the examinee himself.
3. After the candidates confirm the information, they must pay the registration fee of 56 yuan and the examination fee of 36 yuan for all subjects according to the Notice of Xizang Autonomous Region Finance Department of Xizang Autonomous Region Development and Reform Commission on Re-approving the charging standard of education examinations in the whole region and related issues (Gaijia Price [2021] No.380). Candidates who fail to complete online payment are deemed to have given up automatically. In case of force majeure, the examination cannot be organized and implemented, and the fee will be returned to the payment account.
4. Local (city) admissions offices should carefully organize online registration and audit work, strictly audit the registration, refuse to register those who do not meet the conditions, and investigate the relevant responsibilities according to the principle of "who confirms who is responsible". At the same time, we must do a good job in ensuring various services.
5. Candidates' examination room arrangement and test paper (answer sheet) application time: September 20th to September 25th. The examination room and seats of candidates are randomly arranged by computer according to the examination area, application level, subject category and subject group.
Second, the examination and marking
(1) Examination subjects
In addition to the Tibetan language test questions, the examination subjects are uniformly stipulated by the Ministry of Education. Candidates must answer the questions in strict accordance with the requirements. The objective questions are answered with 2B pencil, and the subjective questions are answered with 0.5mm black pen.
1. The starting point of senior high school is to upgrade to undergraduate and junior college, and the unified examination subjects are set according to literature, history and science and engineering. The unified examination subjects are Chinese (or Chinese+Tibetan), mathematics (liberal arts) or mathematics (science) and English. Full marks in all subjects 150, and examination time 120 minutes. The examination subjects of each subject are as follows:
(1) literature and history: Chinese (or Chinese+Tibetan), mathematics (liberal arts), English.
Candidates who apply for the undergraduate course from the starting point of high school need to take additional courses in history and geography.
(2) Science and engineering: Chinese (or Chinese+Tibetan), mathematics (science), and English.
Candidates who apply for the undergraduate course at the starting point of high school need to take additional courses in physics and chemistry.
(3) Adult institutions of higher learning must take additional examinations for the majors of art and physical education when recruiting students, and it is up to each adult institution of higher learning to decide whether to take additional examinations for other majors. Adult colleges and universities must indicate in the enrollment plan announced to the public and propose and organize examinations on their own. Candidates' professional test scores and the list of qualified candidates determined by adult colleges and universities must be reported to the Education Examinations Institute of the autonomous region for the record before June 5. 165438.
(4) Candidates who enter senior high school for undergraduate or junior college can choose to take Chinese or Chinese according to their actual situation. Candidates who take part in Chinese examination papers will have their Chinese scores 100% included in the total score; Candidates who take the Chinese test paper must take the Tibetan language test, with 50% Chinese score and 50% Tibetan language score included in the total score. Candidates applying for Tibetan medicine must also take the Sino-Tibetan exam. The total score of each subject is calculated as follows:
The total score from the starting point of high school to undergraduate course = Chinese (or×50%)+ Mathematics+English+Historical Geography (physical chemistry).
Total score from senior high school to junior college = Chinese (or×50%)+ math+English.
The starting point of the college entrance examination is three subjects, namely two public courses and one professional basic course. Full marks in all subjects 150, and examination time 150 minutes. The examination subjects of each subject are as follows:
(1) Literature, history and medicine: politics, English and college Chinese;
(2) Art: Introduction to politics, English and art;
(3) Science and engineering: politics, English, advanced mathematics (1);
(4) Economic management: politics, English, advanced mathematics (2);
(5) Law: politics, English and civil law;
(6) Pedagogy: politics, English and educational theory;
(7) Agronomy: the basis of politics, English and ecology;
(8) Medicine: politics, English and medicine.
The starting point of junior college is upgraded to the total score of undergraduate course = politics+English+professional basic course.
The above subjects are subject to a unified national examination.
(2) Examination organization
1. The examination is organized by the Education Examinations Institute of the autonomous region and implemented in each examination area. The examination room must be located in the standardized examination center of the national education examination. Each examination area should strengthen the prevention and control of epidemic situation and examination management, strengthen the management and training of invigilators and examination staff, standardize operating procedures, seriously examine the style and discipline, and carefully organize examinations.
2. Candidates must register for reference at their place of residence or work (place of residence) according to the principle of "proximity", and cross-regional registration is not accepted. Candidates enrolled in our district must take the test at the test center set up in our district, and the results of taking the test in other provinces (cities, districts) will not be recognized.
3. Candidates must strictly abide by the "Code of Conduct for Candidates" and related examination regulations, so as to enter the exam in good faith and take the exam in good faith, receive the "Exam Book for Candidates" as required, and print the admission ticket. Before the first exam or when you are familiar with the test center, you must submit a personal color-printed paper version of the Green Health Code of Tibetan Medicine, the Communication Big Data Travel Card of the test area in 14 days, the negative report of nucleic acid detection within 48 hours (after 9:00 on1.3), and bring your ID card or household registration book, admission ticket and other designated items.
4. The written test is answered in the national common language (except English and Tibetan papers), otherwise it will not be graded. The consequences of not responding to the examination regulations and requirements shall be borne by the candidates themselves.

6. After the results are announced, candidates may apply to the local (city) Admissions Office for review if they have any objections, and will not be accepted after the deadline. Review only checks scores, not papers, and is limited to omissions, misjudgments and summaries of small problems. All localities (cities) admissions offices must carefully check the candidates' information and report it to the Autonomous Region Education Examinations Institute.
(3) Marking work
The implementation of computer online marking, organized by the Autonomous Region Education Examinations Institute. Local (city) Education Bureaus, Goban Political and Personnel Department and Tibet University for Nationalities should actively cooperate with the selection of marking teachers. Specific requirements will be notified separately.
Third, admission

(2) The admission principle of "the school is responsible and the Admissions Office supervises" is implemented, that is, among the candidates who meet the enrollment conditions of adult colleges and whose test scores reach the filing score line, the enrollment school decides whether to admit the candidate and the major to be admitted according to the principle of "from high score to low score" and is responsible for handling the remaining problems. According to the national enrollment policy, the Admissions Office of the Autonomous Region shall review the enrollment list of the enrollment schools, supervise their enrollment work, and correct the behaviors that do not meet the requirements of the enrollment policy. All enrollment schools should strengthen self-supervision and establish a self-restraint mechanism.
(three) the Autonomous Region Admissions Examination Committee shall, in accordance with the relevant national policies and enrollment plans, delimit the minimum control scores of all subjects. Among them, the minimum control scores of art majors (except historical theory and director majors) and sports majors from high school shall not be less than 70% of the minimum control scores of corresponding enrollment types and examination subjects; In senior high school, all majors and medical (except pharmacy) majors in public security adult colleges and universities, if there are insufficient online candidates, can appropriately reduce the control score, but not less than 70% of the minimum control score of the corresponding examination subjects.
(4) At the time of admission, file with the admissions institution in the order of the total score of the candidates' unified examination subjects, and file with the admissions school in the order of the list of qualified candidates in the specialized courses. The enrollment school selects the best candidates from high to low according to their scores in the unified examination (art and physical education majors choose the best candidates from high to low according to the scores of the additional examination courses of the enrollment school on the basis that the scores of the candidates' cultural unified examination reach the minimum admission control score).
(5) All enrollment majors, such as agriculture, forestry, water conservancy, geology, mining, surveying and mapping, ocean transportation, social welfare, and public security, prisons and other majors, with insufficient online students, can be appropriately reduced by less than 20 points.
(6) nursing policy
1. Winners of "National Model Worker", "National Advanced Worker" and "National May 1st Labor Medal" may be admitted without examination upon their own application, with relevant certificates or certificates issued and approved by the Admissions Office of the autonomous region (those who apply for the college entrance examination should have the qualification to apply for the college entrance examination).
2. The top eight winners of the Olympic Games, the World Cup and the World Championships and the top six winners of non-Olympic events; Top six Olympic events and top three non-Olympic events in the Asian Games, Asian Cup and Asian Championships; Top three champions in Olympic and non-Olympic events in the National Games, national championships and national championships. The above-mentioned athletes, upon their own application and issuance of the "Recommended Form for Excellent Athletes to Apply for Adult Colleges and Universities without Examination" (supervised by the State Sports General Administration), can be admitted without examination with the approval of the Admissions Office of the autonomous region (those who apply for a college should have the qualification for college entrance).
3. Graduates from ordinary higher vocational colleges who have completed their service and passed the examination, such as "transferring college graduates to work in villages", "three supports and one support (teaching, supporting agriculture, supporting doctors and helping the poor)", "volunteer service plan for college students in western China" and "special post plan for school teachers in rural compulsory education stage", shall be audited by the Admissions Office of the autonomous region and approved by the Admissions School with their ID cards, graduation certificates of ordinary higher vocational colleges and relevant project assessment certificates.
4. Retired soldiers (self-employed retired soldiers, self-employed demobilized cadres, and demobilized cadres) can apply for the adult college entrance examination without examination by presenting their ID cards, discharge certificates (conscripts/non-commissioned officers discharged from active service, officers demobilized certificates, and officers demobilized certificates) and academic certificates that meet the corresponding application conditions. 5. Winners of the titles of excellent athletes and martial arts athletes (subject to the examination and approval of the sports administrative department at the level of the autonomous region and the issuance of sports achievement certificates) will receive 50 points from the Admissions Office of the autonomous region (30 points from the winners of the titles of first-class athletes), and admission will be determined by the admissions school.
6 candidates who meet one of the following conditions, the Autonomous Region Admissions Office will increase 20 points on the basis of candidates' test scores, and whether or not to admit them is decided by the admissions school:
(1) model workers, advanced producers (workers) and winners of scientific and technological progress (achievements) awards awarded by people's governments at or above the prefecture level (including prefecture level), ministries and commissions of the State Council, departments and bureaus of provinces (autonomous regions and municipalities) and national super-large enterprises (excluding individual industry awards and certain work awards or titles);
(2) Obtaining the titles of "May 1st Labor Medal", "New Long March Assaulter" and "March 8th Red Flag Bearer" awarded by the regional organizations of workers, youth and women;

7. Self-employed retired soldiers will receive an increase of 10 on the basis of candidates' test scores by the Autonomous Region Admissions Office, and admission will be determined by the admissions school.
Candidates who meet the above-mentioned care conditions must upload the corresponding information when registering online (retired soldiers in cities and towns must upload the self-employment certificate issued by provincial departments), and the local (city) admissions offices must carefully review and print the information submitted by candidates who meet the care conditions and affix their official seals for future reference. Candidates who meet the above two or more care policies shall not accumulate their care scores. Information that meets the care conditions shall be publicized by all localities (cities) within 10 working days after being audited by the Admissions Office of the autonomous region.
(seven) the unit entrusted to train students may, according to the actual situation of the candidates, put forward suggestions to the enrollment school to adjust the allocation of students, but do not participate in the admission work.
(8) All colleges and universities implement online remote admission. Admissions institutions shall not entrust other units, social education institutions or individuals to enter Tibet for the record without authorization. Colleges and universities that can't participate in online distance admission in our region are only allowed to entrust their correspondence stations in Tibet or the Autonomous Region Admissions Office for the record. Any institution that entrusts to register on its behalf shall issue a written power of attorney to the Autonomous Region Admissions Office in advance.
(nine) the list of new students is put forward by the admissions school and audited by the admissions office of the autonomous region. Admissions schools issue admission notices according to the audited list.
(ten) the admissions institution shall not recruit candidates who have not been admitted by the admissions office of the autonomous region (or issue admission notices or admission notices). Once verified, his qualification for enrollment in Tibet will be cancelled, and the relevant personnel will be investigated for legal responsibility.
(eleven) the admissions institution shall not entrust other units, social education institutions or individuals to illegally set up teaching points (classes) in Tibet. If a correspondence college needs to open a correspondence station in Tibet, it must be approved by the relevant department of the Education Department of the autonomous region; Full-time institutions of higher learning outside the region may not set up teaching points (classes) in Tibet, and may not entrust other units, social educational institutions or individuals to teach on their behalf.
Fourth, the qualification examination
During the enrollment of freshmen, the enrollment school should conduct a comprehensive review of the information of freshmen who have reported. The admission notice, ID card, extra care, exemption qualification certificate and other materials required for freshmen's registration are compared and verified with the enrollment roster and electronic files one by one, and impersonation is strictly prevented through technologies such as "witness identification". Those who do not meet the requirements or practice fraud or violate discipline and fraud will be disqualified in accordance with the relevant provisions and recorded in the "integrity file of candidates' examinations"; For freshmen who can't pass the electronic registration of their student status, the final academic qualifications of the candidates must be reviewed at the time of registration. If you can't provide the graduation certificate at or above the corresponding level issued by the national education series institutions of higher learning and higher education self-study examination institutions recognized by the Ministry of Education, the enrollment school will cancel its qualification and report it to the relevant provincial examination enrollment institutions for the record.
Freshmen who are officially admitted, if they fail to report for admission within the time limit, the enrollment school will not register; Candidates who fail to register for personal reasons will bear the consequences themselves.
Five, strengthen leadership and strict discipline
The enrollment work of adult colleges and universities is of strong policy, involving a wide range and heavy tasks. Governments at all levels, relevant departments and schools should attach great importance to it, earnestly strengthen leadership, take effective measures, and conscientiously implement the requirements of "in place of thinking, technology, management and prevention and control".
Examination and enrollment departments at all levels should strengthen internal management, strengthen discipline inspection and supervision, and severely investigate and deal with cases of violation of discipline and fraud discovered and reported by the masses in accordance with relevant regulations. Candidates and examination staff who violate the relevant provisions on examination enrollment management shall follow the Criminal Law of People's Republic of China (PRC), the Interpretation of People's Courts and People's Procuratorates on Several Issues Concerning the Application of Laws in Handling Criminal Cases such as Cheating in Organizing Examinations (Fa Shi [2065 438+09] 13), the Measures for Handling Violations in National Education Examinations (Order No.33 of the Ministry of Education) and the Interim Measures for Handling Violations in Enrollment of Colleges and Universities.
