On March 30th, the general office of the provincial government issued the Implementation Plan for Further Improving the Funding Guarantee Mechanism of Urban and Rural Compulsory Education in Hubei Province. Starting from the spring semester of 20 17, the province has implemented the policy of "two exemptions and one subsidy" (tuition and fees are exempted, textbooks are provided free of charge, and boarding students' living expenses are subsidized), and the relevant education funds will "go with everyone".
Due to the difference in the design of the current compulsory education funding policy between rural and urban areas, the implementation of the "two exemptions and one subsidy" policy is not uniform between urban and rural areas. In recent years, many rural students go to school in cities with their parents. In some areas and schools with many children of migrant workers, the level of public funding subsidies has been "upside down" in urban and rural areas. On the contrary, the standard of public funds in urban schools is lower than that in rural schools, which means that "two exemptions and one subsidy" funds can flow with students, that is, "where people go, money will go", which can benefit students at all compulsory education stages. Among them, migrant children of migrant workers, boarders, students from private schools, small-scale school students such as village teaching points and special education students directly benefit.
