On June 8, 2005, the Ministry of Personnel and the Ministry of Education issued the Decision on Delaying the Awarding of the Honorary Title of "National Model Teacher" to Comrade Yin (No.47 [2005] issued by the Ministry of Personnel). The decision points out that in recent years, under the leadership of the CPC Central Committee and the State Council, and under the guidance of Deng Xiaoping Theory and Theory of Three Represents, teachers and educators in the national education system have emancipated their minds, pioneered and innovated, devoted themselves to their duties and made selfless contributions with a high sense of political responsibility and historical mission, and a large number of advanced models have emerged that have made outstanding contributions to education reform and development. Comrade Yin is one of the outstanding representatives.

Yin is a senior primary school teacher in Chengnan Primary School, Jintan City, Jiangsu Province. At noon on March 3 1 2005, Chengnan Primary School organized hundreds of students from Grade 1 and Grade 2 to watch revolutionary traditional educational films in the cinema. On the road, a car rushed at the students. In the face of sudden danger, Comrade Yin was fearless, gave up his life and tried to push five or six students to the side of the road with open arms, but he was knocked out of the car for more than 20 meters and was seriously injured. Although he tried his best to rescue him, he eventually died.

The "Decision" pointed out that Comrade Yin has been devoted to teaching and educating people for 30 years, indifferent to fame and fortune, and selfless dedication. In "Fight to the Death", he left the hope of life to the students, the danger of death to himself, and died heroically to protect the students. He explained the noble morality of the people's teachers with blood and life, and cast a heroic image of the teachers that the people are satisfied with. Her heroic deeds touched countless people and were widely praised by the whole society and admired by the people, which had a strong social response. The Ministry of Personnel and the Ministry of Education decided to posthumously award Comrade Yin the honorary title of "National Model Teacher".
