In order to conscientiously implement the Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform of Education and Teaching and Improving the Quality of Compulsory Education in an All-round Way (Zhong Fa [2019] No.26) and the documents of the Ministry of Education and the Provincial Department of Education on the enrollment of secondary schools and the spirit of the meeting, we will further deepen the reform and development of junior high school education in combination with the development of education in our city, popularize senior high school education with high quality, effectively standardize school-running behavior, strive to improve the level of running schools and promote the all-round and healthy development of students.

I. Registration conditions

(1) An applicant shall meet the following conditions:

1. Love the motherland and obey the law;

2. Graduated from junior high school or equivalent;

3. Good health.

(two) one of the following circumstances is not applicable:

1. First-year students, second-year students and high school students;

2. Being prosecuted or serving a sentence for violating the criminal law;

3. Patients with infectious diseases who are not suitable for school study as stipulated by the state.

Second, the enrollment plan

(a) the city's ordinary high schools and technical secondary schools plan to reach the schools directly under the county and municipal education bureaus. Before candidates fill in their volunteers, the Municipal Education Examinations Institute will announce to the public the plan issued by the Municipal Education Bureau and the enrollment plan of our city under the relevant provincial departments.

(2) Continue to implement the territorial enrollment policy for ordinary senior high schools. The city is divided into four enrollment areas: Lianshui County, Xuyi County, Jinhu County and urban area (including Economic and Technological Development Zone, Qingjiangpu District, Huai 'an District, Huaiyin District, Hongze District, Industrial Park and Eco-tourism Zone). The experimental class of innovative talents in Huaiyin Middle School of Jiangsu Province 180 students, and the national defense class of Qingjiang Middle School of Jiangsu Province, 90 students. The enrollment plan is listed separately in the school enrollment master plan, and the unfinished enrollment plan is not transferred to other enrollment plans of the school; The other two schools plan to enroll students in the urban enrollment area. Other ordinary high schools enroll students in the enrollment area where the school is located, and may not enroll students across regions.

(3) Continue to implement the 70% targeted allocation policy of the hot high school (the fourth high school, the same below). 70% of the county hot high school plan is allocated to the county (district) junior high school and reported to the Municipal Education Bureau for the record. 70% of the enrollment plans of Huaiyin Middle School in Jiangsu Province, Qingjiang Middle School in Jiangsu Province (including the new campus) and the middle school affiliated to Huaiyin Normal University (including Huai 'an Senior Experimental Middle School) are allocated to economic and technological development zones, Qingjiangpu District, industrial parks, junior high schools in eco-cultural tourist areas and municipal junior high schools. 70% of the enrollment plan for the new campus of Zheng Liangmei Senior High School in Jiangsu Province (formerly Lianshui Experimental School of East China Normal University) is allocated to Lianshui Junior High School.

(4) Continue to implement the policy of independent enrollment in hot high schools. The number of independent enrollment plans shall not exceed 30 in principle, and more than 30 people shall be reported to the Municipal Education Bureau for approval. All ordinary high schools should further highlight the characteristics of running schools, and gradually expand the authority of independent enrollment to some ordinary high schools with distinctive school foundations in the future.

(five) private ordinary high school enrollment work into the unified management of the local education administrative department, the enrollment scope should be consistent with the local public ordinary high school, the implementation of synchronous enrollment; If the number of students is insufficient, the Municipal Education Bureau will make overall adjustments to the enrollment plan throughout the city.

(6) Five-year higher vocational education, "3+3" secondary vocational education and phased higher vocational education, secondary vocational schools in other provinces and cities are issued by the province and uniformly implemented by the city.

(seven) the high school enrollment school must have a school license and pass the annual inspection. Ordinary high schools need to be qualified to run international classes in accordance with regulations.

Third, the enrollment charter

The enrollment charter is the main form for the school to announce the enrollment plan, admission rules and other enrollment information to the society, and it is the basic basis for carrying out enrollment work and recruiting new students. The enrollment regulations formulated by each school shall conform to the Education Law of the People's Republic of China, the Vocational Education Law of People's Republic of China (PRC) and other laws and regulations as well as the relevant provisions of provinces and cities. Schools in various media publicity enrollment brochures and procedures should be consistent with the "People's Republic of China (PRC) Advertising Law" and the CPC Huai 'an Municipal Committee Propaganda Department and other departments jointly issued the "Huai 'an school enrollment advertising filing management approach (Trial)" document, reported to the Municipal Education Bureau for examination and filing before release.

Fourth, the registration work

(1) Time: The registration for the senior high school entrance examination in 2022 and the registration for the biology and geography examinations for students in 2023 ended in mid-June, 65438 and early March, respectively.

(2) Location: New junior high school graduates must register and fill in their volunteers in the enrollment area where their student status is located, and non-new junior high school graduates must register and fill in their volunteers in the enrollment area where their household registration is located.

(3) Fees: According to the Notice of Huai 'an Education Bureau, former Huai 'an Price Bureau and Huai 'an Finance Bureau on Defining the Fees for Senior High School Entrance Examination (Huai Jiao Cai [2006] No.7, Huai Jia Fei [2006] No.52, Huai Cai Zong [2006] No.9), candidates who take the secondary school entrance examination must pay the registration fee 12 yuan. Geography, biology, information technology and art subjects are free of charge. The cost of making examination papers (answer sheets) and marking papers shall be borne by the Municipal Education Bureau, and the cost of organizing examinations shall be borne by the education administrative departments of counties and districts.

The candidate's volunteer form shall not be changed after being signed and confirmed by myself.

(4) In order to complete the enrollment plan of each school and standardize the enrollment behavior, after the on-site enrollment of each school, the Municipal Education Examinations Institute will uniformly announce the number of schools and plans that have not completed the enrollment plan, and fill in the score requirements for collecting volunteers. Candidates who have not been admitted to any school will fill in their volunteers online from July 18 to June 19, and go to the designated place of the county (district) recruitment agency for confirmation. The city will organize the admission, but they will not fill in the form.

Six, examination, marking

(1) Examination subjects and results: Chinese, Mathematics, English 150 (including English 150 listening and speaking test 30), Physics 80, Chemistry 60, Morality and Rule of Law, History and Physical Education 50. Full marks for information technology, biology and geography are 100, and full marks for music and art are 50, all of which are included in the total score of the senior high school entrance examination according to 10%. The total score of the senior high school entrance examination is 780. The experimental operation examination of physics and chemistry students is organized by the county (district) according to the requirements of the education department, and the examination results are converted into qualified and unqualified files. In the future, we will continue to deepen the reform of examination enrollment in secondary schools according to the unified arrangements of the state and the province.

(2) Examination duration and form: Chinese 150 minutes, mathematics, English 120 minutes, physics and chemistry 140 minutes (physics 80 minutes, chemistry 60 minutes), morality, rule of law and history 100. The biology and geography exam is divided into 90 minutes, the art and information technology exam is 60 minutes, the oral English is tested on the computer, and the physical education class electronic test is conducted.

(III) Examination organization and leadership: The unified cultural examination for secondary school enrollment and the biology and geography examination for senior two in the city shall be implemented by the Municipal Education Examinations Institute and relevant offices under the leadership of the Municipal Admissions Committee and the Municipal Education Bureau in accordance with the requirements of the Detailed Rules for the Enrollment of Secondary Schools in Huai 'an City. The unified culture examination dates of the whole city are June 15, June 16, June 17, and the biology and geography examination dates of senior two are May 18 in the afternoon. The examinations of art, information technology and English listening and speaking have been finished, and the experimental operation examination and physical education examination for physics and chemistry students were completed in mid-May.

Seven. Admission work

All kinds of school enrollment work, under the leadership of the Municipal Admissions Committee and the Municipal Education Bureau, is implemented by the Municipal Education Examinations Institute in conjunction with relevant offices. In line with the principles of openness, fairness and justice, we will strictly select the best candidates on a voluntary basis.

Acceptance principle

1.Candidates who did not take the unified cultural examination for secondary school enrollment in 2022 are not eligible for admission; No school may admit new students by organizing examinations or disguised examinations before admission to the senior high school entrance examination; It is strictly forbidden for any school to recruit candidates who have been formally admitted by other schools and put an end to secondary admission.

2. Admission to all kinds of schools is based on the candidates' wishes, according to the academic level test scores of the senior high school entrance examination, the comprehensive quality evaluation results and the experimental operation test level of physics and chemistry students.

3. The school admits students according to its pre-published enrollment regulations, and is responsible for explaining the candidates who have not been admitted and dealing with other remaining problems. Candidates with the same total score on the minimum admission scores of different volunteers will be given priority in admission; For candidates with the same total score on the same voluntary minimum admission line, the school will give priority to those with high cultural achievements, and those with the same cultural achievements will be admitted in the order of the sum of Chinese, math and English scores, the sum of Chinese and math scores and the level of math scores.

4. High school freshmen must be qualified or above in comprehensive quality evaluation and physical and chemical experiment operation.

5. Four ordinary high schools can implement independent enrollment policies in their enrollment areas. The school will formulate a plan to publicize the qualified candidates to the whole school and the society before June 23, and report the qualified candidates to the Municipal Education Bureau for approval before June 27. The admission score of independent enrollment can be reduced by up to 50 points within the admission line of 30% of the unified enrollment plan of the school. The specific criteria for lowering the score are defined by each school in the enrollment charter. Huai 'an Huaihai Middle School, which was awarded the "National Youth Campus Football Characteristic School" by the Ministry of Education, enrolled 40 football special students (20 males and 20 females), and Huai 'an Chuzhou Middle School, as a "women's football" pilot school, enrolled 18 women's football special students. The admission scores of football special students enrolled by the two schools are not lower than the minimum admission control line of ordinary high schools in principle.

6. Admission to popular high schools is divided into five steps. The first step is to choose Huaiyin Middle School in Jiangsu Province and Qingjiang Middle School in Jiangsu Province according to personal wishes within the city. In the second step, 30% of the unified recruitment plan for hot high schools is based on the first choice in their enrollment areas (30% of the unified recruitment plan for Huaiyin Middle School in Jiangsu Province and Qingjiang Middle School in Jiangsu Province is deducted from the separate plan). The third step is to reduce the admission line of 30% of the hot high school unified recruitment plan by 20 points, and choose the directional distribution plan according to the first choice. The fourth step, popular high schools choose the best enrollment plan in their enrollment areas. The fifth step, for the unfinished independent enrollment plan and directional distribution plan of the hot high school, select the best candidates in the enrollment area where the school is located according to the wishes of the candidates. Non-registered students, students who borrow (borrow, lend), students who do not meet the requirements of public junior high school directional enrollment, and students who transfer after July of 2002 11year do not enjoy the policy of lowering the admission score of this junior high school directional plan.

7. Non-fresh junior high school graduates apply for ordinary high schools, and participate in the admission after deducting 10 from the academic level test scores.

8. After the results of the senior high school entrance examination are announced, the Municipal Education Bureau will announce the minimum control lines of ordinary high schools in four enrollment areas and other schools in the city. No school may admit candidates below the minimum control line in the enrollment area.

9. The minimum admission score of five-year higher vocational education for medical and health majors and normal majors shall not be less than 60% of the total score of the senior high school entrance examination, and the minimum admission score of other five-year higher vocational education shall not be less than 55% of the total score of the senior high school entrance examination in principle.

(2) Admission time

1. The admission time for ordinary high schools is July 3rd.

2. Five-year higher vocational education, "3+3" secondary vocational education and higher vocational education are carried out in stages. The admission time is from July 5 to July 7.

3. The admission time for technical secondary schools and technical colleges is from July 8th to July 10.

Eight. Care policy

Candidates who meet the following conditions will be given care at the time of admission (candidates who have more than two care conditions will only enjoy one of them, and the care points will not be accumulated), and the school will choose the best candidates.

(a) children of returned overseas Chinese, returned overseas Chinese youth, children of overseas Chinese and candidates from Hong Kong, Macao and Taiwan provinces are admitted according to 10.

(2) When the children of martyrs are admitted, the cultural score of the senior high school entrance examination will be increased by 10%.

(3) The policy of caring for children of soldiers stationed in Huai shall be implemented according to document Huai Fa [20 13]43.

(d) Child care policy for non-military personnel stationed in Huai.

1. Children of military personnel stationed in more than three types (including three types) of hard and remote areas determined by the state and Xizang Autonomous Region and more than two types (including two types) of islands determined by the PLA headquarters, as well as children of military personnel working in high-risk and high-risk positions such as flying, submarine, aerospace and nuclear-related, will be given extra points according to 10% of the cultural achievements of the senior high school entrance examination in that year.

2. Children of soldiers in combat troops, in the first and second class hard and remote areas determined by the state and in the third class island troops designated by the PLA headquarters, children of soldiers who died in the line of duty, children of disabled soldiers in Grade One to Grade Four, and children of soldiers who won second-class or third-class merit in wartime, are admitted according to 5% of the cultural achievements of the senior high school entrance examination in that year; Children of military personnel who have been commended by the war zone (former military region) or above and who are disabled in the line of duty (Grade 5 and Grade 6) will be admitted according to 4% of the cultural achievements of the senior high school entrance examination in that year.

(five) children who sacrifice public security police in the line of duty, add 30 points when they are admitted; Children of police officers who have won second-class merit or above will be given 10 at the time of admission.

Nine, organization and management

The task of the senior high school entrance examination is heavy, involving a wide range, with strong policy and high social concern. County recruitment committees and education administrative departments must attach great importance to it, strengthen leadership, and carefully organize it to ensure the smooth progress of the senior high school entrance examination.

(1) Strengthen leadership to ensure the entrance examination goes smoothly. All counties, districts and schools should further improve their political positions, earnestly strengthen unified leadership, implement territorial responsibilities, establish and improve emergency mechanisms to deal with emergencies, prevent major accidents and mistakes, and ensure the smooth implementation of reforms. Strict implementation of the responsibility system and accountability system, the registration, voluntary reporting work organization is not standardized, the examination room discipline is not strict, enrollment confusion and unsafe and unstable problems caused by local protectionism and mismanagement, should be dealt with severely in accordance with the relevant provisions. The education administrative department and the enrollment department should take effective measures, not only to ensure the completion of all kinds of school enrollment plans, but also to strictly implement the approved enrollment plans.

(2) Strengthen management to ensure safety. All counties and schools should conscientiously do a good job in the safety management of the senior high school entrance examination. First, the test paper is safe and guaranteed not to be leaked. Recruitment institutions and test sites in counties and districts should strengthen hardware construction, strictly implement the security system and examination management system, and ensure that all links such as proposition, marking, transportation, storage, marking and admission are foolproof. Second, the examination is safe to ensure that the examination style is correct. City, county (District) education administrative departments and schools should increase the publicity of honesty examination, educate candidates to consciously abide by the examination discipline, and effectively curb all forms of fraud. The third is the safety of candidates to ensure that there are no accidents. City, county (District) should conscientiously do a good job in safety, health, epidemic prevention, transportation, emergency mechanism and other security work to ensure the safety of candidates during the examination. The fourth is information security, ensuring that special personnel are responsible. County admissions and junior high schools should do a good job in information security, and may not provide student information to any institution or personnel without approval. At the same time, it is necessary to strictly regulate and do a good job in epidemic prevention and control during the senior high school entrance examination.

(3) Provide good service and implement "sunshine enrollment". Admissions departments and schools should always adhere to the principles of openness, fairness and justice in the process of enrollment, implement the "sunshine" operation, and use newspapers, radio, television, the Internet and other media to timely release non-confidential enrollment information such as enrollment policies, enrollment methods and admission results. It is necessary to further improve the supervision mechanism in the process of enrollment, strengthen discipline inspection and supervision by public opinion, and earnestly safeguard the legitimate rights and interests of candidates.

(four) strict discipline, standardize enrollment behavior. All kinds of schools at all levels should strictly implement the provisions of the state, province and city on high school enrollment documents.

1. Schools that have not been approved by the Municipal Education Bureau, have not obtained the license for running schools by social forces, and have not participated in the annual inspection as required, schools that do not have the basic conditions for implementing the new curriculum in ordinary high schools may not enroll students, and schools that have not obtained the qualification for enrolling students in international classes may not enroll students in the name of international classes. Private high schools must run independently. Private schools in which public schools participate shall not enroll students in the name of public schools, nor shall they enroll students from each other. Private high school students and public high school students shall not be mixed together, otherwise all the enrolled students will not be able to obtain the student status, and the remaining problems will be solved by the school itself, and the responsibility of the school and related personnel will be investigated. It is strictly forbidden to mix enrollment between schools and transfer illegally after entering school. It is strictly forbidden to take loans to enroll students, separate their nationalities, and attach themselves to school status.

2. According to document Su Jiaozhi [20 16] 10, schools are not allowed to submit enrollment plans or register as agents of social training institutions and other units. Freshmen admitted to secondary vocational (technical) schools must go through the registration procedures in strict accordance with the admission list printed by the Municipal Education Examinations Institute.

3. Counties, districts and junior high schools must send the "Technical Secondary School Admissions Guide" compiled by the Municipal Education Examinations Institute to every candidate before filling in their volunteers. No school may compete for students by means of material rewards, tuition exemption or false propaganda. , not to belittle other schools propaganda. It is not allowed to jointly organize various examinations with social training institutions for the purpose of selecting students, or take the examination results organized by social training institutions as the basis for enrollment. It is not allowed to induce students to fill in their volunteers in any form, such as signing an agreement with candidates before the exam or signing an agreement with junior high schools.

4 county and district education administrative departments should strengthen the qualification examination of junior high school graduates and the examination of student status change. Anyone who reflects that non-junior high school graduates are studying in ordinary high schools as junior high school graduates and applying for false student status to participate in the directional distribution plan will be dealt with severely once verified.

The school shall not prevent students from taking the senior high school entrance examination in any way. All schools should conscientiously do a good job in guiding candidates to fill in their volunteers, and no school or individual may force candidates to fill in their volunteers; Do not mislead or deceive candidates to fill in their volunteers, especially do not block the enrollment plan issued by the relevant departments of provinces and cities, and force candidates to apply for the school or other designated schools; No school is allowed to enroll students with pay. 6. In the enrollment work, all enrollment schools should strictly implement the charging policy, and may not charge school selection fees, sponsorship fees linked to enrollment and inter-semester tuition fees. Strictly implement the approved enrollment plan, strictly implement the enrollment examination and approval procedures, and strictly fulfill the admission procedures. It is not allowed to enroll students in advance, unplanned enrollment, over-planned enrollment, ordinary high school exemption enrollment, and illegal cross-regional enrollment. It is not allowed to recruit students who have been admitted to other schools. Public ordinary high schools are not allowed to enroll students across cities. The school's independent enrollment methods and candidates to be admitted must be reported to the Municipal Education Bureau for review. It is strictly forbidden for any school to recruit students behind closed doors. All schools must apply for new student status with the admission list approved by the Municipal Education Examinations Institute. The admission notices of all schools are uniformly printed by the Municipal Education Bureau.

7. It is strictly forbidden to publish, publicize and speculate on the "number one scholar" of the college entrance examination and the enrollment rate.
