Interim Measures for the Administration of Fees in Colleges and Universities
Article 1 These Interim Measures are formulated in accordance with Article 29 of the Education Law of the People's Republic of China and the relevant provisions of the state on the administration of administrative fees in order to strengthen the management of fees in institutions of higher learning and protect the legitimate rights and interests of schools and educatees. Article 2 These Interim Measures shall apply to full-time institutions of higher learning organized by the state, enterprises and institutions in People's Republic of China (PRC). Article 3 Higher education belongs to the stage of non-compulsory education, and schools charge students tuition fees in accordance with relevant state regulations. Article 4 The tuition standard shall be determined according to a certain proportion of the annual average education and training cost. The tuition fees of schools in different regions, different majors and different levels can be different.

Education and training expenses include the following items: official expenses, business expenses, equipment purchase expenses, repair expenses, personnel expenses and other normal running expenses. Does not include disaster losses, accidents, school-run industrial expenditures and other abnormal school-running expenditures. Article 5 The proportion and standard of tuition fees to the annual average cost of education and training shall, in principle, be jointly stipulated by the State Education Commission, the State Planning Commission and the Ministry of Finance. At present, the proportion of college tuition in the annual average education and training cost should not exceed 25%. The specific proportion should be gradually adjusted according to economic development and the affordability of the masses.

The authority for examination and approval of tuition fees within the scope prescribed by the state is in the provincial people's government. The provincial education department puts forward opinions, and the price department shall, jointly with the financial department, review according to the local economic development level, school conditions and residents' economic affordability. After the three departments jointly report to the provincial people's government for approval, the education department will organize the implementation. Article 6 The adjustment of tuition fees shall be made by the provincial education, price and finance departments in accordance with the procedures stipulated in Article 5, and shall be implemented after being reported to the provincial people's government for approval. Article 7 College students who enjoy national professional scholarships such as agriculture, forestry, teachers' training, sports, navigation and ethnic majors are exempt from tuition fees. Article 8 The tuition standard of institutions of higher learning directly under the central ministries and commissions and institutions of higher learning directly under the local competent departments shall be proposed by institutions of higher learning according to a certain proportion of the annual average education and training cost, and shall be reported to the education departments of provinces, autonomous regions and municipalities directly under the Central Government where the school is located after being approved by the provincial people's government.

When applying for tuition fees, colleges and universities should explain the following issues: (1) training fee items and standards; (2) the principle of determining the charging standard and the explanation of adjusting the charging standard this school year; (3) Other issues that need to be explained. Ninth students with financial difficulties should be exempted from tuition fees as appropriate, and the specific measures for reduction and exemption shall be formulated by the provincial people's government in accordance with the relevant provisions of the state. At the same time, universities and their competent departments should adopt various methods, including scholarships, student loans, work-study programs, and subsidies for difficulties. Effectively help students from poor families solve their difficulties in study and life and ensure that they will not interrupt their studies for economic reasons. Article 10 Tuition fees shall be collected by academic year or semester, and shall not be collected in advance across academic years. Tuition fees are charged according to the "new old methods and new methods". Twelfth tuition fees are one of the necessary sources of school funds, which are included in the unified financial accounting of the unit and used as a whole for school expenses. The income and expenditure of tuition fees should be reported to the competent education department and the finance and price departments step by step, and accept the supervision of the society and the masses. Thirteenth schools to provide accommodation to students, should be strictly controlled. Accommodation fees must be determined in strict accordance with the actual cost, not for profit. Specific charging standards are proposed by the school authorities and reported to the local price department in conjunction with the financial department for approval. Fourteenth without the approval of the Ministry of Finance, the State Planning Commission, the State Education Commission or the provincial people's government, institutions of higher learning shall not charge students any fees except tuition and accommodation. Article 15 The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government must attach great importance to and strengthen the unified leadership and centralized management of school fees, study and formulate necessary measures for the management of fees in accordance with the relevant provisions of the state, standardize the examination and approval procedures, formulate basic documents for determining tuition fees, such as the average annual cost of education and training for students, and announce them to the public on a regular basis and accept supervision by the masses. Sixteenth education fees management by the education, price and finance departments at all levels jointly responsible. Education, price and finance departments at all levels should strengthen the management and supervision of college fees, urge schools to strictly implement national policies and regulations on the management of education fees, establish and improve rules and regulations on the management of fees, and severely investigate and deal with acts such as adding fees without authorization, expanding the scope of fees, raising fees standards, and misappropriating tuition income in accordance with relevant state regulations; If the arbitrary charges are repeatedly prohibited, repeatedly investigated and committed, and the circumstances are serious, the person in charge of the school shall be given administrative sanctions according to the relevant provisions of the state. Seventeenth adult institutions of higher learning, higher correspondence education and other part-time ordinary higher education tuition and fees, with reference to these measures. Eighteenth provinces, autonomous regions and municipalities directly under the central government, education, price and finance departments should formulate specific implementation measures according to these measures, and report them to the State Education Commission, the State Planning Commission and the Ministry of Finance for the record.
