Legal basis: Measures of the Administration for Industry and Commerce for handling consumer complaints.

Article 2 These Measures shall apply to consumers who, in order to meet the needs of daily consumption, have disputes with business operators over their rights and interests and complain to the administrative department for industry and commerce when purchasing or using commodities or receiving services.

Article 3 The administrative department for industry and commerce shall handle accepted consumer complaints fairly and reasonably according to the facts and laws, regulations and rules.

Article 4 Where consumer complaints accepted by the administrative department for industry and commerce are civil disputes, a mediation system shall be implemented.
