Three. Admission conditions and methods

(1) School-age children and adolescents registered in this Municipality. For junior high schools with fewer applicants than enrolled students, recruit students nearby; For junior high schools where the number of applicants exceeds the number of students enrolled, they are randomly assigned places in the school district to ensure that every primary school graduate does not take the exam and is promoted to junior high school nearby.

The city uses a unified primary and junior high school entrance service system to record the whole process of each student's entrance mode and approach, and the education administrative department monitors it according to its authority.

All districts should establish a joint audit mechanism for non-local registered school-age children and adolescents to receive compulsory education certificates.

(4) Strict student status management. Beijing primary and secondary school student status management information system will establish a new student status according to the primary and junior high school entrance service system. It is strictly forbidden for any school to enroll students in the name of experimental classes, special classes, international departments and international courses. Compulsory education schools implement random and balanced classes, and it is strictly forbidden to organize exams before classes, and it is strictly forbidden to set up key classes, fast classes and experimental classes in any name. It is strictly forbidden for off-campus training institutions to misinterpret the public admission policy, speculate on the ranking of public schools, and link the training results with admission. It is strictly forbidden for any school to enroll students privately. Those who violate the rules and regulations shall be handed over to the relevant departments for handling.

District education committees should implement their responsibilities and strengthen management. Seriously deal with public schools that violate the rules, and give informed criticism according to the seriousness of the case, and investigate the responsibility of relevant personnel until dismissal. Private schools that violate the rules shall be given informed criticism, reduced enrollment plan, warned, stopped enrolling students, and revoked school license according to the seriousness of the case. For off-campus training institutions that violate the rules, depending on the seriousness of the case, they will be given warnings, fines, suspension of enrollment, suspension of running schools, revocation of school licenses, etc., and blacklisted.

The district education committees are the main responsible units for the enrollment work in the compulsory education stage in this district. Unified organization of enrollment, strengthen the guidance, supervision and inspection of the enrollment of compulsory education schools in this area, and organize and urge school-age children and adolescents to enter school at the beginning of the new school year in conjunction with township people's governments and sub-district offices to prevent students from dropping out of compulsory education.

It is necessary to promptly announce the nature of compulsory education schools (including private schools), the scale of running schools, sources of funds, service areas, enrollment plans and the results of receiving students, and do a good job in publicizing the enrollment policies, so that parents of students can understand the high-quality high school enrollment policies of ordinary public junior high schools and their expectations for high-quality high school enrollment. During the enrollment period of compulsory education, all districts should establish a special situation consultation mechanism and an emergency reporting system to smoothly promote enrollment.
