The basic knowledge of public education includes: Marxist philosophical principles, Socialism with Chinese characteristics theoretical system, contemporary China government and politics, professional ethics of state functionaries, legal knowledge, basic knowledge of Chinese and official document writing, economic knowledge and common sense of science and technology, modern history of China, modern history of the world and current affairs politics.

Public basic knowledge mainly examines candidates' legal basic knowledge, practical writing, science and technology, civic moral construction and current affairs and politics.

The Outline of Education Planning clearly points out that by 2020, it is necessary to form educational equity that benefits all people, build a basic public education service system covering urban and rural areas, gradually realize the equalization of basic public education services, and narrow the regional gap.

The Twelfth Five-Year Plan of the National Basic Public Service System takes the basic public education service system as an important content, defines the scope of basic public education services during the Twelfth Five-Year Plan period, and includes inclusive preschool education, nine-year compulsory education and high school education into the scope of basic public education services.
