In People's Republic of China (PRC), ministerial cadres are government officials. Also known as provincial officials. The main crowd includes: the main cadres of various ministries and commissions in the State Council (such as the Minister of Education and the Director of Development and Reform Commission), the main cadres of the governments of provinces, autonomous regions and municipalities directly under the Central Government (such as the Governor of Jiangsu Province and the Mayor of Tianjin), and the cadres in the army (such as the commander of Jiangsu Military Region and the commander of 12 Army).

Provincial and ministerial level cadres are generally leaders of institutions and departments at the ministerial level and vice-ministerial level in the Central Committee of the Communist Party of China, the State Council, the National People's Congress Standing Committee (NPCSC) and China People's Political Consultative Conference, as well as leaders of national ministries, party committees, governments, NPC Standing Committees and CPPCC. Procurator-General of the People's Procuratorate, President of the People's Court, Party Committee, government, NPC Standing Committee and main leaders of CPPCC.

The Civil Servant Law of People's Republic of China (PRC) stipulates that the state implements a parallel system of civil servants' positions and ranks, and sets the sequence of civil servants' leadership positions and ranks according to their positions and responsibilities. The leadership positions of civil servants are set according to the Constitution, relevant laws and institutional norms.

The levels of leadership positions are divided into: national chief, national deputy, provincial chief, provincial deputy, bureau chief, bureau deputy, county deputy, county deputy, township deputy and township deputy.
