What kind of cadres do ministerial cadres refer to?
In People's Republic of China (PRC), ministerial cadres are government officials. Also known as provincial officials. The main crowd includes: the main cadres of various ministries and commissions in the State Council (such as the Minister of Education and the Director of Development and Reform Commission), the main cadres of the governments of provinces, autonomous regions and municipalities directly under the Central Government (such as the Governor of Jiangsu Province and the Mayor of Tianjin), and the cadres in the army (such as the commander of Jiangsu Military Region and the commander of 12 Army).
