The urban management department is responsible for the supervision and management of outdoor advertising facilities. Urban and rural planning, housing and urban and rural construction, industry and commerce (market supervision and management), transportation, water conservancy, public security, environmental protection, finance and other relevant departments shall jointly do a good job in outdoor advertising management according to their respective responsibilities. Article 4 Outdoor advertising industry associations shall, in accordance with laws, regulations and articles of association, formulate industry norms, strengthen industry self-discipline, promote industry development, guide members to engage in advertising activities according to law, and promote the integrity construction of outdoor advertising industry. Fifth outdoor advertising facilities should follow the principles of scientific planning, rational layout, safety and beauty, environmental protection and energy saving, and adapt to the urban regional planning function, and coordinate with the surrounding buildings and the overall landscape. Article 6 Any unit or individual has the right to report any violation of these Measures to the urban management department and other relevant departments, and the department that receives the report shall handle it according to law. If a real name is reported, the result shall be informed and the informant shall be kept confidential. Chapter II Guidelines for Facilities Planning and Setting Article 7 The municipal urban management department shall, jointly with urban and rural planning and other relevant departments, formulate a special plan for outdoor advertising facilities in Taizhou according to the overall urban planning, combined with other special plans, detailed zoning planning and urban design, and implement it after being approved by the Municipal People's Government.
The urban management departments of all county-level cities (districts) shall, under the guidance of the municipal urban management department, jointly with relevant departments, prepare special plans and detailed plans for outdoor advertising facilities in their respective jurisdictions, and report them to the people's government at the same level for approval before implementation.
The approved plan shall not be adjusted without authorization; If adjustment is really necessary, it shall be re-submitted for approval in accordance with the prescribed procedures. Article 8 The special plan for outdoor advertising facilities shall contain the following contents:
(a) planning basis, guiding ideology, planning principles, planning period, planning scope and planning objectives;
(two) the classification of urban outdoor advertising facilities;
(three) the control and guidance of outdoor advertising facilities in urban characteristic space;
(four) the classification control and guidance of outdoor advertising facilities on the road traffic boundary;
(five) the control and guidance of outdoor advertising facilities in important nodes of the city;
(6) Planning, implementation and management;
(seven) the recent construction plan;
(eight) other contents that need to be included in the planning.
The detailed planning of outdoor advertising facilities shall clearly stipulate the quantity, location, form and specifications of outdoor advertising facilities. Article 9 The municipal urban management department shall, jointly with urban and rural planning and other relevant departments, formulate guidelines for setting up urban outdoor advertising facilities, and specify the specific requirements for the design, manufacture, installation, acceptance, maintenance and safety inspection of outdoor advertising facilities. Tenth in any of the following circumstances, it is forbidden to set up outdoor advertising facilities:
(a) within the control zone of state organs, cultural and educational sites, cultural relics protection units, scenic spots, nature reserves, memorial buildings or landmark buildings determined by the Municipal People's government, except for self-promotion, public welfare propaganda and guiding signs;
(two) the use of the top space of residential buildings (including commercial and residential buildings);
(three) endangering the safety of buildings or using illegal buildings (structures) or dangerous houses;
(four) the use of traffic signal facilities, traffic signs, traffic signs, traffic duty post facilities, road guardrails, pedestrian bridge guardrails, overhead track sound insulation windows (walls), road and bridge collision walls and sound insulation windows (walls);
(five) affecting the use of municipal public facilities, barrier-free facilities, traffic facilities, traffic signs, fire control facilities and fire safety signs;
(six) the use of street trees, landscape walls or damage to green space;
(seven) the use of buildings (structures) that hinder the production and operation of others or affect the lives of residents and affect the legitimate rights and interests of others;
(eight) within the control area of highway construction;
(nine) other circumstances stipulated by laws, regulations and rules.
It is strictly forbidden to set up advertising facilities with high columns in the central city. There are sidewalks, motor vehicles, non-motor vehicles, buildings, municipal public facilities, power facilities, etc. Advertising facilities with high columns are not allowed within the accommodation distance. Chapter III Establishment and Management of Outdoor Advertising Facilities Article 11 The construction of special facilities for outdoor advertising in urban built-up areas shall go through the relevant examination and approval procedures with the urban management department in accordance with the provisions of laws and regulations. If other examination and approval procedures are required by laws and regulations, they shall be handled according to law. Without permission, no unit or individual may set it up without authorization.
