In accordance with the requirements of the Notice of the Guidance Center for Teacher Qualification Accreditation of the Ministry of Education on Doing a Good Job in the Implementation of the Teacher Qualification System in 2022 (J.Z.Zi. [2022] 1No.), according to the Teacher Law of People's Republic of China (PRC), the Regulations on Teacher Qualification, the Detailed Rules for the Implementation of the Regulations on Teacher Qualification in Xinjiang Uygur Autonomous Region and the work arrangements for teacher qualification accreditation, and in combination with the requirements of the epidemic prevention and control work in COVID-19 in 2022, the situation in the autonomous region is now normalized.

First, the scope of appraisal

Those who have not reached the national statutory retirement age and meet one of the following conditions may apply for corresponding teacher qualifications:

(1) Persons with household registration in Xinjiang;

(2) Household registration personnel from other provinces and cities who hold residence permits (excluding temporary residence permits or temporary residence permits) within the validity period of Xinjiang;

(3) Postgraduates and students in Xinjiang universities;

(4) Servicemen and armed police in Xinjiang;

(5) Hong Kong, Macao and Taiwan residents studying, working and living in Xinjiang: including Hong Kong, Macao and Taiwan residents who hold residence permits for Hong Kong, Macao and Taiwan residents within the validity period and live in Xinjiang; Hong Kong and Macao residents who take the qualification examination for teachers in primary and secondary schools in Xinjiang are residents of Taiwan Province Province in mainland travel permit for taiwan residents who hold a pass for Hong Kong and Macao residents to and from the mainland and are valid for five years.

Second, the identification conditions

(1) Ideological and moral status. Support China's leadership, adhere to the party's educational policy, abide by the Constitution and laws, safeguard the reunification of the motherland, oppose ethnic division, love education, fulfill the obligations stipulated in the Teachers Law, have good political morality, and abide by teachers' professional ethics.

(2) education. To apply for teacher qualification, you should have the corresponding academic qualifications stipulated in the Detailed Rules for the Implementation of the Regulations on Teacher Qualification in Xinjiang Uygur Autonomous Region.

(3) Putonghua requirements. The Putonghua level of applicants for teacher qualification should reach Grade B or above in the Standard of Putonghua Level Test issued by the State Language Committee. To apply for the qualification of Chinese and primary school general teacher, the level of Putonghua should reach Grade Two or above.

(four) the requirements of education and teaching ability. One of the following conditions shall be met:

1. Xinjiang Normal University 202 1 Fresh graduates (including publicly-funded normal students) can directly apply for teacher qualifications consistent with their majors. If the graduation subject is inconsistent with the subject category of the teacher qualification, or there is no educational practice, you need to take the national primary and secondary school teacher qualification examination, and both the written test and the interview are qualified; In 2022, the graduates of Xinjiang Normal University were identified in accordance with the requirements of the Notice on Doing a Good Job in the Transition of the Qualification Examination for Primary and Secondary School Teachers in the Autonomous Region.

2. Participate in the national primary and secondary school teacher qualification examination, pass the written examination and interview, and obtain the certificate of primary and secondary school teacher qualification examination within the validity period (the certificate of primary and secondary school teacher qualification examination can be found on the primary and secondary school teacher qualification examination network ());

3. Postgraduates and normal students who belong to the scope of the national exemption certification reform have obtained the professional competence certificate of normal students' teachers through the professional competence assessment of normal students, and it is within the validity period.

(5) Physical examination requirements. Can meet the needs of education and teaching, has good physical and psychological quality, no infectious diseases, no history of mental illness. Those who apply for teacher qualification shall go to the physical examination at or above the county level designated by the corresponding teacher qualification accreditation institution, and the physical examination conclusion is qualified. Three. work arrangement

In the second half of 2022, the qualification confirmation time of teachers in primary and secondary schools and kindergartens in Xinjiang: September 26th-February 20th, 65438. The specific work arrangements are as follows:

(1) Online registration time. On September 26th, 2022,10: 00 ——10, 17: 00, log on to China Teachers' Qualification Website (www.jszg.edu.cn), select "Teacher Qualification Applicant Online Portal" to declare, and apply for registration online according to the prompts.

(2) Identification of teachers' qualifications. On-site confirmation, qualification examination, physical examination, certificate issuance and other specific arrangements shall be subject to the announcement of local (state, city) teacher qualification accreditation bodies. See attachment 1 for the contact information and announcement website of teacher qualification accreditation institutions in various places (states and cities).

Fourth, the identification process.

(1) Online declaration.

1. Eligible applicants should log on to "China Teacher Qualification Network" () for online declaration within the specified time. Applicants can register their personal accounts in "China Teacher Qualification Network" in advance (you need to choose the "teacher qualification applicant online newspaper entrance" for registration), complete real-name verification and improve the information of personal information center.

2. Register online during the online newspaper reporting time, carefully read and sign the personal book as required, and upload the electronic version of the recent bareheaded 1 inch color white background photo.

3. Online registration consists of reading the online declaration agreement, filling in the identity information, selecting the accreditation institution, filling in the accreditation information, confirming the declaration information, reading the precautions, submitting the accreditation application, and declaring the reminder. After the registration is completed, "Registration Successful" will be prompted in red font in the "Declaration Reminder" interface, and the registration number will be generated. The applicant shall, in accordance with the announcement issued by the education administrative department of the domicile, residence and institution, carefully fill in the information such as the accreditation place, accreditation institution information and confirmation point information.

According to the Teachers Law and the relevant regulations of the autonomous region, the qualifications of kindergarten, primary school and junior high school teachers are determined by the county (city, district) education administrative department, and the qualifications of internship instructors in senior middle schools, secondary vocational schools and secondary specialized schools are determined by the local (state, city) education administrative department. Do not choose on-site confirmation agencies across districts and counties.

4. In the online registration process, the applicant's academic information, the information of full-time fresh graduates in ordinary colleges and universities, the qualification certificate of primary and secondary school teachers, the professional ability certificate of teachers in normal schools and the level certificate of Putonghua proficiency test can all be verified online. If the verification is passed, the relevant original (or printed copy) is not required for on-site confirmation. If the verification fails, perform the following steps, and issue the original when confirming on site:

(1) "Putonghua Certificate Information" failed to be verified. Please select the type of "Enter Certificate", fill in the relevant information and upload the corresponding e-certificate.

(2) Verification of "Education and Student Status Information" failed. Please select the type of "unverifiable education", fill in the relevant information and upload the corresponding e-certificate.

(3) If the applicant holds Hong Kong, Macao and Taiwan education or study abroad education, so it is impossible to verify the education, please select the verification type as Hong Kong, Macao and Taiwan education or study abroad education, and upload the Hong Kong, Macao and Taiwan education degree certificate or foreign education degree certificate. Applicants with Hong Kong, Macao and Taiwan education or foreign education are recommended to study in China in advance.

(2) On-site confirmation and qualification examination.

After the online application is completed, the applicant must pay attention to and read the announcement issued by the corresponding accreditation body, submit relevant application materials to the designated place of the teacher qualification accreditation body in batches within the specified time, obey the epidemic prevention and control arrangements, and conduct on-site confirmation in an orderly manner. The following materials shall be submitted for on-site confirmation, and the accreditation body shall conduct qualification examination:

1. Original ID card (within the validity period).

2. Original and photocopy of the household registration book (or residence permit and student ID card of our district) 1 copy.

(1) If applying to the teacher qualification accreditation institution where the household registration is located, provide 1 original and photocopy of the household registration book;

(2) Apply to the teacher qualification accreditation institution in the place where the residence permit is issued, and provide the original and copy of the valid residence permit 1 copy;

(3) Full-time graduate students and undergraduates in Xinjiang universities should provide the original residence booklet, residence permit or student ID card with complete registration information and 1 copy when applying to the teacher qualification accreditation institution where the school is located (for online verification of student status information, a copy is not required for on-site confirmation).

(4) Servicemen and armed police stationed in Xinjiang should provide the personnel relationship certificate issued by the relevant departments of their units that the applicant belongs to troops stationed in Xinjiang.

(5) Hong Kong, Macao and Taiwan residents shall provide valid residence permits for Hong Kong, Macao and Taiwan residents, travel permits for Hong Kong and Macao residents to and from the mainland, and the original mainland travel permit for taiwan residents valid for five years.

3. Original academic certificate (if it has been verified online, it is not required to be provided when it is confirmed on site). If you can't compare or obtain Hong Kong, Macao and Taiwan education through the system, you need to submit the following materials for on-site confirmation:

(1) Applicants (except secondary normal schools and secondary vocational schools) whose academic information cannot be compared through the system are required to provide 1 electronic registration form of academic credentials of the Ministry of Education or check and print the China higher education certification report through Xuexin.com(/).

(2) Applicants who have obtained Hong Kong, Macao and Taiwan academic qualifications shall also submit the original certificate of Hong Kong, Macao and Taiwan academic qualifications issued by the Study Abroad Service Center of the Ministry of Education, and submit the original and photocopy of the certificate of foreign academic qualifications issued by the Study Abroad Service Center of the Ministry of Education.

4. Original certificate of Putonghua proficiency test level (if it has passed online verification, it is not required to be provided when it is confirmed on site).

5. Examination certificate.

(1)202 1 graduates majoring in normal education in Xinjiang ordinary colleges and universities (including publicly-funded normal students) are required to submit 1 graduation record registration form (including qualified results in pedagogy and psychology during their study) and the educational and teaching practice appraisal form issued by the student status management department, and affix the seal of the file management institution (department);

(2) Normal graduates of ordinary colleges and universities in Xinjiang in 2022, in accordance with the requirements of the Notice on Doing a Good Job in the Qualification Examination for Primary and Secondary School Teachers in the Autonomous Region, submit the qualified examination results organized by the school.

(3) Teachers' professional competence certificates of education graduate students and normal students, which belong to the scope of national examination-free certification reform, have passed the certification registration system and need not be provided.

6. The physical examination form stamped with the official seal of the hospital at or above the county level designated by the local teacher qualification accreditation institution (see Annexes 2 and 3), and the conclusion on the physical examination form should be clearly filled in as "qualified" or "unqualified".

7. Two recent bareheaded 1 inch color photos on a white background (the same version as the electronic photo of online registration of teacher qualification certificate, with name and ID number indicated on the back, used to apply for teacher qualification certificate).

8. To apply for the qualification of internship instructor in secondary vocational schools, the original and photocopy of the professional and technical post equivalent to assistant engineer and above or the professional and technical grade certificate of intermediate and above are required, 1 copy.

9. No criminal record certificate. The information that the applicant has no criminal record is verified by the teacher qualification accreditation body, and no personal provision is required.

Residents of Hong Kong, Macao and Taiwan should go to the Hong Kong Special Administrative Region, Macao Special Administrative Region or the relevant departments of Taiwan Province Province to issue a certificate of no criminal record. Applicants from Hong Kong and Macao who need the assistance of the administrative department of education to provide letters shall contact the guidance center for teacher qualification certification of the Education Department of the autonomous region to issue them.

Applicants who cheat teachers' qualifications by practicing fraud in any of the above links, once verified, shall not apply for teachers' qualifications again within 5 years from the date of discovery.

(3) Qualification.

The teacher qualification accreditation institution shall make a conclusion of qualification accreditation and publicize it within 30 legal working days from the date of termination of the application period. During the evaluation, the applicant can log in to China Teacher Qualification Network to inquire about the current evaluation status and other information.

(4) Issuing certificates.

Those who are recognized as qualified teachers shall, in accordance with the notification requirements of the teacher qualification accreditation body, receive the teacher qualification certificate on time with the original ID card. Teachers' qualification certificates are found to be wrong in the process of issuance, and teachers' qualification accreditation institutions at all levels shall promptly correct them in accordance with management authority and procedures.

(a) the qualification of teachers should follow the local epidemic prevention and control management, strictly implement the epidemic prevention and control measures, and complete the qualification of teachers in a safe, orderly and foolproof manner within the specified time. Eligible college students in Xinjiang apply for teacher qualification, and the school should cooperate with the corresponding teacher qualification accreditation institutions to do a good job in physical examination, interview and qualification confirmation. To ensure "zero contact" between students and social workers.

(2) Applicants during pregnancy can be exempted from physical examination items that are not suitable for pregnant women. If other detectable items are qualified, they shall be deemed as qualified in the physical examination, but the doctor in charge of the examination shall sign the pregnancy declaration on the physical examination form. When submitting the physical examination certificate, the applicant should attach the test report of positive pregnancy reaction or the file of perinatal examination.

(3) For other unfinished matters, please refer to the notice issued by the local teacher qualification accreditation bodies, and please check it in time so as not to miss the work arrangement of the accreditation bodies.
