Ordinary high schools, secondary vocational schools, secondary technical schools, and institutions that recruit public-funded normal students majoring in preschool education use the same set of papers.

1. Education administrative departments and schools at all levels should strictly abide by the provisions of the Education Law that "citizens enjoy equal educational opportunities according to law regardless of nationality, race, sex, occupation, property status and religious beliefs", adhere to the principle of public welfare in education, adhere to the basis of students' academic achievements and comprehensive quality, and implement fair competition and merit-based admission to ensure educational fairness.
2. The provincial education administrative departments shall, before the college entrance examination this year, check the items, scores and scope of the current entrance examination policies in all parts of their respective administrative areas one by one. In addition to adding points (or dropping points) to students with excellent academic performance, children of martyrs and other special care recipients, children of overseas Chinese, students from Hong Kong, Macao and Taiwan, and ethnic minority students in accordance with laws, regulations and relevant state policies, some places link enrollment with various economic factors as a way to attract investment and attract talents, which should be corrected in time and announced to the public.
3. The local education administrative departments at all levels shall, in accordance with the relevant work rules and corresponding regulations, regard the bonus (or minus) items, scores and scope as major public service matters involving public interests and people's vital interests, solicit opinions from the public on the basis of in-depth investigation and study, hold hearings when necessary, and report the relevant enrollment policies to the education administrative department at the next higher level for the record.
4. All localities should strictly follow the principles of fairness, justice and openness, timely publish the list of students who enjoy preferential policies, items and scores, announce the telephone number of supervision and report, and accept the supervision of the masses.
