Article 10 A bachelor's degree shall be awarded by an institution of higher learning that implements undergraduate education and has the right to award bachelor's degrees. Master's degrees and doctor's degrees are awarded by institutions of higher learning and scientific research institutions that implement postgraduate education and obtain corresponding degree-granting rights.
Article 11 The establishment of degree-conferring units or the addition of degree-conferring points shall conform to the national interests and social public interests, the national and local higher education and discipline development plans, and the basic conditions stipulated by the the State Council Academic Degrees Committee or the provincial academic degrees committee.
