Responsibilities of Ninghai County Human Resources and Social Security Bureau
(a) to implement the principles, policies, laws, regulations and rules of the party and the state, provinces and municipalities on human resources and social security; Draft normative documents on human resources and social security, formulate corresponding policies and implementation measures, and organize implementation, supervision and inspection. (two) responsible for the preparation of the county's human resources and social security development plan, formulate the reform plan of human resources and social security system of organs, enterprises and institutions and organize their implementation; Prepare the personnel plan of the county-wide organs and institutions, and supervise and inspect the implementation of the plan; Responsible for the statistics of human resources and social security in the county. (three) comprehensive management of the county's talent development work; Formulate and implement the county-wide talent development strategy, planning and comprehensive policies in conjunction with relevant departments; Responsible for guiding and coordinating the organization and implementation of talent selection, training and introduction projects in this county; Formulate preferential policies for attracting foreign talents (high-level talents and high-skilled talents) and incentive policies for cultivating practical talents in rural areas in conjunction with relevant departments; Draw up the development plan of the county's human resources market, establish a unified and standardized human resources market, and promote the rational flow and effective allocation of human resources. (four) responsible for promoting employment and entrepreneurship; Formulate plans and policies for coordinating the development of urban and rural employment and entrepreneurship, and improve the public employment and entrepreneurship service system and assistance system; Take the lead in formulating employment and entrepreneurship policies for college graduates, and be responsible for employment and entrepreneurship guidance and services for graduates; Establish and improve the prediction, early warning, monitoring and analysis system of employment and unemployment, and keep the employment situation stable; Improve the vocational skills qualification system and make overall plans to establish a vocational skills training system for urban and rural workers. (five) responsible for coordinating the urban and rural social security system; Formulate policies and standards for urban and rural social insurance and its supplementary insurance, and gradually improve the overall level of funds; In conjunction with relevant departments, formulate management measures and supervision systems for social insurance funds, social insurance county-level transfers and supplementary social insurance funds, and organize the preparation of the draft budget and final accounts of social insurance funds; Organize the implementation of social insurance fund forecast and early warning analysis and formulate countermeasures; Manage social insurance agencies and be responsible for the construction of social insurance service system; Responsible for the review and filing of all kinds of supplementary insurance related contents. (six) comprehensive management of wages and benefits of enterprises and institutions in the county. To formulate, in conjunction with relevant departments, policies on the distribution of wages and income for personnel of government organs, enterprises and institutions; To be responsible for the examination and approval of salary promotion and adjustment of personnel in government agencies and institutions; Responsible for the implementation of the county organs, enterprises and institutions of retirees treatment policy, examination and approval organs, enterprises and institutions of the length of service and retirement; Formulate and publish the wage guidance price and minimum wage standard of enterprises in this county, review the collective wage negotiation agreement of enterprises, and supervise the wage payment behavior of enterprises according to law. (seven) responsible for the comprehensive management of civil servants in county-level administrative organs. Implement policies and regulations on the classification, employment, assessment, reward and punishment, appointment, training, dismissal (resignation), appeal and accusation of civil servants; Responsible for the examination and employment of civil servants and staff of public institutions managed according to the Civil Service Law; Organize and implement the annual assessment and training of civil servants in conjunction with relevant departments; Comprehensive management of government commendation work. (eight) in conjunction with the relevant departments to formulate measures for the implementation of staff management in public institutions; Comprehensive management of employment, assessment, training, rewards and punishments, open recruitment and post setting management of public institutions. (nine) comprehensive management of the county's professional and technical personnel. To organize the formulation of policies and measures for the management and continuing education of professional and technical personnel; Take the lead in deepening the reform of professional title system, and be responsible for the qualification review and qualification examination of professional and technical personnel in the county; Organize the implementation of the professional and technical qualification system and technical level assessment and appraisal for employees of government agencies and institutions; Responsible for the intellectual work of introducing foreign talents in the county. (ten) to be responsible for the mediation and arbitration of labor and personnel disputes. Improve the coordination mechanism of labor relations in various enterprises and institutions; Responsible for the business guidance and personnel training of personnel and labor mediation organizations and township labor relations coordination committees in enterprises and institutions throughout the county. (eleven) comprehensive management of the county's labor protection work. Organize the implementation of the working hours, rest and vacation, employee welfare system, the policy of eliminating illegal use of child labor and the special labor protection policy for female employees and underage workers in organs, enterprises and institutions; Organize the implementation of labor inspection, coordinate the work of safeguarding workers' rights, conduct supervision and inspection in accordance with laws and regulations, and punish illegal acts. (twelve) responsible for the reception and resettlement of demobilized military cadres and their dependents below the county camp. Implement the education and training of demobilized cadres, do a good job in solving the difficulties and stabilizing the cadres of demobilized enterprises and transfer them to enterprises, and be responsible for the management and service of demobilized cadres who choose their own jobs.
