(2) Strengthen supervision and improve the mechanism of cadre supervision and clean government guarantee in party member. A sound supervision mechanism is essential to prevent and expose corruption. Marxist supervision theory holds that supervision is a function of the state and a means to maintain a certain social, political and economic order. From the perspective of political science, unsupervised power will inevitably lead to corruption. All decisions made collectively must be made collectively by the leading bodies in accordance with procedures and rules of procedure, not by individual leaders or a few people. Improve the supervision system before and during the event, and strengthen the prevention and early warning mechanism for leading cadres' violation of discipline and law.
(3) Improve and standardize the legal system. Now our country's constitution has clearly stipulated to build a country ruled by law, which is also the programmatic goal of the central government. It must be clear that the essence of government rule by law lies in preventing the overflow of administrative power. As administrative power is a kind of power actively exercised by state administrative organs, its actions or omissions must conform to the authorization and provisions of the law, otherwise it will easily disturb the people and lead to corruption. Administration according to law must focus on two aspects: first, legislation; The second is law enforcement. On the one hand, it is necessary to strengthen the legislative work of preventing duty crimes. Due to the lack of legislation, the work of preventing duty crimes has been advancing in exploration. It is necessary to establish and improve systems and regulations for preventing, punishing and supervising duty crimes as soon as possible. In addition to the "two regulations" in the Party, such as the Administrative Procedure Law, the Property Declaration Law, the National Civil Servant Supervision Law, and the Law on the Prevention of Duty Crimes, a relatively complete and standardized system of laws and regulations on the prevention of duty crimes has been formed, so that the prevention of duty crimes can really be based on laws. In the period of high incidence of duty crimes, heavy punishment should be used to deal with chaos, laws and regulations should be enacted to increase punishment, and the punishment and sentencing should be heavier, so as to increase the political and economic costs of duty crimes and deal a heavy blow to duty criminals politically and economically, so that they have no hiding place in the party. On the other hand, it is necessary to overcome the "rickets" in law enforcement, eliminate all kinds of interference, and enforce the law honestly. We must resolutely put an end to the problems of replacing the law with words, replacing the law with power, suppressing the law with power, replacing punishment with punishment, and taking bribes and perverting the law. It is necessary to ensure that "laws must be observed, law enforcement must be strict, and violators must be prosecuted", and everyone is equal before the law, and there are no special citizens. As long as the offenders are severely punished according to law, the duty criminals can be deterred.
Preventing duty crimes and fighting corruption is a long-term and arduous task. Effectively curbing duty crimes is an important research topic for prevention offices at all levels.
Second, the main reasons for duty crimes
(1) Low political quality. Most cadres who commit crimes by taking advantage of their positions do not have a good ideological foundation, but also relax their own study and pay no attention to transforming the world outlook and strict self-discipline. In the tide of market economy, influenced and eroded by the decadent western ideology and culture such as money worship, hedonism and extreme individualism, driven by economic interests, the world outlook and outlook on life are misplaced and the values are distorted, bringing all decadent ideas that value money into the field of law enforcement, taking the power in their hands as a bargaining chip and forgetting fair law enforcement. Some party member cadres don't talk about politics, but only talk about money; If you don't give it, take it; Striving for wealth, showing wealth, indulgence, spiritual emptiness and moral decay. The fundamental reason is that we have lost the idea of serving the people wholeheartedly and shaken our ideals and beliefs.
(2) The legal concept is weak. Most cadres in party member do not firmly establish the concept of fair law enforcement in duty crimes, so it is impossible to consciously abide by the law in practical work. Cadres who violate discipline and law often think that there will be no problems and mistakes in their work, that is, something has happened that violates discipline and law, and they still think that they are correct. They lack high standards and strict requirements for their work, can't take every specific work seriously, and have a weak legal concept.
(3) The privilege is serious. First, among these cadres who commit crimes by taking advantage of their positions, they often have privileges, pretend to be managers, think that they are superior to others, regard the rights given by the party and the people as privileged capital, and think that they can be above the law without being bound by the law. In fact, all corrupt elements will reflect on themselves after being punished: "If someone had reminded me and supervised me at that time, it would not have ended like this", but it is too late to regret now. Second, they lack the sense of purpose and dedication to serve the people wholeheartedly, and forget the lofty purpose of "power comes from the people" and "people's public servants are for the people". The weak concept of the masses has reversed the relationship between master and servant and forgotten that the true essence of cadres is to serve the people.

In particular, the prevention mechanism cannot be effectively started and the treatment is too wide.
(5) The supervision and restriction mechanism is lax, and the system becomes a mere formality. In recent years, all localities and departments have generally formulated corresponding regulations, disciplines, systems and methods to prevent duty crimes, but they lack breadth and depth in specific implementation, failing to play the role of mutual supervision among cadres and mutual restraint among departments. For example, in some judicial organs, especially interest-driven, power interference, replacing the law with punishment, seriously affecting the fair implementation of the law. Laws and regulations lose their binding force and become a dead letter. These management loopholes are also the result of the failure of the supervision and restriction mechanism to function normally.
