According to the circular, starting from September 2023, only the competitive events appearing in the national primary and secondary school competition list publicized by the relevant state education departments will be regarded as "white", and other undisclosed competitive events will be classified as "black".
Black will no longer enjoy the policy of adding points to the senior high school entrance examination and college entrance examination, nor can it be used as the basis for students to go to school. This policy aims to ensure the all-round development of students' morality, intelligence, physical education and art, and prevent students from taking part in blind competitions too much, which leads to weariness of learning and neglect of other cultural classes.
The responsibilities of the Ministry of Education are as follows:
1. To study and formulate educational guidelines and policies; Draw up a draft education law. To study and put forward the education reform and development strategy and the national education development plan; To formulate policies for educational system reform, as well as the focus, structure and speed of educational development, and guide and coordinate their implementation.
2 overall management of the department's education funds; Participate in the formulation of principles and policies for raising education funds, education appropriations and education infrastructure investment; Supervise the collection and use of national education funds; To manage foreign educational aid and loans to China in accordance with relevant regulations.
3. To study and put forward the setting standards, basic teaching requirements and basic teaching documents of various schools in primary and secondary education; Organizing the examination and approval of textbooks compiled by primary and secondary schools; To guide the education and teaching reform of all kinds of education at and below secondary level; Organize the supervision and evaluation of popularizing nine-year compulsory education and eliminating illiteracy among young people.
4 overall management of general higher education, postgraduate education and higher vocational education, adult higher education, higher education organized by social forces, adult higher education self-study examination and continuing education.
To study and put forward the establishment standards of institutions of higher learning, and examine the establishment, renaming, cancellation and adjustment of institutions of higher learning; Formulate the catalogue of disciplines and specialties and basic teaching documents to guide the reform of higher education and teaching and the evaluation of higher education; Responsible for the implementation and coordination of "2 1 1 project".
