According to "Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform of Education and Teaching and Improving the Quality of Compulsory Education in an All-round Way", it is necessary to improve the entrance examination system, promote the full coverage of compulsory education schools, bring the enrollment of private compulsory education schools into the unified management of the examination and approval places, and enroll students synchronously with public schools. In order to fully implement the fundamental task of Lide Shu Ren, standardize the enrollment order, build a good basic education ecology, and promote education equity, the relevant requirements for standardizing the enrollment of ordinary primary and secondary schools in the province in 2020 are hereby notified as follows.

First, establish and improve a scientific entrance examination system for primary and secondary schools.

All localities should earnestly improve their political positions, safeguard the good ecology of enrollment in primary and secondary schools, and create a good institutional and social environment for the high-quality development of basic education. Strictly implement the "Education Law", "Compulsory Education Law" and other laws and regulations, and establish the concept of trinity of family, community and school and collaborative education; Effectively guarantee compulsory education school-age children and adolescents to enter school without examination; Local people's governments at all levels shall ensure that school-age children and adolescents are enrolled in the nearest place where they are registered, and promote the full coverage of compulsory education for permanent residents. Relevant preferential policies should be strictly implemented for eligible children of martyrs, active servicemen, police heroes, fire and rescue workers, high-level talents, and frontline medical personnel fighting the epidemic. Innovate and optimize management methods, strengthen enrollment information management, and strengthen convenience services. It is necessary to further simplify and optimize the enrollment conditions of the children who move with them, effectively solve the enrollment problems of the children who move with them, and resolutely prevent them from dropping out of school. Starting from the reality of our province, we will serve the construction of Chengdu-Chongqing Shuangcheng economic circle and the overall strategic situation of "one branch with many branches and five districts as a whole", and effectively solve the problems of enrollment of compulsory education schools, enrollment linked with social training institutions, and enrollment of various examination certificates.

Standardize the enrollment management of compulsory education.

1. Achieve full coverage without testing. Schools around the country are not allowed to select students in compulsory education in any form, and it is strictly forbidden to use various examinations, competitions, training results or certificates as the basis for enrollment, and students are not allowed to be selected in the name of interviews and appraisals. Private compulsory education school enrollment into the unified examination and approval management; The enrollment of public schools is also synchronized. If the number of applicants exceeds the enrollment plan, computer random admission will be implemented; If the number of applicants is insufficient for the enrollment plan, all enrolled students will be admitted directly. According to the source of students and school settings, scientifically delimit the service area of each public compulsory education school, announce it to the public in time, and steadily implement multi-school enrollment.

2. Implement unified enrollment. The administrative department of education shall implement unified management of the enrollment of all public and private compulsory education schools, and implement synchronous registration. Approve the enrollment plan according to the scale of school construction control stipulated by the state and the province, maintain the moderate scale of the school, strictly control the enrollment plan of super-large schools, and resolve the "big school quota". Explore the establishment of nine-year "direct control" of private compulsory education schools, and build a supervision system with "laws to follow in supervision, rules to follow in running schools, and evidence to test in evaluation". It is necessary to build a unified enrollment platform at the city or county level, and uniformly implement registration, computer random allocation, and announce the admission results.

3. Standardize admission management. The implementation of balanced classes, in accordance with the principle of "basic balance of class size, students, gender ratio", the balanced distribution of students and the allocation of teaching teachers are not allowed, fast classes, key classes, experimental classes, top classes, etc. According to the test results, it is not allowed, and it is not allowed for large classes with more than 55 people. According to the characteristics of running a school and the quality of students, we will actively introduce domestic famous schools and high-level talents and other beneficial social resources, and explore the establishment of relevant characteristic classes that meet the requirements of quality education. Strict transfer management, not to all kinds of exams, competitions, training results or certificates as the basis or reference for transfer; Students shall not be selected or specially trained in advance; Students are not allowed to be selected by adjusting classes, and the adjustment of enrollment in newly-built schools is strictly managed by the examination and approval place.

Standardize the enrollment management of ordinary high schools.

1. Standardize the management of enrollment methods. In the high school stage, the school implements the enrollment model based on the examination results of junior high school academic level and comprehensive quality evaluation. The enrollment of ordinary high schools is organized and implemented by the municipal education administrative department, and all public and private ordinary high schools enroll students synchronously according to the scope, standards and methods approved by the municipal education administrative department. Graduates who have been enrolled in junior high schools for three consecutive years and eligible floating children can take entrance examinations and enter schools at their places of study and inflow. National and provincial approval of the navy, air force youth aviation experimental classes and ethnic classes, according to the existing regulations. All public and private schools enroll students on the basis of the results of the senior high school entrance examination, and are not allowed to enroll students independently, cross-city enrollment or advance enrollment.

2. Strengthen the management of enrollment plan. All localities should promote the coordinated development of general vocational education and popularize high school education in accordance with the requirements that the enrollment scale of general vocational education is roughly the same. To strengthen enrollment and student status management, schools should implement the annual enrollment plan in strict accordance with the approved school scale, and must not enroll students unplanned, over-planned or ahead of schedule. There shall be no more than 55 students in the first grade class. More than 50% of the provincial demonstration public ordinary high school enrollment plan should be allocated to junior high schools in the service area reasonably, and it should be tilted to weak junior high schools and rural junior high schools appropriately. Provincial demonstration ordinary high schools shall not hold repeat classes, and schools that hold repeat classes shall strictly register student information.

3. Do a good job in the organization and management of the senior high school entrance examination. All localities should determine the time of the senior high school entrance examination according to the local actual situation, and in principle, it should be arranged after the college entrance examination. It is necessary to further promote the reform of the senior high school entrance examination, highlight the orientation of quality education, adhere to the curriculum standards as the basis for proposition, do not formulate an examination outline, and strive to improve the level of proposition. According to the relevant provisions of the state and province, it is necessary to strictly control the bonus items, improve the examination and publicity system for candidates' bonus qualifications, and accept social supervision.

Second, strict enrollment discipline.

Implement "sunshine enrollment". School enrollment should be "eight-open" in terms of school conditions, enrollment policies, enrollment plans, enrollment scope, enrollment procedures, enrollment methods, charging standards and enrollment results. All localities should formulate and issue enrollment brochures, guide parents' meetings of primary and junior high school graduates, and do a good job in unified enrollment publicity. The enrollment regulations and advertisements of all public and private schools must be reported to the competent education administrative department for the record before they can be released to the public. Public compulsory education schools shall not conduct commercial enrollment publicity. All public and private schools should enroll students through the unified enrollment platform of the education administrative department, and may not register student information and promise to enroll students in advance in any form. Before the epidemic prevention and control response is completely lifted, all localities and schools shall not organize on-site parent meetings or organize any form of on-site enrollment promotion activities. Establish a "blacklist" system for enrollment, and list schools and principals who violate the rules seriously in the "blacklist" and announce it to the public. Education administrative departments at all levels should publicly supervise the reporting platform, the reception address of letters and visits, and smooth the reporting channels. For the reported problems, we should carefully verify and investigate, resolutely find them together, investigate them together, and report them together.

Strengthen the supervision of student status. All localities should make full use of the student registration system to standardize the enrollment of primary and secondary schools, set the number of enrollment plans in the student registration system, and implement the rigid implementation of enrollment plans. According to the number of junior high school graduates in China and the enrollment plan of ordinary high schools declared by cities, the education department supervises the total registration of ordinary high school freshmen in cities through the student registration system. All localities should strengthen the supervision of student status, and students who exceed the plan, illegally select, illegally enroll students and transfer across regions will not be allowed to register for student status transfer, and the responsibility of illegal schools will be seriously investigated.

Strict accountability. Schools in all localities should strictly implement the "Ten Prohibitions" of the Ministry of Education on enrollment in primary and secondary schools, resolutely stop primary and secondary schools from organizing entrance examinations in any form, and stop enrolling students and enrolling students linked to social training institutions. Strictly implement the accountability system, give a warning, informed criticism, cancel the qualification of appraising and evaluating first, cancel the honorary title of provincial exemplary ordinary high schools and make rectification within a time limit, give informed criticism, cancel the qualification of appraising and evaluating first, and revoke the honorary title until the principal is dismissed, depending on the seriousness of the case. Among them, private schools with serious violations were punished by reducing the enrollment plan of the current year or the following year, canceling the enrollment qualification, and even revoking the school license. Resolutely investigate and deal with the behavior of linking the training results of off-campus training institutions with the enrollment of primary and secondary schools. For off-campus training institutions that participate in primary and secondary school enrollment in violation of regulations, the school license is directly revoked and included in the "blacklist". Those suspected of violating the law and committing crimes shall be transferred to the judicial department for legal responsibility. If the illegal enrollment cannot be effectively prevented and corrected within the jurisdiction, the higher education administrative department shall, depending on the circumstances, give admonishing talk, informed criticism, notify the local government and give administrative sanctions according to the management authority.

Third, comprehensively strengthen the government's responsibility for running schools.

Try to run every school well. All localities should aim at comprehensively improving quality and expanding high-quality resources, actively adapt to the needs of new urbanization, comprehensive two-child policy and promoting educational modernization, optimize school layout, and ensure that school layout is compatible with urban and rural construction, township zoning adjustment, and residential distribution of school-age population. Increase the supply of urban degrees, strengthen the construction of urban boarding schools according to local conditions, and implement moderate centralized education. Clean up and standardize the names of schools, and the names of ordinary primary and secondary schools shall not contain foreigners' names, place names or other contents that may cause misunderstanding and ambiguity to the public. Implement the project of improving the quality of education service and stimulating the vitality of running a school, focus on cultivating famous principals and teachers, strengthen the construction of teaching staff, focus on deepening the reform of education and teaching in the classroom, promote the integration of information technology and education and teaching, focus on optimizing the comprehensive quality evaluation of students in five educations, and implement district management and collectivization of running a school. Adhere to both the symptoms and root causes, actively respond to the expectations of the masses to "study hard" nearby, and strive to fundamentally solve the problem of "school choice fever".

Effectively strengthen organizational leadership. Education administrative departments at all levels should, under the leadership of local party committees and governments, issue detailed rules for enrollment as soon as possible, perform their duties of management, guidance, supervision and inspection, and investigate and deal with illegal enrollment according to laws and regulations. Seriously judge the situation, improve the emergency mechanism, properly handle emergencies, and resolutely safeguard social stability. Strengthen public opinion propaganda and guidance, give full play to the role of mainstream media and official WeChat public platform, and interpret the admission policy in depth and in detail. We should not only publicize specific policies, but also publicize the need to teach students equally. After students enter the school fairly, they should strengthen teaching in accordance with their aptitude, cultivate students' good educational ideas, respond to people's concerns in time, let the society know, and ensure the standardization, order and stability of enrollment in primary and secondary schools.
