Brief introduction of China Banking Association

China Banking Association was established in May 2000. It is a national non-profit social organization approved by the People's Bank of China and the Ministry of Civil Affairs and registered in the Ministry of Civil Affairs. It is a self-regulatory organization of the banking industry in China. After the establishment of CBRC in 2003, the competent unit of China Banking Association was changed from China People's Bank to China Banking Regulatory Commission. All banking financial institutions (including foreign-funded banking financial institutions in China) established with the approval of China Banking Regulatory Commission, and banking associations of all provinces (autonomous regions, municipalities directly under the Central Government and cities with separate plans) registered in the civil affairs department with the approval of relevant regulatory agencies can apply to join China Banking Association as a member unit. Branches of unincorporated foreign-funded banks and their representative offices in China, which have been established with the approval of the relevant regulatory authorities and recognized the articles of association of the China Banking Association, may apply to join the China Banking Association as observers.

As of July 20 14, China Banking Association has 373 member units and 4 observer units. Members include policy banks, state-owned commercial banks, joint-stock commercial banks, city commercial banks, asset management companies, China Government Securities Depository and Clearing Co., Ltd., China Postal Savings Bank, rural commercial banks, rural cooperative banks, rural credit cooperatives, foreign banks, rural banks, banking associations of various provinces (autonomous regions, municipalities directly under the Central Government and cities with separate plans), financial leasing companies, money brokerage companies and auto financing companies. Observers are China UnionPay Co., Ltd., Rural Credit Bank Fund Settlement Center, Shandong City Commercial Bank Cooperation Alliance Co., Ltd. and City Commercial Bank Fund Settlement Center.

The highest authority of China Banking Association is the General Assembly, which is composed of all the member units participating in the Association. The executive body of the General Assembly is the Council, which is responsible to the General Assembly. The board of directors is responsible for leading the association to carry out its daily work when the general meeting is not in session. When the Council is not in session, the Standing Council shall perform its duties. The Standing Council is composed of 1 President, 1 Full-time Vice President, several Vice Presidents and 1 Secretary General. The Association has a board of supervisors, which consists of 1 supervisor and several supervisors.

The daily office of China Banking Association is the Secretariat. The secretariat has 1 secretaries-general and several deputy secretaries-general. The Secretariat consists of office, Party Committee Office, Publicity and Information Department, Self-discipline Department, Rights Protection Department, Business Coordination Department I, Business Coordination Department II, Education and Training Department, Rural Cooperative Finance Liaison Department, International Relations Department, Planning and Finance Department, Hotline Service Department, Research Department, System Service Department, Small and Medium-sized Bank Service Department, Business Service Department, and Office of Syndicated Loan and Trading Committee 17. In addition, the Institute of Senior Managers of Oriental Bank was established, and Bank of China magazine was founded.

According to the needs of work, China Banking Association has set up 22 professional committees and 3 joint meetings. Including legal working committee, self-discipline working committee, interest rate working committee, security professional committee, professional qualification examination committee for banking employees, rural cooperative finance working committee, syndicated loan and transaction professional committee, foreign bank working committee, custody business professional committee, factoring professional committee, financial leasing professional committee, bank card professional committee, industry development research committee, consumer rights protection committee, Professional committees for pension business, trade and finance business, wealth management business, money brokers, city commercial banks, auto finance, customer service, financial accounting, intermediary business, private banking and reputation risk management.

China Banking Association aims to enhance the common interests of its member units, perform the functions of self-discipline, rights protection, coordination and service, safeguard the legitimate rights and interests of the banking industry, maintain the market order of the banking industry, improve the quality of banking employees, improve the service level of its members and promote the healthy development of the banking industry.

In 20 14, it was awarded the title of "National Advanced Group for Helping the Disabled" by the the State Council Working Committee for the Disabled, becoming the only national trade association to receive this honor; 20 10 was awarded the honorary title of "National Advanced Social Organization" by the Ministry of Civil Affairs; In 2009, China Banking Association won the highest rating of 5A with the first total score in the rating activities of national trade associations organized by the Ministry of Civil Affairs.

The members of the review committee are mainly composed of the responsible persons of relevant regulatory authorities, the principal responsible persons of the member units of China Banking Association, the full-time vice president and the secretary general of China Banking Association. The highest authority of the Certification Committee is the plenary session of the Certification Committee. The qualification certification committee has a standing committee. The China Banking Practitioners Qualification Certification Office is located in the secretariat of the Association, which is the daily working organization for implementing the certification system, with a director who concurrently serves as the Secretary General of the China Banking Association; Ten deputy directors are the Deputy Secretary-General of China Banking Association and the heads of human resources departments and training centers of nine banks, namely China Agricultural Development Bank, China Industrial and Commercial Bank, China Agricultural Bank, China Bank, China Construction Bank, Bank of Communications, China Postal Savings Bank, China CITIC Bank and Liaoning Rural Credit Cooperative Association.

The Qualification Certification Committee consists of the Expert Committee for Qualification Certification of Chinese Banking Practitioners (hereinafter referred to as the Expert Committee), which is a professional advisory body for implementing the qualification certification system of Chinese banking practitioners. According to the demand, the Expert Committee has set up several expert groups, which are composed of experts from regulatory agencies, commercial banks, well-known universities and research and training institutions. They are a professional team to develop qualification certificates, mainly engaged in the formulation of examination syllabus, the compilation of counseling materials, the construction of question bank and the formulation of continuing education courses.

In the process of promoting the construction of the qualification certification system for banking practitioners in China, the review committee has always adhered to the following principles: (1) the principle of unity, and gradually unified the qualification standards for banking practitioners to make them more standardized, objective and fair; (two) the principle of authority, the establishment of a broadly representative leading institution of banking qualification certification, and the formulation of relevant qualification examination rules in the form of industry recognition, so that the qualification certification system can be applied to all kinds of banking institutions; (3) The principle of combining administration with market. With the strong support of CBRC, the qualification certification of banking practitioners will fully absorb and learn from the mature experience and means of the market, and gradually establish and improve the market-oriented certification system; (four) the principle of overall planning, gradual opening up and step by step implementation, first pilot, then step by step implementation, and constantly improve in practice.

Responsibilities of the Qualification Committee: (1) Establish the qualification certification system for Chinese banking practitioners, implement the qualification standards and professional norms for banking practitioners, and provide relevant basis for human resources management in the banking industry; (2) Formulate the qualification certification plan for banking practitioners, and study and improve the qualification certification standards and corresponding systems for banking practitioners; (three) to organize the qualification examination for banking practitioners, review the qualifications of banking practitioners, and manage the qualification certificates of banking practitioners in China; (four) to promote the continuing education of banking practitioners after obtaining qualification certificates.
