Article 1 In order to ensure that the children of military personnel receive a good education and promote the construction of troops stationed in Shandong, these Detailed Rules are formulated in accordance with the National Defense Law, the Law on Officers in Active Service, the Regulations on Pension and Preferential Treatment for Military Personnel, the Measures of the Ministry of Education and the General Political Department on Educational Preferential Treatment for Military Children and other relevant laws and regulations, and in combination with the actual situation in Shandong.

Article 2 The term "children of servicemen" as mentioned in these Detailed Rules includes children of servicemen, children of martyrs, children of servicemen who died in the line of duty or died of illness.

Article 3 People's governments at all levels, their relevant departments and various schools shall give preferential treatment to children of military personnel to receive education in accordance with the law, and create conditions and provide guarantee for children of military personnel to receive good education.

Article 4 People's governments at all levels shall, in accordance with relevant regulations, strengthen supervision and inspection to ensure the implementation of various preferential policies and regulations on the education of military children. The education administrative departments at all levels shall, according to the educational needs of military children within their respective administrative areas and in accordance with relevant regulations, actively organize and coordinate relevant kindergartens and schools to do a good job in educational preferential treatment for military children. The people's governments of cities and counties with districts shall take preferential treatment for military education as an important part of creating a model city (county) with double support, introduce preferential measures and implement relevant policies. The provincial level should take the implementation of preferential policies for the education of military children as a necessary condition for the selection of model cities (counties) with double support and focus on assessment.
