All schools should set up a leading group for the management of hazardous chemicals in laboratories, further implement management responsibilities, and earnestly strengthen management. The headmaster is the first responsible person, so he should arrange the work well and supervise it well. The leaders in charge of the school, the guidance office, the security office and the experimental teacher are all team members. They should be responsible for the division of labor, implement their responsibilities, and earnestly strengthen the management of the procurement, warehousing, registration, storage, collection, use, recycling and destruction of hazardous chemicals in school laboratories, so that the responsibility is assigned to people and the management is in place.
Two, improve the system, improve measures to further improve the storage conditions, to ensure the safety of use and storage.
It is necessary to further improve the storage conditions of hazardous chemicals, ensure that hazardous chemicals are stored in special rooms (or counters) ("three strong acids" must be stored in sandbox), away from teaching areas and fire sources, and ensure smooth ventilation; Set up obvious signs and take measures such as anti-theft, fire prevention, moisture prevention, lightning protection, anti-corrosion and leakage prevention. Hazardous chemicals should be stored in categories (see Annex 1), and hazardous chemicals that react violently with each other should be kept away from each other (see Annex 2) and cannot be stored together. During the storage of hazardous chemicals, managers should regularly check and count the inventory, and solve problems such as leakage and deterioration immediately when they find them. Hazardous chemicals in schools should be managed by special personnel, and shall not be lent, so as to prevent hazardous chemicals in schools from flowing into society and endangering public safety. Once the school's dangerous chemicals are found to be lost, stolen or misused, they must immediately report to the local public security department, assist the public security department in tracing and handling them, and strictly rectify them according to relevant regulations, and hold relevant personnel accountable.
Three, strengthen learning, raise awareness, and further strengthen the safety education of teachers and students in the use and operation of dangerous chemicals.
School leaders, experimental teachers and relevant personnel should strengthen the study and training of relevant laws, regulations, rules and safety knowledge, professional technology and emergency knowledge. Through the study, managers and experimental teachers can understand the relevant regulations of hazardous chemicals safety management, systematically master the basic knowledge of hazardous chemicals transportation and packaging safety, master the classification and labeling of commonly used hazardous chemicals, master the basic knowledge of storage, use and waste treatment, and emergency measures for accident treatment. It is necessary to formulate an emergency plan to deal with emergencies of hazardous chemicals, and conduct safety education and practical drills on the use and operation of hazardous chemicals for students to prevent personal injury caused by improper operation.
Four, careful investigation, strict supervision, to further improve the management of dangerous chemicals in primary and secondary schools, to eliminate potential safety hazards.
Schools should conscientiously perform their duties, conscientiously carry out self-inspection of hazardous chemicals management, strictly implement various systems such as purchase and transportation approval, safe and standardized storage, double lock storage, use flow registration management, and safety precautions such as civil air defense, physical defense and technical defense. In the self-examination, it is necessary to compare the accounts with the things one by one, so as to ensure that the accounts are consistent with the things. If the accounts don't match the facts, we should trace them to the end and find out the reasons. All kinds of potential safety hazards and management loopholes found should be rectified immediately to ensure the safety management of hazardous chemicals in school laboratories. In the near future, we should actively cooperate with the local public security departments to carry out special inspections on the management of dangerous chemicals in schools, further strengthen management, prevent all kinds of accidents and cases, protect the safety of life and property and health of teachers and students, maintain the normal education and teaching order in schools, and ensure social security and stability.
