Regulations of Qingdao Municipality on Preschool Education
Chapter I General Provisions Article 1 In order to promote the development of preschool education and standardize preschool education, these Regulations are formulated in accordance with the Education Law of the People's Republic of China and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the protection and education of preschool children over three years old within the administrative area of this Municipality.

To provide early education guidance to infants under the age of three and their parents, in accordance with the relevant provisions of these regulations. Article 3 Preschool education is an integral part of the national education system and a social welfare undertaking.

City, district (city) people's government should strengthen the leadership of preschool education, co-ordinate the major issues of preschool education development, and ensure the development of preschool education.

City, district (city) people's government should rationally allocate educational resources, balance the development of preschool education between urban and rural areas and between regions, and promote the standardization of preschool education. Fourth city, district (city) education administrative departments in charge of preschool education within their respective administrative areas.

The relevant competent departments of the municipal and district (city) people's governments shall, in accordance with their respective responsibilities, do a good job in preschool education.

The Town People's Government and the subdistrict offices shall support the development of preschool education within their respective administrative areas and do a good job in preschool education. Article 5 Preschool education should adhere to the combination of conservation and education, follow the law of children's physical and mental development, face all children, pay attention to individual differences, and promote children's healthy and happy growth. Chapter II Pre-school Education Facilities Article 6 The municipal, district (city) education administrative department shall, jointly with the departments of development, reform and planning, organize the preparation of special plans for the layout of pre-school education facilities, which shall be implemented after being approved by the people's government at the same level.

The planning department and the Town People's Government shall reserve land for pre-school education construction according to the special plan for the layout of pre-school education facilities when organizing the preparation of the regulatory detailed plan.

No unit or individual may use the reserved land for pre-school education construction for other purposes. Seventh in the urban planning area, every 5000 people should set up a kindergarten with more than 6 classes; Outside the urban planning area, kindergartens should be set up reasonably for every 3,000 to 5,000 people according to the principle of entering the park nearby.

Supporting kindergartens in urban residential areas are invested and organized by the district (city) people's government.

District (city) people's government should bring rural kindergartens into the unified planning of rural public service facilities and give priority to the construction. The Town People's Government shall build at least one public kindergarten according to actual needs. Article 8 Kindergartens should be located in areas with geological safety, abundant sunshine, suitable environment, convenient transportation and relatively complete public facilities, avoiding the shadow areas of high-rise buildings and areas prone to natural disasters, keeping a safe distance from pollution sources and hazards, and staying away from places and facilities that are not conducive to children's physical and mental health. The planning department shall specify the scale and land area of supporting kindergartens in the planning conditions. The planning department shall solicit opinions from the administrative department of education on the site selection, layout and specific construction indicators of supporting kindergartens. Eleventh supporting the construction of kindergartens, the construction unit shall, within three months after the completion of the project, hand over all the kindergartens, venues and related construction materials to the education administrative department of the district (city) where they are located, and assist in the registration of the property rights of the kindergartens. Twelfth no unit or individual may arbitrarily change the nature and scale of the use of pre-school education facilities built according to the plan, and may not occupy or destroy pre-school education facilities. Thirteenth district (city) people's government should give priority to the remaining educational resources and other resources after the adjustment of the layout of primary and secondary schools. Fourteenth kindergarten demolition should meet the requirements of the special planning of preschool education facilities layout, and be approved by the district (city) education administrative department. Kindergartens shall agree with the construction unit on compensation scheme and safeguard measures to ensure that children receive normal care and education, and report the safeguard measures to the education administrative department in writing. Chapter III Kindergarten and its Staff Article 15 To establish a kindergarten, the following conditions shall be met:

(a) there are places and supporting facilities and equipment that meet the requirements;

(2) Having the necessary funds for running a school and a stable source of funds;

(three) there are staff who meet the prescribed conditions;

(4) Meeting other conditions as prescribed by laws and regulations. Sixteenth kindergartens and organizers shall apply to the administrative department of education of the district (city) to be held. The district (city) education administrative department shall make a decision of approval or disapproval within twenty days from the date of acceptance. If the license is granted, it shall be issued within ten days; If the license is not granted, the reasons shall be explained in writing.

With the permission of the district (city) education administrative department, kindergartens shall be registered according to law. Seventeenth kindergartens to change the licensing matters, should go through the formalities of change to the original examination and approval authority and the registration authority.

If the kindergarten is terminated, it shall be liquidated according to law and properly placed in the kindergarten. The license shall be recovered by the original examination and approval authority, and the registration shall be cancelled by the original registration authority.
