According to China's previous legislative practice and the provisions of the Legislative Law, education legislation is generally divided into four steps: proposing a legal case, deliberating a draft law, passing a law and publishing a law.

(1) Putting forward a legal case Putting forward a legal case is the first stage of China's legislation, and it is the premise of law deliberation, adoption and publication. Refers to the institutions and personnel who are granted special authority to submit draft laws to the legislature, so that the deliberation of the draft laws is put on the agenda and become the object of discussion by the legislature. It is the exclusive right of state organs and personnel to file legal cases.

In China, the deliberation of a draft law generally goes through two stages: one is the deliberation of a special committee, and the other is the deliberation of a plenary session of the legislature.

(3) The passage of the law means that the legislature formally agrees to the draft law and makes it into law. (4) Promulgating laws

The publication of laws means that the legislature will formally publish the laws that have been passed in a certain form.
