Teachers who meet the application conditions for transferring to units outside the district and the education system in the district shall submit a written application for transferring to their units. In principle, a unit can only apply for 1 transfer personnel, among which non-primary and secondary schools (kindergartens) can apply for any transfer quota. With the consent of the joint meeting of the party and government of the unit, fill in the Approval Form for Staff Transfer in Fenghua District (attachment 1), which will be reviewed by the main person in charge of the unit and fill in relevant opinions. The unit shall submit the Approval Form for Personnel Transfer in Fenghua District together with the Application Report for Personnel Transfer and the Summary Form for Personnel Transfer in Summer of 2022 (electronic version) (Annex 3) before May 27th.
(3) Precautions
1. The transfer of teaching and administrative staff to units outside the district and outside the education system in the district needs to be discussed and reviewed by the Party Committee of the District Education Bureau, the Party Committee of the Human Resources and Social Security Bureau, the editorial office and the district leaders, and then the personnel department is organized to contact the relevant units and the teaching and administrative staff themselves, fill out the Registration Form for Staff Transfer (Mobility) of Public Institutions in quintuplicate, and go through the relevant formalities;
2. Due to the transfer of teachers outside the district and units outside the education system in the district, there are no teachers to fill job vacancies, and all units should carefully check.
Two, the teaching staff to enter oneself for an examination in the education system.
(1) application conditions
1. Have worked in this unit for more than 4 years (targeted recruitment for more than 5 years);
2. The famous teacher has worked in the participating schools for 3 years or more since the self-evaluation; Teachers in secondary vocational schools and teachers in senior professional and technical positions have served in participating schools for 3 years, 5 years and above respectively; In principle, we will not consider the transfer of teachers who are graduating classes in the next semester and teachers who are in short supply of academic positions in this unit.
(2) Application procedures
Teachers who meet the application conditions for transfer within this system shall submit a written application for transfer to their units. In principle, there are no more than 2 people in the same unit and no more than 1 person in the same subject. With the consent of the joint meeting of the party and government of the unit, fill in the Approval Form for the Transfer of Workers in Fenghua District (Annex 2), which will be reviewed by the main person in charge of the unit and fill in relevant opinions. The unit shall submit the Approval Form for Employee Transfer in Fenghua District together with the Employee Transfer Application Report and the Summary Form for Employee Transfer in Summer of 2022 (electronic version) (Annex 3) before Friday, July 8.
(3) Precautions
1. In 2022, due to the non-full staffing of primary and secondary schools (kindergartens) in the education system and special reasons of non-organization, it is forbidden to transfer teaching and administrative staff from first-line primary and secondary schools (kindergartens) to second-line directly affiliated units.
2. Encourage and guide non-primary and secondary schools (kindergartens), supernumerary schools, and urban school staff to flow to primary and secondary schools (kindergartens), empty schools, township (village) schools, and weak schools. The flow of staff is not subject to the above-mentioned relevant conditions.
3. This year is a crucial year to strive for a high-quality and balanced county and city of compulsory education in China. When approving the flow of teachers, all units should fully consider the structure of teachers in various disciplines, especially the structural proportion requirements of teachers in ethics and legal system, sports, music, art, labor education and other disciplines. At the same time, the workload of teachers should be compressed and suppressed. 4. Due to the acceleration of the construction of public parks, the conditions for kindergarten teachers to transfer jobs are appropriately relaxed.

Three. any other business
(a) staff to apply for transfer must be realistic, fraud once verified, shall not be transferred within three years.
(two) teachers who apply for transfer under special circumstances shall be decided by the party Committee of the bureau.
(III) All primary and secondary schools (kindergartens) should strictly control "subject matching" and "quota restriction", and submit the Approval Form and the Application for Transfer to the Education Bureau in strict accordance with the specified requirements, as well as the Summary of Transfer of Summer Personnel in 2022 (electronic version) (Annex 3), and the central school (where its subordinate personnel are located) is responsible for submitting complete primary schools and teaching points.
