Relations and differences between preschool education policies and preschool education laws and regulations;
(A) the relationship between pre-school education policies and pre-school education laws and regulations: China's political system determines that education laws and policies are essentially the same. They are all components of the superstructure, which are determined by and serve the socialist economic base, are the embodiment of the interests and will of the broad masses of the people, and are all normative. Education policy plays a guiding role in the formulation and implementation of education law, which is the concretization, culture and stereotype of education policy and the main means to ensure the implementation of education policy.
(B) the difference between pre-school policies and pre-school education laws and regulations:
(1) has different organs and binding force. The education law is formulated or recognized by the state, which has the attribute of national will and universal binding force. The education policy is formulated by the leading organs in China, and it has no legal effect.
② Different implementation methods. The implementation of the education law is guaranteed by the compulsory force of the state, while the implementation of the education policy mainly depends on publicity and education and in-depth and meticulous ideological work.
③ Different specifications and stability. Law is more stable than policy, and the provisions of education policy are generally more principled and general, while the provisions of education law are more than
