The Ministry of Education is the department in charge of education and language work in the State Council.

The main responsibilities of the Ministry of Education are:

First, study and formulate educational principles and policies; Draw up a draft education law.

Two, study and put forward the education reform and development strategy and national education development plan; To formulate policies for educational system reform, as well as the focus, structure and speed of educational development, and guide and coordinate their implementation.

Three, the overall management of the Department of education funds; Participate in the formulation of principles and policies for raising education funds, education appropriations and education infrastructure investment; Supervise the collection and use of national education funds; To manage foreign educational aid and loans to China in accordance with relevant regulations.

Four, study and put forward the establishment standards, basic teaching requirements and basic teaching documents of various schools in primary and secondary schools; Organizing the examination and approval of textbooks compiled by primary and secondary schools; Guide the education and teaching reform of secondary and below secondary education; Organize the supervision and evaluation of popularizing nine-year compulsory education and eliminating illiteracy among young people.

Five, overall management of general higher education, postgraduate education and higher vocational education, adult higher education, higher education organized by social forces, adult higher education self-study examination and continuing education. To study and put forward the establishment standards of institutions of higher learning, and examine the establishment, renaming, cancellation and adjustment of institutions of higher learning; Formulate the catalogue of disciplines and specialties and basic teaching documents to guide the reform of higher education and teaching and the evaluation of higher education; Responsible for the implementation and coordination of "2 1 1 project".

Six, overall planning and guidance of minority education, coordination of educational assistance to minority areas.

Seven, planning and guiding the party building work in colleges and universities and ideological and political work, moral education, sports health and art education and national defense education in schools at all levels.

Eight, in charge of the work of teachers in the country, to develop all kinds of teacher qualification standards at all levels and guide the implementation; To study and put forward the standards for the establishment of schools at all levels; Coordinate the team building of school teachers and administrators.

Nine, the overall management of all kinds of higher education entrance examination; Formulate enrollment plans for colleges and universities; Responsible for the management of student status in all kinds of higher education; Manage the reform of employment system for college graduates, formulate employment policies for college graduates, and organize the implementation of employment distribution for college graduates.

Ten, planning and guiding the natural science and philosophy and social science research in colleges and universities; Macroscopically guide the research and promotion of high-tech application in colleges and universities, the transformation of scientific research achievements and the combination of "Industry-University-Research"; Coordinate and guide institutions of higher learning to undertake the implementation of major national scientific research projects and key national defense science and technology projects; To guide the development and construction of state key laboratories and engineering research centers in colleges and universities.

Eleven, overall management and coordination, guidance of the foreign affairs of the education system, formulate policies for studying abroad and studying in China; Planning, coordinating and guiding the teaching of Chinese as a foreign language; To guide the work of Chinese educational institutions abroad. Responsible for coordinating educational exchanges with Hongkong, Macao Special Administrative Region and Taiwan Province Province.

Twelve, responsible for the statistics, analysis and release of basic education information.

13. To formulate the principles and policies for the national language and writing work; Compiling medium-and long-term plans for language and writing work; Formulate norms and standards for Chinese and minority languages, and organize, coordinate, supervise and inspect them; Guide the popularization of Putonghua and Putonghua test.

Fourteen, overall degree work, drafting regulations on degree work; Responsible for the implementation of the national degree system; Responsible for the equivalence and mutual recognition of international degrees; To undertake the specific work of the State Council Academic Degrees Committee.

Fifteen, responsible for coordinating the "China National Committee for UNESCO" and other departments and institutions to carry out cooperation and exchanges with UNESCO in education, science and technology, culture and other aspects; Responsible for contact and communication with UNESCO headquarters, Asia-Pacific regional office and Beijing office; Responsible for liaising with the Permanent Mission of China to UNESCO and guiding its work.

Sixteen, to undertake matters assigned by the national leading group for science and technology education.

Seventeen, to undertake other tasks assigned by the State Council.
