As an inter-school collaborative organization under the guidance of the Ministry of Education, the Alliance will organize its member units to promote educational reform and innovation, promote the transformation and development, cooperation and exchange, and academic research of member units, promote the establishment of a mechanism for the integration of production and education and collaborative innovation, and promote local universities to better serve regional economic and social development. At the same time, the alliance will be entrusted by the Ministry of Education to strengthen cooperation and exchanges with similar foreign university associations.

The research center for the transformation and development of local undergraduate universities is an entity research institution of Tianjin Vocational and Technical Teachers College, which will be incorporated into the educational science decision-making research center system managed by the Education Planning and Strategy Research Council of the Ministry of Education and strengthened. After the establishment of the research center, it will serve the key work of national strategic development and education reform, integrate the wisdom of experts from all sides, and carry out comprehensive research, in-depth investigation, project evaluation and strategic consultation on major hot and difficult issues in the transformation and development of local universities.

Lu Xin, Vice Minister of Education, said that the Alliance and the Center should actively carry out basic and forward-looking research on the transformation and development of local colleges and universities in accordance with the requirements of building a modern vocational education system and promoting the classified management of higher education, put forward policy suggestions on the transformation and development of local colleges and universities, play a bridge role in foreign exchanges and cooperation, accelerate the transformation and development of local colleges and universities, and accelerate the adjustment of personnel training structure.
