(1) Vigorously develop comprehensive online education. Construct a normalized and integrated development mechanism for online and offline education to form a benign interactive pattern. Allow the purchase and proper use of qualified socialized and market-oriented excellent online course resources, explore the daily teaching system incorporated into some education stages, and try it first in some schools. Encourage more investment and teacher training, pilot classroom teaching based on online intelligent environment, and deepen the popularization of the application of "Three Classrooms". We will improve the system norms of online education, such as intellectual property protection, content supervision and market access, and form a supply of high-quality online education resources. (2) Actively develop Internet medical care. Use the Internet to optimize the medical experience and create a new ecology of healthy consumption. Further strengthen the construction of smart hospitals and promote online appointment inspection. Explore mutual recognition systems such as examination results and online prescription information, and explore the establishment and improvement of patient-oriented medical data sharing methods and systems. Explore and improve online medical dispute handling methods. The eligible "internet plus" medical service fee will be included in the scope of medical insurance payment. Standardize and promote Internet follow-up consultation, telemedicine and Internet health consultation for chronic diseases. Support the coordinated development of the platform in the fields of medical care, health management and old-age care, and cultivate healthy consumption habits. (3) Encourage the development of convenient online office. Create a "anytime, anywhere" online office environment, and form a normalized supplement to the offline model in some industries. Support the promotion of telecommuting applications and the research and development of safe and reliable online office tools, meet the daily needs of multi-party collaborative office and off-site collaborative office, and effectively support the improvement of work efficiency, innovation of business collaboration mode and change of business organization mode. Promote the improvement of infrastructure for digital applications such as electronic contracts, electronic invoices, electronic seals, electronic signatures, and electronic authentication, and provide effective support for online office work. Combined with the pilot construction of national smart cities, we will improve the mechanism of cooperation and co-governance between the government and society, build a digital supply chain between the government and enterprises, and lead the material flow, technology flow, talent flow and capital flow with data flow to effectively support urban emergency, governance and service. Support private capital to participate in the intelligent transformation of urban facilities such as hydropower networks. Combined with the national regional development strategy and productivity layout, accelerate the construction of new infrastructure such as 5G, data center and industrial Internet. Explore and improve the networking application standards of smart cities, and promote regional integrated digital governance and services in Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area and Chengdu-Chongqing.
