In order to further strengthen the supervision of kindergarten fees, standardize the charging behavior, promote the development of preschool education in Nantong, and effectively protect the legitimate rights and interests of educated people and kindergartens, according to the relevant provisions of the Measures for the Administration of Kindergarten Fees in Jiangsu Province and the Guiding Opinions on Promoting the Reform of Private Education Fees, combined with the actual situation in the urban area, and with the consent of the municipal government, we decided to adjust the management policy of kindergarten fees in the urban area. The relevant matters are hereby notified as follows:

First, public kindergartens charge fees.

1. The benchmark fees for public kindergartens are adjusted as follows: provincial quality park 520 yuan, municipal quality park 420 yuan and qualified park 360 yuan.

Full funding, balance allocation and self-supporting public kindergartens shall not exceed 10%, 20% and 30% of the benchmark fees of public kindergartens at the same level respectively. In order to keep the charging standard relatively stable, floating will be gradually implemented. In the new school year of 20 18, the full funding, balance allocation and self-supporting public kindergartens will be increased by 10%, 15% and 15% respectively on the basis of the benchmark fees of public kindergartens at the same level. Starting from the new school year of 20 19, each kindergarten can determine the specific charging standard within the specified floating range according to its actual cost and government input.

If the newly-built kindergarten has not been graded, the local education department shall put forward the opinions on the preliminary determination of the grade and the trial charging standard, which shall be implemented after being audited by the price and financial departments at the same level and reported to the municipal education, price and financial departments. After the level is determined, it shall be implemented in accordance with the prescribed standards.

2. If a public kindergarten provides early care and education services for infants under 3 years old, the charging standard can be raised on the basis of the normal charging standard of the education fee, and the maximum increase is not more than 80 yuan/month.

3. Full-time public kindergartens, entrusted by parents, provide custody services for children during non-teaching hours, with a maximum charge of 100 yuan/student/month.

Child care follows the voluntary principle. After the parents apply, the kindergarten can sign a nursing agreement with them first, and then charge the nursing fee.

4. The food standard of public kindergartens should be determined according to the actual cost, and not for profit.

Second, private kindergartens charge.

1. The education fees, accommodation fees and custody fees of non-profit private kindergartens are subject to government-guided prices. The charging standard is proposed by the kindergarten and implemented after being approved by the local price department. In the new school year of 20 18, non-profit private kindergartens other than inclusive private kindergartens are still implemented according to the current charging standards. Need to adjust in the future, should be submitted before the end of March each year.

The standard of food expenses for non-profit private kindergartens is determined according to the actual cost, and it is not for profit.

Kindergarten to formulate or adjust the charging standards, should be publicized to the public three months before the start of the new school year, in principle, keep the charging standards relatively stable for three years. Kindergartens should sign an agreement with their parents when entering the park, clarifying the charging method, charging standard, charging period, service items and contents.

3. Inclusive private kindergartens shall be treated as public kindergartens for charge management before the classified registration of private education is completed, and shall be implemented according to the management regulations of corresponding categories after the classified registration is completed.

Three. Supervision and management

1. Education fees and accommodation fees of public kindergartens and non-profit private kindergartens can be charged monthly or by semester, and cannot be collected in advance across semesters. If the actual number of days in the park is less than one month, it will be handled according to the relevant refund regulations. For-profit private kindergartens charge teaching fees and accommodation fees according to the contract between the two parties.

2. Kindergartens should raise the standards of teaching fees and accommodation fees, and implement the principle of "new methods for new students and old methods for old students". Tuition fees for placement students are charged according to the placement standard. If the kindergarten reduces the charging standard, all the children in the kindergarten should implement the reduced charging standard.

3. Kindergarten education fees are refunded monthly. Due to children's leave, transfer, withdrawal, transfer and other reasons. If the children are in the park for less than 4 days in that month, they will be refunded according to 80% of the education fees paid; More than 4 days but less than half of the legal working days of the month, 50% of the education fee will be refunded; More than half of the legal working days of the month will not be refunded.

If classes are suspended due to kindergarten reasons, the kindergarten shall refund the education fee according to the actual number of days.

If a kindergarten publishes or distributes false enrollment brochures or commits other acts in violation of state regulations, it shall fully refund the education fees it has collected, and if it causes losses to young children, it shall be liable for compensation according to law.

4. Kindergarten service fees are charged on a monthly basis or by semester, and settled according to the facts on a monthly basis. If the child has been in the park for less than one month, the fee will be refunded after deducting the actual number of days in the park.

Kindergarten fees will be collected soon.

5. The collection of school bus fees adheres to the principle of voluntariness, and the kindergarten and parents sign an agreement to clarify the charging standards and the rights and obligations of both parties.

6. Kindergartens provide care and education services for young children during the winter and summer vacations. Nursing expenses and education expenses are calculated on a daily basis, and the expenses can rise, and the maximum increase rate does not exceed 30% of the actual implementation standards.

7. Kindergartens shall, in accordance with the relevant provisions of the national pre-school education subsidy, give corresponding subsidies to eligible kindergarten children.

For children from poor families who receive preschool education in urban public kindergartens and inclusive private kindergartens, subsidies are given according to the standard of 1 10,000 yuan per person per year, and the average subsidy ratio is not less than 10% of the total number of children in the park.

Public kindergartens and inclusive private kindergartens will give 50% reduction or exemption of education fees to urban and rural low-income families and children who hold the "Poor Workers' Card" and "People's Republic of China (PRC) Disabled Persons' Card"; Disabled children, orphans and children of revolutionary martyrs adopted by social welfare institutions, or children of soldiers who died in the line of duty, are exempted from education fees and are not included in the proportion of financial aid for children with financial difficulties 10%. The government funds for preschool education shall be borne by the municipal and district finance respectively according to the current financial system and the affiliation of kindergartens.

8. Public kindergartens and non-profit private kindergartens shall implement a fee declaration system. If the kindergarten fee standard is adjusted or other basic information changes, it shall fill in the daily fee change report in time and report to the local price department; Kindergarten annual fee income and expenditure, should fill in the annual fee report submitted to the local price department.

All kindergartens should accurately grasp and strictly implement policies, actively publicize and explain, improve the publicity of fees, consciously regulate the behavior of fees, and accept social supervision.
