"Continuing education program for professional and technical personnel" and other laws and regulations, combined with the actual situation of professional and technical personnel in Nanjing, we will interpret relevant policies and regulations now, so that the majority of professional and technical personnel can consciously carry out continuing education, training and learning.

1, what is continuing education for professional and technical personnel?

The continuing education of professional and technical personnel is different from on-the-job training and academic education. Refers to the additional education for professional and technical personnel to update, supplement, expand and improve their professional knowledge and skills. Its main task is to enable professional and technical personnel to learn new theories, new technologies, new methods, new skills, new information and new knowledge in combination with their own work, improve their knowledge structure, and enhance their innovation ability and professional and technical level.

2. Who will attend the continuing education?

All kinds of enterprises and institutions in our city have junior titles or above or technical secondary school education. In-service professional and technical personnel and their subordinates who declare their professional titles and promote professional and technical personnel in Nanjing units should participate in continuing education.

3. What is the effect of continuing education?

For the country, continuing education is implementation? Rejuvenate the country through science and education? And then what? Sustainable development? The effective way of strategy is to play? Science and technology are the primary productive forces? Effective functional means is an effective way to improve the overall quality of professional and technical personnel, an important condition to promote economic prosperity, scientific and technological progress and social development, and an important guarantee to participate in global scientific and technological and economic competition.

For individuals, continuing education can improve knowledge structure, innovation ability and professional and technical level. Therefore, the state stipulates that continuing education is the right and obligation of professional and technical personnel, and it is one of the conditions for professional and technical personnel assessment, promotion of professional and technical titles and employment of professional qualifications (including evaluation and employment, the same below). The appointment and renewal of professional and technical positions should also take participation in continuing education as an important basis.

4, professional and technical personnel how to handle the "continuing education certificate"?

Our professional and technical personnel "continuing education certificate" unified use of the "continuing education certificate" printed by the Provincial Department of Personnel (hereinafter referred to as the "certificate"), "certificate" issued and managed in accordance with the following provisions:

(1) The professional and technical personnel certificate of the municipal unit shall be issued by the continuing education functional department of the administrative competent unit and handled by the Municipal Personnel Bureau; The "certificate" of the professional and technical personnel of the subordinate units of the districts and counties shall be issued by the continuing education functional department of the administrative competent unit and handled by the district and county personnel bureau.

(2) The "Certificate" of the professional and technical personnel of the municipal (district, county) directly affiliated unit shall be issued by the continuing education functional department of the directly affiliated unit to the municipal (district, county) Personnel Bureau.

(three) the certificate of professional and technical personnel of enterprises and institutions without the competent department shall be issued by the municipal (district, county) talent service center responsible for its personnel agency to the municipal (district, county) personnel bureau.

(4) The "Certificate" of professional and technical personnel who have been promoted in Nanjing and declared in our city shall be issued by the continuing education functional department of their unit and reported to the Municipal Personnel Bureau.

(five) the "certificate" of the graduates of newly-employed universities and technical secondary schools shall be handled by the personnel department of the city (district or county) after the expiration of the trial employment of graduates every year.

(6) Professional and technical personnel newly transferred to our city: those transferred from other provinces must apply for new certificates; Has been in the flow of the province, and the original unit has handled the "certificate", can continue to use the original "certificate", but after the transfer shall be in accordance with the provisions of our city for registration, visa and verification related matters, promotion to a higher title should be a new certificate.

The "Certificate" of the District and County Personnel Bureau shall be collected by the District and County Personnel Bureau at the Municipal Personnel Bureau regularly.

The issuing unit shall, on the basis of approving the issuing object, handle the certificate for its professional and technical personnel in accordance with the principle of one person, one certificate and one certificate, and fill in the certificate according to the unified regulations.

(7) Number of continuing education certificates. Professional and technical personnel "certificate" by the personnel file management unit (institution) is responsible for the issuance and management. 5. What should I do if my continuing education certificate is used up or lost?

"Certificate" used up or damaged, lost, should be timely to the continuing education department of the unit.

Please renew or reissue a new certificate. The new certificate retains the original number. If the certificate is reissued, the used certificate shall be returned to the original issuing unit for safekeeping.

6. What is the standard for the duration of continuing education?

Since 2000, the requirements of continuing education for professional and technical personnel have been implemented in accordance with the relevant provisions of Jiangsu Province and Nanjing Municipality, that is, senior and intermediate professional and technical personnel receive continuing education for no less than 72 hours a year, and junior professional and technical personnel receive continuing education for no less than 40 hours a year. The duration of continuing education in a professional title cycle should be: 72 hours for senior and intermediate professional and technical personnel? 5 years (title cycle) =360 hours, and 40 hours for junior professional technicians? 4 years (title cycle) = 160 class hours.

The implementation cycle of continuing education is consistent with the promotion (appointment) cycle of professional titles. The study time in a cycle can be used centrally or dispersed.

Continuing education hours consist of full-time (part-time) training and other forms of training. See the attachment at the bottom for details.

7, continuing education full-time (part-time) training

A, professional and technical personnel to participate in continuing education base or continuing education special training unit held full-time (part-time) training courses, refresher courses, seminars, etc. And pass the examination (assessment), and the training hours determined by the continuing education full-time (part-time) training card issued by the municipal (district, county) Personnel Bureau shall prevail.

B, continuing education public compulsory courses (including public advanced seminars) must be taken once in a professional title cycle, accounting for 20 hours.

C, professional and technical personnel to participate in the professional title computer examination designated by the personnel department at or above the municipal level, and obtain the professional title computer application ability training certificate or certificate, can be regarded as receiving continuing education full-time (part-time) professional training for 20 hours.

D, professional and technical personnel to participate in the professional title foreign language examination designated by the personnel department at or above the provincial level, and obtain a certificate of conformity, can be regarded as receiving full-time (part-time) professional continuing education and training for 30 hours; Or pass the final exam of the training point, with the continuing education full-time (non-full-time) training card issued by the Municipal Personnel Bureau, it can also be regarded as receiving 30 hours of continuing education full-time (non-full-time) professional training.

E, professional and technical personnel to participate in the economic professional and technical qualification examination before the training unit designated by the Municipal Personnel Bureau for training, and after passing the final examination of the training point, the Municipal Personnel Bureau issued a continuing education full-time (non-full-time) training card, basic courses and professional courses are counted as continuing education full-time (non-full-time) professional training for 20 hours.

F, to participate in the continuing education base held various professional courses training and qualified, to the city (district, county) personnel bureau issued continuing education full-time (part-time) training card identified hours shall prevail.

Continuing education and other forms of training

Professional and technical personnel who participate in other forms of continuing education and training combined with their majors and posts shall be identified according to the following standards:

First, to participate in training courses, refresher courses, seminars, and passed the examination (assessment), with the certificate of completion and class schedule, according to the actual training hours.

B, to participate in academic lectures, with the academic lecture notice and the opinions signed by the leaders of the unit (department), according to the actual lecture time, every half day is counted as 4 hours.

C, to participate in business and special investigation, you must submit an investigation report or investigation report. After the leaders of units (departments) sign their opinions and affix their official seals, the actual inspection time (except business trip time) shall be counted as 6 hours per day.

D, to participate in academic conferences, relevant academic exchange materials should be submitted (the materials should indicate the meeting time, place, organizer, content, adoption of academic materials and opinions, etc.). ), after the leaders of the unit (department) sign their opinions and affix their official seals, the actual meeting time (except business trip time) shall be calculated as 8 hours per day.

Academic papers read at the conference, plus paper conversion hours. Paper conversion hours are based on the certificate of the conference organizer and the manuscript of the paper, and are converted according to the level of the academic conference and the order of the authors (the following hours are the first author? The third author (and so on)):

International conference 18? 12 class hours

National conference 15? 9 class hours

Such as group communication, written communication or the author who compiles the abstract of the paper into a collection of essays, it is calculated according to the minimum class hours of the next meeting.

E. At the beginning of each year, if the self-study task of continuing education arranged by the continuing education functional department of the unit is completed, and the self-study notes or reading reports signed and stamped by the leaders of the unit (department) are written, the self-study notes or reading reports will be converted into 3 hours every 2,000 words, but the maximum time is 15 hours per year.

F. Those who have participated in academic education or non-academic education such as professional certificate classes of higher education, teaching classes at junior college level, postgraduate classes, etc., and have graduated (finished), shall be deemed to have completed the corresponding annual continuing education and other forms of training hours with the graduation (completion) certificate. Those who have not graduated (have graduated), but have graduated from more than one subject, can be regarded as having completed other forms of training hours of continuing education in the corresponding year with the certificate (major, course name, examination time, academic performance, etc.) issued by the self-study examination committee or the academic affairs department of the undertaking school. ).

G, papers published in journals, according to the journal level, according to the following standards (the following standards for the first author-third author (and so on)):

K, undertake professional-related academic education and teaching tasks other than their own work, with each subject accounting for 24 hours per semester. Those who undertake the continuing education and teaching tasks related to this major shall be calculated according to the actual teaching hours, and those who teach the same content within one year shall be calculated according to half of the actual teaching hours.

9, professional and technical personnel in any of the following circumstances, can be regarded as the completion of the corresponding continuing education tasks:

A. Those who have obtained the invention patent granted by China Patent Office can be regarded as having completed the continuing education task within the corresponding title cycle; A person who has obtained a patent for utility model or a patent for design granted by the Patent Office of China can be regarded as having completed the continuing education task of that year.

B, won the Ministry, province and above science and technology progress award, shall be deemed to have completed the continuing education task within the corresponding title cycle, won the municipal and below science and technology progress award, shall be deemed to have completed the continuing education task of the year.

C, full-time study, send training time for more than 3 months, as to complete the continuing education task in the corresponding title cycle; Full-time study and training time is more than 12 days and less than 3 months, which is regarded as completing the continuing education task of the year.

10. How is the cycle of continuing education calculated?

The duration of continuing education for professional and technical personnel is consistent with the duration of promotion of professional titles, that is, from the last promotion of professional and technical personnel to the next promotion. If Comrade Zhang was promoted to assistant engineer in August of 1996 and intends to apply for the title of engineer on May 30, 2006, the duration of continuing education will be from September of 1996 to February of 365448. In the actual operation process, in view of the inertia characteristics of continuing education and the actual situation of continuing education in our city, the hours of continuing education of Comrade Zhang Can from 200 1 to 200 1 year are included in this verification cycle, but not in the next verification cycle.

1 1. What is the registration, visa and verification of the continuing education certificate?

"Certificate" registration is to identify the quality and quantity of continuing education for professional and technical personnel, and record the learning form, content, hours and examination (assessment) results of continuing education in the "Certificate". "Certificate" registration shall be carried out by the continuing education functional department of professional and technical personnel of personnel management (institutions) units at the end of each year in combination with the annual assessment of professional and technical personnel. Registration is based on the training card and graduation certificate provided by professional and technical personnel to participate in various forms of continuing education, and the registration content should include the learning form, content, class hours and examination (nuclear) results of professional and technical personnel to participate in continuing education.

"Certificate" visa refers to the work that the continuing education functional department of the issuing unit checks whether the certificate completion and registration of the subordinate unit are standardized and whether the professional and technical personnel meet the requirements when receiving continuing education at the end of each year, and signs opinions in the designated column of the certificate.

Certificate verification means that in the first half of each year, the personnel bureau of the city (district, county) verifies the continuing education certificate of professional and technical personnel who intend to be promoted to senior technical titles, verifies the continuing education records and certificate filling in the previous title cycle, and records the verification results in the specified column of the certificate. Linking continuing education with professional titles and carrying out policy fulfillment are the most critical links. The "Certificate" examination does not need to be conducted every year, but only in the year when the senior technical title is to be promoted.

The audit of certificates is not personal. Professional and technical personnel who intend to be promoted to senior technical titles should submit the continuing education certificate, training certificate, qualification certificate, graduation certificate and other relevant certification materials to their personnel management (institution) units in March and April of the year when they intend to be promoted, and the units will send them to the appraisal department for appraisal according to regulations.

12. which professional and technical personnel's continuing education certificates should be sent to the municipal (district, county) personnel bureau for verification?

Among the enterprises and institutions in the city, those who intend to be promoted to a higher level of professional and technical positions in the current year (including those who have passed the examination and assessment, the same below) and those who intend to be promoted to a higher level of professional and technical positions in our city are all candidates for the Certificate. Among them, the certificates of junior, intermediate and deputy senior professional technicians of subordinate units in counties and districts are sent to the county personnel bureau for verification, and the certificates of professional technicians of directly affiliated units and other units are sent to the municipal personnel bureau for verification. The certificates of junior and deputy senior professional technicians of subordinate units in counties and districts are reported to the municipal personnel bureau for verification after preliminary examination.

13. Do you want to verify the promotion of professional and technical personnel who were verified in the previous year but not actually promoted in the second year?

For the professional and technical personnel who have been verified in the previous year but have not actually been promoted, they should make up for the full-time (non-full-time) professional training hours of continuing education in the second year, and then re-verify and seal them for confirmation.

14. When will the continuing education certificate be certified?

Municipal Personnel Bureau certificate examination time is generally before the specified date of annual title declaration. Among them, April-May is the time for the Municipal Personnel Bureau to verify the "Certificate" of the deputy senior declaration and senior professional and technical titles of the subordinate units of the districts and counties; May-August is the time for the Municipal Personnel Bureau to verify the certificates of professional and technical personnel of municipal units and other relevant units. The verification time of the county personnel bureau shall be determined by the county according to the actual situation, and shall generally be completed before June 30.
