Educational equity is an important foundation of social equity. According to Wang Guoren, member of the Chinese People's Political Consultative Conference and president of the School of Computer Science of Beijing Institute of Technology, online education can effectively promote educational equity, effectively narrow regional differences, enable people to acquire new knowledge and skills equally, solve the potential structural unemployment risk, avoid unequal opportunities, and let everyone share the dividends of reform, opening up and social development.
"Developing high-quality online education has become an overall and strategic issue related to the country's economic and social development." Wang Guoren pointed out that in the COVID-19 epidemic, online education played a huge advantage and effectively resolved the crisis of the serious closure of the global education system. However, with the rapid development of online education, some problems are gradually exposed and need to be solved urgently.
First of all, in many areas of our country, especially in remote rural areas, the network is unstable, the network speed is not high enough, and network congestion often occurs in class, which seriously affects the quality of teaching. Secondly, the large-scale involvement of capital in online education has caused a series of problems, which are also attracting attention from all walks of life, including the hidden dangers of family property security caused by large-scale tuition fees, the online education products and platforms are full of induced advertisements, the business strategy of "getting customers at low prices", the content setting of "advanced education", privacy leakage and security issues. Secondly, at present, online education in China generally adopts the way of students watching live courses or recording videos, which can not provide personalized education for students' individual status and characteristics, and it is difficult to provide users with an immersive, interactive and imaginative learning environment and multi-modal natural interaction.
In order to better develop online education and promote educational equity, Wang Guoren put forward three suggestions.
First, it is suggested that the National Development and Reform Commission should incorporate the construction of primary and secondary education network infrastructure into the national new infrastructure project planning, consolidate the inter-ministerial and inter-regional coordination mechanism, do a good job in top-level planning, build it step by step, implement it in different categories, and invest in it at different levels. Continue to rely on the existing educational research network, make full use of the existing national communication resources, and build a fast, stable, green and safe educational private network in an all-round way; Strengthen the construction of educational cloud services, data centers and other platforms to improve the stability of online education networks, ensure bandwidth and ensure teaching quality; With the help of national projects such as the network education infrastructure construction project, the education revitalization and development plan in the central and western regions, and the reconstruction plan for weak schools in rural compulsory education, the construction and application of network infrastructure will be strengthened by including the basic budget, allocating special funds, setting up special projects, etc., and the network shortcomings of rural, remote, ethnic minority areas and weak schools will be accurately filled.
Second, on the basis of the construction of education private network and related platforms, education and market supervision departments should make joint efforts to strengthen online education supervision and ensure the healthy development of online education. Digital management and analysis of different educational service institutions in terms of school qualifications, teaching content, teacher qualifications, education quality, etc. Intelligent collection and analysis of students' learning data and intelligent and transparent supervision of online education services; Use the "internet plus" method to strengthen the access, filing review and comprehensive management of off-campus online training, and strengthen the evaluation and audit of electronic products and e-learning products entering the campus; Strengthen the supervision of network security and data security in the field of education, the government formulates policy standards, the industry provides technical support system, the school provides safety guidance and training, and individuals improve their safety awareness to jointly create a green and healthy online education environment.
The third is to establish and improve the online education public service technology system driven by modern information technologies such as 5G, big data, artificial intelligence and virtual reality. Seize the development opportunities of 5G commercial and Wi-Fi 6, and give priority to deploying 5G base stations in higher education parks, group schools and vocational education centers. Expand the application scenarios of 5G+ education and promote the innovative development of smart education; It is suggested that the Ministry of Science and Technology and the Ministry of Industry and Information Technology vigorously support the research and development and production of low-cost virtual reality, human-computer interaction technologies and systems, improve online teaching mode and learning methods by using new technologies, and create online education curriculum forms and structures suitable for future education.
