(1) Registration
1. Applicants should have the following qualifications:
(1) has People's Republic of China (PRC) (PRC) nationality;

(7) The age of master graduates is not more than 40 years old (born after September 5th, 198 1), and the age of doctoral graduates is not more than 40 years old (born after September 5th, 198 1).
(8) Meet the educational background and professional requirements of the employer. Obtain qualifications, degrees and other conditions before September 5, 2022. In case of special circumstances, report to Hulunbeier Human Resources and Social Security Bureau for consultation.
2. The following persons shall not be registered:
(1) is a graduate student;
(2) Persons who have received criminal punishment for committing crimes, persons who have been expelled from the Party membership in China, and persons who have been expelled from public office;
(three) in the recruitment of civil servants at all levels or in the open recruitment of public institutions, those who are found to have serious violations of the discipline of recruitment and recruitment, such as fraud, are prohibited from taking the examination;
(4) the staff of the dismissed government agencies and institutions;
(5) personnel of government agencies and institutions whose probation period and minimum service period are not full;
(6) Persons who are listed as joint disciplinary targets for dishonesty according to law;
(7) Servicemen;
(eight) the provisions of laws and regulations shall not be employed as staff of public institutions in other circumstances.
3. Registration requirements
(1) Registration takes two ways: on-site registration and online registration. Applicants are required to fill in the Application Form for Introducing Talents from Hulunbeier Municipal Bureau of Commerce and Institutions in 2022 (hereinafter referred to as the Application Form). The registration period is from September 5, 2022 to September 9, 2022 (09: 00 am-12: 00 pm14: 00 pm). Please convey the required related materials through the telephone number in the job requirement form.
(2) Applicants should carefully read or consult the relevant requirements, carefully identify whether individuals meet the relevant conditions, provide the materials required for registration within the specified time, and be responsible for the authenticity, accuracy and completeness of the submitted materials. Where the submitted materials are untrue, inaccurate and incomplete, which will affect the qualification examination, the consequences will be at your own risk.
(3) According to the Regulations on Avoidance of Personnel Management in Public Institutions, applicants are not allowed to apply for the exam, which will constitute the post of avoidance relationship.
(4) In the process of introducing talents, candidates must keep communication open. If you can't contact me for personal reasons, you will automatically give up and cancel your corresponding qualification.
(2) Qualification examination
1. Qualification examination and registration shall be conducted at the same time. Hulunbeier Municipal Bureau of Commerce is responsible for the specific qualification examination methods and related materials. Please communicate through the consultation telephone number in the job requirement form, and scan the relevant materials and send them to the designated mailbox.
2 qualification materials include:

(2) My second-generation ID card (temporary id card or passport within the validity period);
(3) academic qualifications and degree certificates;
(4) Download and print the Record Form of Electronic Registration of Academic Certificates or the Report of China Higher Education Academic Certification on China Higher Education Student Information Network ();
(5) Other materials that can prove that it meets the introduction conditions.
3. There is no proportional assessment for the assessment of imported talents.
4. If the number of people who have passed the qualification examination exceeds 30, the written test (national common language test paper) will be added. The additional test is organized and implemented by the office of the Leading Group for the Introduction of Talents of Hulunbeier Municipal Bureau of Commerce and institutions. The extra test scores shall be kept at two decimal places (rounded off) and shall not be included in the assessment results. According to the order of test scores from high to low, it is determined that 30 people will enter the evaluation and identification link. There are more than 30 people in the same position, and the final exam results are tied, all of them enter the evaluation and identification link. The candidates who entered the evaluation and identification link were publicized in the Hulunbeier Municipal Bureau of Commerce.
(3) Evaluation and determination
1. Evaluation and appraisal contents.
The evaluation is conducted in the form of structured interviews. Structured interviews must be answered in the national common language, and those who do not answer in the prescribed language will be treated as zero. The full score is 100, the score is kept at two decimal places (rounded off), and the minimum qualified score line is set to 60. Those below the minimum qualified score line are not allowed to enter the next link.
If the total score of the same post in the talent introduction plan is tied, it will be tested separately. The form of additional test is agreed by the talent introduction leading group of Hulunbeier Municipal Bureau of Commerce and institutions.
According to the order of post evaluation from high to low and the number of people to be introduced in the post plan, the physical examination candidates are determined in equal amounts and publicized in Hulunbeier Municipal Bureau of Commerce.
(4) Physical examination and inspection
1. The physical examination is organized and implemented by the Hulunbeier Municipal Bureau of Commerce and the Office of the Leading Group for Introducing Talents in Institutions. Physical examination shall be carried out in accordance with the General Standard for Physical Examination of Civil Servants (Trial) and other relevant regulations, and the time and place of physical examination shall be notified separately. The medical examination fee shall be borne by the applicants themselves.
2. If you give up the medical examination, fail to attend the medical examination on time without justifiable reasons, fail to pass the medical examination, or resort to deceit or conceal the real situation during the medical examination, resulting in distorted medical examination results, you will be disqualified.
3. Those who pass the medical examination enter the inspection link.
(5) Employment publicity
The qualified personnel to be introduced will be publicized in Hulunbeier Municipal Bureau of Commerce for 5 working days. If there are no problems or the problems reflected do not affect the introduction, the employer shall go through the formalities for introducing talents. If the problems affecting the introduction are verified, the qualification for introduction will be cancelled; If there are problems that affect the introduction but are difficult to verify at the moment, the introduction will be suspended, and the party group of Hulunbeier Municipal Bureau of Commerce will make a conclusion on whether to introduce it after verification.
(6) Supplementary funds
In this talent introduction work, the vacancies of the personnel to be introduced before the results are announced, physical examination and publicity are filled in equal amounts according to the order of the same position evaluation from high to low. After the end of the publicity period, the personnel to be hired will not be replenished.
(7) Probation period system
The probation system for imported personnel shall be implemented in accordance with the relevant provisions of the state. Enjoy relevant treatment during the probation period. After the probation period, Hulunbeier Municipal Bureau of Commerce will assess the imported talents. Those who pass the examination shall go through the employment procedures; If the examination fails, the dismissal formalities shall be handled.
(8) Service period system
The introduction of talents shall not be transferred from the unit within 3 years, and shall not be transferred from Hulunbeier City within 5 years. Those who give up or fail to perform the minimum service life without justifiable reasons will be recorded in their cadre personnel files and integrity files.
Third, discipline supervision.
The qualification examination of talent introduction by Hulunbeier Municipal Bureau of Commerce will run through the whole process of talent introduction. Anyone who does not meet the requirements for talent introduction, practices fraud or violates the regulations on talent introduction will be disqualified immediately and held accountable.

Fourth, others.
