Chapter I General Provisions

Article 1 In order to implement the State Council's Opinions on Strengthening the Implementation of Innovation-Driven Development Strategy and Further Promoting the Innovative Development of Mass Entrepreneurship (Guo Fa [2017] No.37), the State Council's Opinions on Promoting the High-quality Development of Innovation and Entrepreneurship and Creating an Upgrade Version of "Double Innovation" (Guo Fa [2018] No.32) and the General Office of Chongqing Municipal Committee of the Communist Party of China on Development, Improve the ability of professional incubation services and continuously optimize the innovation and entrepreneurship ecology. According to the Ministry of Science and Technology's Guiding Opinions on the Development of Zhongchuang Space (No.297 [2065438+05] of the State Science and Technology Bureau) and the Interim Provisions on the Filing of Zhongchuang Space (No.20 [2065438] of the State Science and Technology Bureau), these measures are formulated in combination with the actual situation of our city.

Article 2 Crowd-creation space refers to an innovation and entrepreneurship platform with low cost, convenience, all elements and open operation. It provides working space, cyberspace, social space and resource sharing space to meet the needs of public innovation and entrepreneurship, actively uses new means such as crowdfunding, crowd support and crowdsourcing, and is characterized by socialization, specialization, marketization and networking.

Article 3 Chongqing Municipal Bureau of Science and Technology (hereinafter referred to as the Municipal Science and Technology Bureau) is responsible for the identification and management of Chongqing's creative space under the overall coordination of the Chongqing Joint Conference on Innovation and Entrepreneurship.

Chapter II Main Functions and Services

Article 4 The development goal of Zhongchuang Space is to lower the threshold of entrepreneurship, improve the ecosystem of innovation and entrepreneurship, stimulate the vitality of innovation and entrepreneurship in the whole society, accelerate the transfer and transformation of scientific and technological achievements, foster new kinetic energy for economic development, and promote employment through entrepreneurship.

Article 5 The main function of Zhongchuang Space is to promote entrepreneurs to apply new technologies, develop new products, explore new markets and cultivate new formats with professional services through the combination of innovation and entrepreneurship, online and offline, and incubation investment.

Article 6 Zhongchuang Space mainly provides entrepreneurial venues, investment and incubation, counseling and training, technical services, project roadshows, information and market resources docking, policy services, international and domestic cooperation and other services.

Chapter III Identification Conditions

Article 7 To apply for Chongqing Zhongchuang Space Recognition, the following conditions shall be met:

1. The development direction is clear, the model is clear, and it has the ability of sustainable development;

2. In principle, the operation management institution shall have independent legal personality and be registered in Chongqing;

3. Operation time 12 months;

4. The actual site is located within the jurisdiction of Chongqing, and the service site is not less than 500 square meters, or no less than 30 entrepreneurial stations are provided. At the same time, public service places and facilities must be available. The area of entrepreneurial stations and public service places provided is not less than 75% of the total area of Zhongchuang space. Public service place refers to the activity place provided by Zhongchuang Space for entrepreneurs to share, including public reception area, project exhibition area, conference room, leisure activity area, professional equipment area and other supporting service places. Public service facilities include free or low-cost Internet access, public software, shared office facilities and other basic office conditions;

5. There are no less than 20 entrepreneurial teams and enterprises;

6. Entrepreneurial teams register at least 7 new enterprises every year, or have the ability of investment and financing services, and at least 3 teams and enterprises get financing every year;

7. There are at least 3 typical incubation cases every year;

8. Have a professional incubation service team, with at least 3 full-time personnel with professional service capabilities and at least 3 full-time and part-time tutors to form a standardized service process;

9. Conduct entrepreneurship salons, roadshows, entrepreneurship competitions and entrepreneurship education and training activities no less than 10 times a year;

10. According to the requirements of the Torch Center of the Ministry of Science and Technology and the Municipal Science and Technology Bureau, the statistical data are true and complete.

Article 8 The service target and time limit shall meet the following requirements:

Zhongchuang Space mainly serves mass innovative entrepreneurs, mainly including entrepreneurial teams, start-ups or makers who are engaged in software development, hardware research and development, and creative design characterized by technological innovation and business model innovation.

The entry period generally does not exceed 24 months.

Chapter IV Appraisal Procedure

Article 9 The identification of Chongqing Zhongchuang Space shall be conducted once a year in principle and according to the following procedures:

1. Publish a notice. The Municipal Science and Technology Bureau issued the Notice of Chongqing Zhongchuang Space Declaration for the whole city, which clarified the specific declaration requirements.

2. Submit an application. Units that meet the application conditions voluntarily fill in the application materials, and submit them to the Municipal Science and Technology Bureau after being reviewed and recommended by the administrative department of science and technology of the county (autonomous county) or the municipal industry department and stamped with the official seal.

3. Formal review. The Municipal Science and Technology Bureau organizes or entrusts a third-party organization to conduct formal review of the application materials and form a review opinion.

4. Review of the meeting. Organize experts to review the application materials at the meeting and form review opinions.

5. On-site assessment. Organize experts to conduct on-the-spot evaluation of Zhongchuang Space and form evaluation opinions.

6. Check and confirm. According to the meeting review and on-site review opinions, determine the list of Chongqing Zhongchuang Space to be identified.

7. Public recognition. The Municipal Science and Technology Bureau will publicize the list of Chongqing Zhongchuang Space to the public for 5 working days. If there is no objection after publicity, it shall be recognized according to the regulations.

Chapter V Performance Evaluation

Tenth Municipal Science and Technology Bureau regularly carries out Chongqing Zhongchuang space performance evaluation, in principle, once every two years.

Article 11 Performance evaluation indicators mainly include Chongqing Zhongchuang Space's operation team, tutor guidance, activity development, investment and financing, professional service level, settled enterprises (teams), business model, etc.

Twelfth Chongqing Zhongchuang space performance evaluation according to the following procedures:

1. Publish a notice. The Municipal Science and Technology Bureau issued the Notice of Chongqing Zhongchuang Space Performance Evaluation, which clarified the specific evaluation time, evaluation index, evaluation method and application of the results.

2. Submit an application. Chongqing Zhongchuang Space Operation Organization shall truthfully fill in the evaluation data, provide relevant certification materials, and report to the Municipal Science and Technology Bureau after being reviewed and recommended by the administrative department of science and technology of the county (autonomous county) or the municipal industry department and stamped with the official seal.

3. Review of the meeting. The Municipal Science and Technology Bureau organizes or entrusts a third-party organization to organize experts to review the evaluation data at a meeting and form a review opinion.

4. On-site inspection. Organize experts to conduct on-the-spot investigation on Chongqing Zhongchuang Space and form on-the-spot investigation opinions.

5. Check and confirm. According to the meeting review and on-site inspection opinions, the evaluation results of Chongqing Zhongchuang Space Performance are determined.

6. The results have been announced. The Municipal Science and Technology Bureau will publicize the results of Chongqing Zhongchuang Space Performance Evaluation to the public for 5 working days, and announce the results after no objection.

Thirteenth Chongqing Zhongchuang space performance evaluation results are divided into four grades: excellent, good, qualified and unqualified.

Chapter VI Incentive and Constraint

Fourteenth performance evaluation to achieve excellent Chongqing creative space, give each company 500 thousand yuan of operating performance reward, and give priority to recommend the state for the record; If the performance evaluation is good, each family will be given a business performance reward of 300,000 yuan; If the performance evaluation is unqualified, re-apply within 6 months, and if the re-evaluation is still unqualified, the qualification of "Chongqing Zhongchuang Space" will be cancelled.

Fifteenth for the first time to become a national record (professional) creative space, giving each 500 thousand yuan of capacity building and operational performance subsidies.

Article 16 Property tax and urban land use tax shall be exempted for real estate and land that meet the requirements of national-level creative space for self-use and are provided to the incubator for use free of charge or through lease; The income from providing incubation services to incubating objects shall be exempted from VAT.

Seventeenth Chongqing Zhongchuang Space exists fraud and other dishonest acts, which will cancel its declaration qualification and may not be declared again within two years. Chongqing Zhongchuang Space has received financial support and tax concessions, and should be supervised by relevant departments. If there is a serious breach of trust, it will be credited to the credit according to the specific situation and joint punishment will be implemented; Anyone suspected of violating the law and discipline shall be investigated for corresponding responsibilities according to law.

Eighteenth Chongqing Zhongchuang space operating institutions, responsible persons, site area changes, in principle, should be reported to the Municipal Science and Technology Bureau for the record within 30 days from the date of change.

Chapter VII Supplementary Provisions

Nineteenth counties (autonomous counties) in charge of science and technology can refer to these measures to develop local creative space identification management measures and implementation details.

Twentieth approach by the Municipal Science and Technology Bureau is responsible for the interpretation, and shall come into force as of the date of promulgation.

How to apply for creative space?

First of all, the enterprise prepares all the company qualification attachment materials, arranges them into a book and submits them to the designated competent department on time.

Next, do a good job of presentation materials and wait for a reply. Basically, we will arrange the relevant personnel of the enterprise to reply within one week. After that, a review team will enter the incubation site for on-the-spot verification. After the above work, it is the formal review stage. The review and on-site defense of the materials shall be presided over by the competent personnel of the science and technology department or the experts of the local Zhongchuang Space Alliance.

For enterprises that have passed the certification, the provincial science and technology authorities shall, in accordance with the principle of recommending a batch of mature ones, uniformly summarize the space materials to be recommended for filing, and submit them to the Torch Center of the Ministry of Science and Technology in the form of official letters.

The materials to be provided for the filing of Zhongchuang Space include the basic information table of Zhongchuang Space and related accessories. The Torch Center of the Ministry of Science and Technology will carefully examine and verify the creative space recommended for filing by the provincial science and technology authorities according to the relevant standards and conditions in the Guide to the Development of Creative Space, and publicize it to the public.

After the publicity, the creative space will be uniformly announced to the public by the Ministry of Science and Technology, subject to social supervision, and incorporated into the national technology business incubator management service system. Zhongchuang Space that has passed the filing shall submit relevant statistical data to the Torch Center of the Ministry of Science and Technology every year as required.

What are the application conditions for Zhongchuang Space?

Conditions for filing and reporting of National Zhongchuang Space:

1. It has the qualification of creating space at the provincial level, and has been running for more than 18 months. It normally submits the statistical data of the Torch Center, and the data is true and complete.

2. Creative space should conform to the key development direction of high-tech industries, apply novel and sustainable development models, and highlight the characteristics of scientific and technological innovation and entrepreneurship and major national development strategies.

3. Zhongchuang Space should set up a special management and operation organization and have an independent legal person qualification.

4. More than 500 service stations, or more than 30 entrepreneurial stations. Should have certain public service places and facilities. The area of public service places should account for more than 75% of the total area. The functions of public service venues include public reception, project display, meetings, leisure and professional equipment. The public service facilities include low-cost Internet, public software and shared office equipment.

5. There should be more than 20 entrepreneurial teams or enterprises every year, subject to the agreement. There are more than three typical incubation cases every year.

6. Every year, no less than 65,438+00 new companies are registered as enterprises, or more than 5 companies get financing.

7. The service team is qualified for career incubation, with at least 3 or more full-time professional service personnel and 3 or more part-time tutors. The service process forms a standardized document.

8. Undertaking entrepreneurial activities 10 times a year, including entrepreneurial salons, organizing entrepreneurial competitions, entrepreneurial training, entrepreneurial roadshows, etc.

9. The following enterprises shall not repeatedly apply for filing the National Creative Space: enterprises that have obtained the National Science and Technology Business Incubator or the National University Science Park.
