Twelve-year compulsory education refers to bringing high school education into the scope of compulsory education and implementing twelve-year compulsory education. Many places in China, such as Zhejiang, Guangdong and Hebei, have tried free high school education, and achieved good response. However, it is mainly concentrated in developed areas such as coastal areas and has not been widely popularized.

Some CPPCC members suggested popularizing 12-year compulsory education throughout the country. There are different opinions from all walks of life. Some scholars believe that the time is not yet ripe, while others believe that China's basic conditions are already in place. At the first session of the 11th CPPCC National Committee, Wu Zhongxin, member of CPPCC National Committee, dean of Hunan University of Finance and Economics and doctoral supervisor of Accounting College of Hunan University, submitted the proposal of "Strengthening assistance to poor high school students and gradually implementing 12-year compulsory education", calling for the establishment of assistance and guarantee mechanism for poor high school students. In Wu Zhongxin's view, China has sufficient financial resources to implement 12-year compulsory education. Wu Zhongxin believes that high school education is guaranteed by law, so that children in rural and urban areas can enjoy equal education, which relatively eliminates educational injustice. At the same time, it can improve the overall quality of young and middle-aged workers in China. The development of modern economy and science and technology requires workers to have at least a high school education. Member Wu Zhongxin said. First of all, we should cover the vast rural areas, so that rural children who can't afford high school can benefit, followed by children of migrant workers who leave the countryside with their parents and enter the city. In urban areas, we should first ensure that people with family difficulties go to school free of charge, and then extend free high school education to all urban areas when the time is ripe.
