Detailed rules for the implementation of priority education for military children
Legal analysis: The military children mentioned in the Measures for Education and Preferential Treatment of Military Children include children of active servicemen, children of martyrs, children of soldiers who died in the line of duty and children of soldiers who died in the line of duty. Sixth children of military personnel enrolled in public kindergartens, primary and secondary schools, in addition to the fees prescribed by the state and local governments, free of any other fees. Article 7 Children of military personnel shall receive pre-school education combining military kindergartens with local kindergartens, and shall be given preferential treatment in accordance with relevant regulations.

Legal basis: Article 12 of the Compulsory Education Law of People's Republic of China (PRC) exempts school-age children and adolescents from the entrance examination.
