1996, the State Council Academic Degrees Committee Office approved eight universities including China Renmin University, Peking University, China University of Political Science and Law, university of international business and economics, Jilin University, Southwest University of Political Science and Law, East China University of Political Science and Law and Wuhan University to recruit the first batch of LLM graduates.

The second batch of five universities including Sun Yat-sen University, Zhongnan University of Economics and Law, northwest university of politics and law, Nanjing University and Xiamen University began to recruit LLM.
