Shenyang University of Chemical Technology, located in Shenyang, Liaoning Province, is a university jointly established by China Sinochem Group Corporation and Liaoning Provincial People's Government. It is a "double-first-class" key construction university in Liaoning Province and also a key construction university in the national "Basic Capacity Building Project for Universities in the Midwest". Shenyang University of Chemical Technology was founded in 1952, upgraded to an undergraduate course in 1958, named shenyang institute of chemical technology, renamed Liaoning University of Science and Technology in 1960, renamed shenyang institute of chemical technology in 1962, and was under the Ministry of Chemical Industry. 198 was placed under the management of Liaoning Provincial People's Government.
