The proposal puts forward the concept of green and low-carbon development, which is of great significance to China's modernization drive. First, green and low-carbon development is a concrete manifestation of scientific development and transformation of economic development mode. The purpose of green and low-carbon development is to save resources and protect the environment, promote harmony between man and nature, and enhance the sustainability of development. It is highly consistent with the requirements of people-oriented, comprehensive, coordinated and sustainable scientific development. Green and low-carbon development requires the development mode to change from the existing high energy consumption, high pollution and high emission to low energy consumption, low pollution and low emission, which is highly consistent with the transformation of economic development mode with the establishment of a resource-saving and environment-friendly society as an important focus. Therefore, establishing the concept of green and low-carbon development will help us to further strengthen Scientific Outlook on Development. As a developing country, we should speed up the establishment of green and low-carbon development concept, take active actions, and form a green and low-carbon production mode and consumption mode in line with China's reality as soon as possible, and strive to improve the level of ecological civilization.
