According to the Compulsory Education Law of People's Republic of China (PRC), the Regulations on Compulsory Education in Zhejiang Province and other laws and regulations, and the spirit of the relevant documents of the state, province and city to control the arbitrary charges in choosing schools in the compulsory education stage, and the Guiding Opinions of Jinhua Education Bureau on Doing a Good Job in School Enrollment in the Urban Compulsory Education Stage in 20 14 years (No.Ji Jiao, Jin City [2065 438+04] 13).

First, the overall goal

Adhere to the national, provincial and municipal laws and regulations as the basis, to promote the balanced development of compulsory education, run every school as the goal, build an education service system for every school-age children and adolescents, safeguard the legitimate rights and interests of primary and secondary school students, standardize school-running behavior, and implement school enrollment in compulsory education stage according to law.

Second, the basic requirements

1. Admission to the nearest school is free. According to the permanent residence of the legal guardians of school-age children and adolescents, combined with the current situation of school layout in compulsory education, admission is arranged relatively nearby, and public schools ensure enrollment according to school districts and do not recruit students who choose schools.

2. Effectively protect the children of migrant workers' right to education. Actively and steadily solve the enrollment problem of children of migrant workers (hereinafter referred to as "children of migrant workers") who meet the acceptance conditions stipulated by the government, and protect the rights and interests of school-age children and adolescents to receive compulsory education according to law.

3. Standardize the charging behavior of primary and secondary schools in the compulsory education stage. It is strictly forbidden for primary and secondary schools to charge school selection fees in compulsory education or in disguised form. In compulsory education stage, public primary and secondary schools implement free compulsory education. Except for accommodation fees in urban compulsory education stage, no administrative fees such as tuition and miscellaneous fees, borrowing fees and books fees shall be charged to students. It is strictly forbidden to charge students fees that do not meet the requirements of the state and the province in any name or form, and it is strictly forbidden for schools in compulsory education to collect donations linked to enrollment. Private primary and secondary schools should collect fees in strict accordance with the charging standards approved by the price department.

Third, public primary and secondary school enrollment.

(A) enrollment targets

1. Primary school enrollment target: school-age children and children of school-age migrant workers who meet the enrollment requirements and have household registration in Jindong District and Jinhua City must be at least 6 years old (born before August 3, 2008/kloc-0).

2. Junior high school enrollment targets: 20 14 primary school graduates and children of school-age migrant workers who meet the enrollment conditions and have household registration in Jindong District and Jinhua City.

(2) Division of school districts

This year, the school district remained relatively stable, and some schools set up teaching service areas.

1. Township school district

The school districts divided by towns and villages are determined according to the principle of school layout and relatively close admission. In 20 14, the junior high school enrollment in Jiangdong Town was arranged according to the document Jiangdongjian [2008] 18, that is, the students who are currently studying in the sixth grade of Jiangdong Experimental Primary School in the administrative area of Jiangdong Town will go to Duohu Junior High School next semester, and the students who are currently studying in the sixth grade of Jiangdong Central Primary School will go to Experimental Middle School next semester.

2. Street school district

(1) Duohu Street:

Primary School District: Shuguang Primary School District is bounded by Huancheng East Road, east of Huancheng East Road (1 1 administrative village, 7 communities). To the west of Huancheng East Road (27 administrative villages, 1 residential area) are Duohu Primary School and Dongmei Primary School District. The school districts of Duohu Primary School and Dongmei Primary School are determined by the two schools through specific negotiation.

Duohu Junior High School District: Duohu Street School District (the intersection of Donghua Jiayuan, Oriental Pearl, Guangrun Hancheng and the Experimental Middle School District) and Jiangdong Town Experimental Primary School District.

(2) East Street:

Primary school district: bounded by the Second Ring Road, with the experimental primary school district to the west of the Second Ring Road. East of the Second Ring Road (1 1 administrative village) is Dong Xiao Primary School District.

Junior High School District: Dongxiao Street, Donghua Jiayuan in Duohu Street, Oriental Pearl, Guangrun Hancheng (crossing with Duohu Junior High School District) and Jiangdong Town Central Primary School District.

Primary school graduates from Donghua Jiayuan, Oriental Pearl and Guangrun Seoul Community in Jin Dong New Town can choose to study in Duohu Junior High School or Experimental Middle School.

3. Teaching service area

The teaching service area of experimental middle school was extended to Tangya Town; The multi-lake junior high school teaching service area was expanded to Xialing Town; The teaching service area of Lipu junior middle school has been expanded to Tangya Town and Xialing Town.

Primary school graduates from Han Xiang Junior High School and Tangya Junior High School District can choose to attend junior high schools in this school district, or they can choose experimental middle schools or Lipu junior high schools. Primary school graduates in Xia Ling Junior High School District can choose to attend junior high schools in this school district, or choose Duohu Junior High School or Lipu Junior High School.

(3) Registration conditions

1. Student registration in the school district

(1) Urban children and adolescents enter school.

School-age children and adolescents with non-agricultural household registration in Jinhua (subject to the household registration book issued by the public security department) have the same household registration as their parents (legal guardians) and obtained it before May 3 1 of the year of enrollment. When registering, bring the household registration book and the legal guardian's residence certificate [real estate license or proof of no room (with rental contract)] to the school district to register.

(2) Rural children and adolescents go to school.

With the agricultural household registration in Jindong District, they have lived in the township where the household registration is located for a long time, and the freshmen are registered in the school district determined by each township with the household registration book.

(3) The policy arranges the children of the crowd to attend school.

Soldiers who were transferred to Jinhua in those years, servicemen stationed in , compatriots from Hong Kong, Macao and Taiwan, returned overseas Chinese, major project investors, children of high-level talents, etc., and the school district has not yet been determined in our district, enrollment shall be conducted in accordance with the relevant provisions of the state, province, city and district.

When registering, bring your household registration book, guardian's residence certificate and relevant supporting materials to the Education Department of the District Education Bureau for registration, and the District Education Bureau will make overall arrangements.

2. Registration of children of migrant workers

The first category: children of migrant workers with household registration in Jindong District and Wucheng District (including Development Zone).

The following conditions must be met at the time of registration: 1. Working with parents or other legal guardians in urban areas or towns, and the place where the household registration is located does not have guardianship conditions; 2. The township school where the household registration is located agrees to go out to study; 3. Have worked in Jinhua City and the township where they are located for more than one year (the salary table reflecting the working relationship and the labor contract for more than one year are proved and provided by the enterprise where they are located, and the self-employed provide the industrial and commercial business license, business license and tax registration certificate handled before the end of June 2003); 4. Participate in social insurance, and participate in social insurance in Jinhua City for more than one year (apply before the end of June 20 13, and pay continuously from June 20 13 to June 20 14); 5. The guardian has a fixed residence (providing real estate license, or no house certificate, lease contract, or dormitory residence certificate arranged by the enterprise).

Children of migrant workers who meet the above conditions can hold valid certificates to fill out the Registration Form for Students in Jinhua School District and the Application Form for Admission of Children of Migrant Workers in Jinhua City at the township school where the household registration is located. With the approval of the school where their household registration is located, they can apply for admission to the school where they actually live with the Application Form for Admission of Children of Migrant Workers in Jinhua City, valid documents and related materials.

The second category: children of migrant workers whose household registration does not belong to Jindong District and Wucheng District (including Development Zone).

Registration must meet the following conditions: 1. The legal guardian holds the "Zhejiang Residence Permit" issued by the public security organ of our city for more than one year; 2 with the father, mother or other legal guardians to work in urban areas or towns, where the household registration does not have guardianship conditions; 3. The street (township) where the household registration is located and the Education Bureau agree to go out to study; 4. Have worked in Jinhua City for more than one year (the salary table reflecting the working relationship and the labor contract for more than one year are proved and provided by the enterprise, and the self-employed provide the industrial and commercial business license, business license and tax registration certificate handled before the end of June 2003); 5. Participate in social insurance, and have participated in social insurance in Jinhua City for more than one year (before the end of June 20 13, and pay the fees continuously from June 20 13 to June 20 14); 6. The guardian has a fixed residence (providing real estate license, or no house certificate, lease contract, or dormitory residence certificate arranged by the enterprise).

Children of migrant workers who meet the above conditions can obtain the Application Form for Admission of Children of Migrant Workers in Jinhua City from the township school where they work with valid certificates, and apply for admission to the school where they actually live after being examined and sealed by the township government and the Education Bureau where their household registration is located.

(4) Enrollment sequence and time arrangement

1. Registration order

The school enrolls students in the order of school-age children and children of migrant workers in the first school district (including service area).

(1) school district enrollment

Ensure that all students in the school district who meet the registration requirements are enrolled. No school or individual may shut out children and adolescents who meet the requirements of compulsory education under any pretext. It is necessary to educate and mobilize the parents (legal guardians) of the "three disabled" children and adolescents to send their children to the corresponding schools. School-age children with moderate visual impairment attend provincial school for the blind (tel: 057 1-6346 1643,13868161355), and school-age children with moderate hearing impairment attend Jinhua Qisheng School (tel: 82665)

(2) Children of migrant workers attend school.

In accordance with the requirements of "nearest school and overall arrangement", we will do a good job in enrolling eligible children of migrant workers. After the school meets the enrollment needs of children and adolescents in the school district, it can consider the enrollment needs of children of migrant workers according to the vacancy situation. If you can't meet all the insurance needs, you should first consider the number of years to buy a house, then consider the number of years to pay the basic old-age insurance according to regulations, and then consider the number of years of the house lease contract.

For the children of migrant workers who meet the admission requirements but fail to enter the application school, the district education bureau will make overall arrangements to attend schools with vacancies, and the school shall not refuse to accept them.

Children of migrant workers, including other students arranged as a whole, enjoy the treatment of the school district when they graduate from junior high school and enter high school.

Step 2: Schedule

On July 2-3, students in the school district (service area) registered. Students in the service area need to register in the original school district before choosing a school to register.

On July 4th, the children of migrant workers whose parents (or legal guardians) have fixed residential property were registered.

On July 6th, children of migrant workers whose parents (or legal guardians) have no fixed residence were registered.

On July 10, the school announced the enrollment situation.

On July 18, the school reported the enrollment situation;

On July 20th, the school issued the admission notice (the compulsory education admission notice was uniformly printed by the school), and the school posted the list of new students.

Fourth, private schools recruit students.

(A) Jinhua Foreign Language School Jin Dong junior high school enrollment

1. Enrollment scope: Jin Dong New Town. Jiangnan Block is a fresh graduate living in Shuguang Primary School District in Jin Dong New Town, such as "south of Yiwu River, north of Huancheng South Road, west of Erhuan East Road and east of Huancheng East Road". Jiangbei block is a fresh graduate of experimental primary school district who lives in the west of Second Ring Road and Jiangbei of Yiwu. The original agreement and supplementary agreement between Guangrun Seoul Community and Jinwai, and the enrollment method of this community shall be implemented according to the supplementary agreement.

2. Registration conditions: Meet the following conditions at the same time:

(1) has a real estate license within the enrollment scope of Jin Dong New Town; (2) Stay in Jin Dong New Town before May 3 1 and May 20 14 (residence permit or temporary residence permit is required for those whose household registration is not in Jinhua City).

3. Admission time: after the senior high school entrance examination.

(B) Jinhua Oriental Foreign Language School enrollment

1. Enrollment scope: According to the enrollment policy of provincial private schools (Zhejiang Jiaoji [20 13] 16), enrollment in counties (urban areas) must be approved by the local education bureau.

2. Admission time: after the senior high school entrance examination.

V. Enrollment requirements

1. Promote "sunshine enrollment". Before enrolling students, the school should publish the registration conditions, registration time and place, registration methods, enrollment methods, consultation telephone numbers and other information on the school bulletin board, provide consultation, guidance and services for parents and students, and timely handle letters and visits from the masses. No school may publish false enrollment information, and enrollment brochures and advertisements must be reported to the Education Bureau for examination and filing.

2. standardize enrollment. All schools should strictly follow the requirements of "two openness and one supervision", standardize the enrollment work, stop unhealthy tendencies in the enrollment process, and do not accept guests and gifts in the enrollment work. Teachers are prohibited from enrolling students with pay, and violators will be held accountable. Further strengthen the supervision and management of enrollment. The education bureaus of the three districts will strengthen cooperation and jointly supervise school enrollment. Hot schools are supervised by sending supervisors and cross-auditing, and district education bureaus supervise other schools by checking the enrollment results to ensure that the materials are true and the enrollment is fair and just. At the same time, further improve the enrollment supervision mechanism, supervise the implementation of enrollment-related policies, investigate and deal with violations in the enrollment process, solve outstanding problems in the enrollment of primary and secondary schools, and ensure that the enrollment of compulsory education is standardized and orderly. The District Education Bureau will take the standardization of enrollment in primary and secondary schools as an important index for the evaluation and assessment of school development, and conduct strict assessment.

3. Standardize the enrollment of private schools. All schools should earnestly abide by the rules of free admission, implement the principles of fairness, justice, openness and transparency, and shall not publish false enrollment information. The enrollment of private schools can be conducted through interviews. It is strictly forbidden to enroll students through examinations and tests, and it is strictly forbidden to engage in disguised enrollment examinations and tests through training institutions. The enrollment plan of each school should be reported to our bureau for the record before the end of May, and accept the supervision of the administrative department of education.

4. Standardize school-running behavior. No school shall organize the entrance examination for freshmen in any form; It is forbidden to recruit repeat students in compulsory education. According to the Opinions on Electronic Management of Primary and Secondary School Students in Zhejiang Province (Zhejiang Education Foundation [20 10] 163), students must register in the student registration system in order to obtain a student status. The student status is linked to the archives of electronic student status, and it is managed according to the principle of "primary school entrance filing, and each period is transferred". Children born after August 3, 20081are not allowed to establish student status files. All schools should strictly implement the enrollment policy, and students who enroll illegally may not transfer their school records.

Strictly control the class size. According to the requirements of educational modernization, in 20 14 years, each class in junior high school will be controlled within 45 students, and each class in primary school will be controlled within 40 students. Conditional schools can carry out small class pilot work. Schools should be randomly divided into classes, and it is strictly forbidden to hold various forms of key classes, super-long classes, experimental classes and interest classes, regardless of fast or slow classes.
