Farmers are an important part of social groups in China. With the continuous development of market economy in China, the situation of this group is changing. Facing the new historical period and new situation, how to strengthen the ideological quality education of college students is a proposition with practical significance. This paper summarizes the social characteristics of migrant workers in the new period, expounds the significance of strengthening ideological quality education, and probes into and analyzes the ways to realize ideological quality education.

As the main body of our society, the ideological and political education of farmers has always been concerned by the party and the government. With the development of society and the changes of the times, the situation of the group of "migrant workers" in China has quietly changed greatly. 20 10 Document No.1 of the Central Committee used the term "new generation of migrant workers" for the first time, and clearly put forward that efforts should be made to solve the problem of new generation of migrant workers. The new generation of migrant workers has become the main body of migrant workers and an important part of contemporary industrial workers. They have the dual identities of migrant workers and young people in the new era. Compared with the older generation of migrant workers, they have some new characteristics different from traditional migrant workers. Therefore, how to strengthen the ideological quality education of migrant workers in new things requires us to grasp and pay attention to the ideological and political status of this special group and take effective measures to effectively improve the pertinence and effectiveness of ideological quality education.
First, the current social characteristics of migrant workers
First, the proportion of migrant workers has increased. According to the data released by the National Bureau of Statistics, in 2009, the total number of migrant workers in China was 230 million, including about 89 million new generation migrant workers, accounting for nearly half of the 230 million workers in China. Secondly, the age composition is small. The average age of the new generation of migrant workers is around 23 years old. The new generation of migrant workers go out to work for the first time and are younger. This means that the new generation of migrant workers embarked on the road of going out as soon as they left junior high school or high school. They generally lack experience in agricultural production and labor after leaving school; The third is a higher education level. According to the data of the National Bureau of Statistics, among all age groups under the age of 30, the proportion of the new generation of migrant workers in China who have received high school education is over 26%. Many new generation migrant workers moved to cities with their parents since childhood, or went to work in cities as soon as they graduated from rural areas, so they are more familiar with and adapt to the urban living environment than the rural living environment. Even rural people who are born and raised are the same as their peers in the same city before they have a job. They spend most of their time in school and are not familiar with agricultural production. Fifth, there are fewer factors of marriage and family. Statistics show that the new generation of migrant workers is mainly an unmarried group, and only about 20% are married. This means that this group has to solve a series of life problems from love, marriage, childbirth to children's schooling during the period of going out to work, which is very different from the traditional migrant workers who get married during the period of going out.
Second, the necessity and urgency of strengthening the ideological quality education of migrant workers in the new period
Facing the new historical period, the new generation of migrant workers are the fresh blood of China's industrialization and urbanization. Strengthening the ideological quality education of these youth groups is of great practical significance to the modernization drive.
(A) is the need to build a modern civilized city and a harmonious society.
First of all, strengthening the ideological quality education of the new generation of migrant workers is the inherent requirement of building a modern civilized city. Urbanization is an irresistible development trend. Only by allowing the new generation of migrant workers to complete the re-socialization from rural areas to cities more quickly and with less pain can the urbanization process of China be promoted in an orderly manner. We should fully realize the importance of doing a good job in ideological quality education for the new generation of migrant workers, constantly improve their ideological level, improve their comprehensive quality, reduce their anxiety caused by the conflict between agricultural civilization and industrial civilization, speed up their integration into modern society, improve their subjective consciousness and sense of social belonging, and reduce their discomfort with urban modernization. Second, the new generation of migrant workers is an important part of a harmonious society. When the new generation of migrant workers go to work in cities, they are faced with unfamiliar living and working environment. Because of their group characteristics, their self-control ability and moral norms are relatively low, they are most likely to lose themselves in a state of laissez-faire, and thus take some immoral or even illegal means to meet their material needs, which brings unstable factors to the construction of a harmonious society. Therefore, we must strengthen the ideological quality education of the new generation of migrant workers, standardize their behavior according to the new requirements of socialist market economy for moral construction, make them work hard for the modernization of the country, contribute their own strength, and then better build a harmonious society.
(2) It is to narrow the gap between urban and rural areas and promote the coordinated development of urban and rural areas.
The core of "three rural issues" is the problem of farmers. Doing a good job in ideological quality education with the new generation of migrant workers as the main body is an objective need to narrow the gap between urban and rural areas and promote the coordinated development of urban and rural areas. On the one hand, with the widening income gap between urban and rural residents in China, they go to work in cities and get a lot of wage income, which finds a feasible way to increase rural income and narrow the gap between urban and rural areas. On the other hand, through the "mobility" between urban and rural areas and the influence of market economy, they have broadened their horizons, enriched their knowledge, mastered technology, updated their concept of life, improved their management level and changed their way of thinking. Bringing these new knowledge and new ideas I learned in the city to underdeveloped rural areas has brought fresh air to closed rural areas and directly supported the construction of new rural areas. This has undoubtedly played a huge positive role in narrowing the gap between urban and rural areas and promoting the overall development of urban and rural areas.
(C) is conducive to the realization of the value of the new generation of migrant workers, and promote their own healthy and all-round development.
The new generation of migrant workers who work in cities often win the respect of urban people with their kindness and simplicity, which not only creates social wealth, but also shows their own value, and is also conducive to promoting their healthy and all-round development. From the analysis of the last article, we can see that most of them have to solve a series of problems such as marriage, love and family during their work. However, due to the dual structure of urban and rural areas and the constraints of their own cultural skills, it is difficult for them to get stable and high-paying jobs, and it is also difficult to truly integrate into the mainstream society of the city, and the pressure of survival is great. Third, the practical ways to strengthen the ideological quality education of the new generation of migrant workers.
(1) Actively create the environment and conditions for ideological and political education.
First of all, we should deepen the reform of the "migrant workers system". The reform of "peasant worker system" is the premise of ideological and political education for the new generation of peasant workers. Governments at all levels must constantly deepen the reform of the "migrant workers system" and eliminate the institutional obstacles to the development of the new generation of migrant workers: taking the establishment of a household registration system that integrates urban and rural areas as the primary task to solve the problem of migrant workers, changing the identity function of household registration into a statistical function, and changing the static household registration management into a dynamic household registration management; Accelerate the separation of the household registration system from the employment, medical care, pension and education systems, and then castrate all the interests and privileges involved in the household registration system and restore its neutrality; Promote the reform of medical care, education, housing and other related fields and the household registration reform to go hand in hand and echo each other, so that all elements in the system project of "migrant workers system" reform can interact positively; Actively explore new ways of household registration reform; In addition, the reform of "peasant worker system" should follow the law of development, adhere to the principle of gradual progress, promote the orderly social mobility of peasant workers, and avoid the chaos of urban management and the overspending of government financial capacity caused by "shock therapy"
Secondly, we should improve the living environment of the city. We should promote the optimization of urban living environment, integrate humanistic care into daily management and education, and create a good social atmosphere for caring for the new generation of migrant workers: ① Strengthen the guidance of public opinion. It is necessary to cultivate the concept of media fairness, put an end to class prejudice in news reports, and guide the people to treat migrant workers with an objective and fair mind; The media should be good at focusing, "pay attention to their lives, express their voices and provide them with endless knowledge." (2) Optimize the management mode of enterprise education. Enterprises should change the management mode of replacing education with management and parental authority, and attach importance to humanistic care and psychological counseling; Improve the working environment and living conditions, and pay attention to the prevention and treatment of occupational diseases and mental diseases; It is necessary to eliminate the phenomenon of different pay for equal work, arrears and deduction of wages, and respect the basic rights that migrant workers should enjoy; Enterprises should attach importance to the contact and cooperation with the government and establish an institutionalized, routine and institutionalized employment and re-employment training system. ③ Improve the living environment of the community. ④ Pay attention to the construction of social communication environment. For example, citizens should avoid discrimination and prejudice in their daily contact with the new generation of migrant workers, and regularly carry out activities such as festival friendship meetings between citizens and migrant workers, star family selection, and lectures on urban physical and mental health, so that the two groups can tolerate each other emotionally, trust each other ideologically, agree with each other conceptually, advance each other in understanding, and help each other in behavior.
(2) Actively improve the ideological quality education system.
First of all, we should correctly position the subject of ideological quality education. Only by defining the subject of education can the ideological quality education work have a clear undertaker and implementer, and can it fill the "vacancy" under the jurisdiction of the system. The main body of ideological quality education for the new generation of migrant workers should be "party organizations at all levels", the enterprises where the new generation of migrant workers are located, the living communities they belong to, the skill training institutions they participate in and the voluntary organizations composed of social volunteers. Because these organizations and groups are closely related to the daily life of the new generation of migrant workers, they can effectively make up for the micro-field where government management and services are not as good as before, so that ideological and political education can be implemented. Based on the diversity and dispersion of the subjects of ideological and political education of the new generation of migrant workers, it is necessary to set up a unified specialized agency to take overall responsibility and establish a responsibility sharing mechanism for each subject to prevent unclear responsibilities from affecting the effect of ideological and quality education.
Secondly, we should actively construct the content system of ideological and political education. On the one hand, the ideological and political education of the new generation of migrant workers includes not only the ideological and political education of ordinary citizens, but also its specific contents (such as legal knowledge and rational rights protection ability training education, mental health education, marriage adjustment education, righteousness and benefit guidance education, urban civilized lifestyle education, interpersonal relationship education, etc.). According to the realistic predicament, actual demand and characteristics of the times of the new generation of migrant workers. On the other hand, considering the stratum of the new generation of migrant workers and the differences of the same individual in different stages of development, the content construction of ideological and political education should be a combination of "advanced and extensive" and "diachronic and synchronic".
Third, improve the methods of ideological and political education. Accelerate the transformation of government management and functions, urge the government to strengthen and improve the management and services for migrant workers, and persist in promoting dynamic management and developmental education; Under the guidance of Scientific Outlook on Development, governments at all levels should do a good job in ideological and political work for migrant workers from the strategic height of coordinating the relationship between urban and rural areas and workers and peasants, and insist on combining solving ideological problems with solving practical difficulties; In ideological and political education, we should try our best to avoid condescending work methods such as propaganda and preaching and "you beat me" education mode, attach importance to strengthening the interaction between subject and object of education, and fully respect the subjectivity, equality and differences of the new generation of migrant workers; We should be good at using management, culture, modern media, activities and other carriers to expand the dimension of ideological and political education and enhance its attraction and penetration; We should pay special attention to the application of self-education law and guide the new generation of migrant workers to carry out "self-revolution"-constantly strengthen the study of cultural knowledge and professional skills, enhance human capital and improve their comprehensive quality; It is necessary to set up necessary psychological counseling rooms in units and communities, and set up special psychological counseling hotlines for the new generation of migrant workers on radio, television and the Internet to solve their psychological problems in time; We should give full play to the role of mass organizations such as migrant workers' party organizations, migrant workers' trade unions and non-profit voluntary organizations, and smooth the flesh-and-blood ties between ideological and political educators and the new generation of migrant workers.
Finally, build a new generation of ideological and political education team for migrant workers. In view of the duality of the identity of the new generation of migrant workers, the marginalization of life, the modernity of consciousness and other complex characteristics, efforts should be made to change the uneven status of the education team and establish an ideological and political education team of the new generation of migrant workers with reasonable knowledge structure, excellent political quality, both ability and political integrity and rich characteristics of the times. Only a professional ideological and political education team can ensure the nature and direction of ideological and political education and cultivate qualified "four haves" newcomers; Paying attention to absorbing sociologists, psychologists and legal experts to enrich the part-time ideological and political education team can effectively assist full-time ideological and political education staff to find the breakthrough or focus of the weak links in the ideological and political education of the new generation of migrant workers, and can "make up for the gap in ideological and political education brought about by the flow of migrant workers, so that ideological and political education can be continued and developed in the regular working mechanism."
