To apply for intermediate qualification and assess the continuing education hours for nearly four years, the total hours must reach 288 hours, including public courses and professional courses. Public courses need to complete the learning content required by the Human Resources and Social Security Department of the autonomous region during the verification period, and the academic qualifications higher than the prescribed academic level or the second academic level during the verification period of continuing education can be regarded as continuing education.

The continuing education of professional and technical personnel is divided into public subject training and professional subject training, which is mainly carried out through centralized training, academic exchange, special seminars, technical investigation and network distance education. The contents of public demand subjects mainly include policies and regulations, national conditions and market conditions, modern information technology, professional ethics, intellectual property rights, etc. Professional subjects mainly include the reform of primary and secondary schools and vocational and technical education, the application of advanced medical technology, the popularization of modern agricultural technology, and the research of energy-saving and environmental protection projects.

The examination of continuing education for professional and technical personnel shall be managed by the hours system and the credit system. Professional and technical personnel with senior or intermediate titles receive continuing education for a total of no less than 86 hours each year, including no less than 60 hours for professional subjects and no less than 26 hours for public subjects; Professional and technical personnel with junior titles shall have no less than 74 hours per year, including 52 hours for professional subjects and 22 hours for public subjects. Each class lasts 45 minutes.

Participants in the study and training must take the examinations of professional subjects and public compulsory subjects after completing the prescribed class hours. According to the percentage system, only when the scores of professional subjects and public subjects reach 60 or above can they be determined as qualified. After passing the examination, the Provincial People's Social Welfare Department will issue a unified standard certificate of continuing education for professional and technical personnel.
