Article 4 Institutions shall abide by the Constitution, laws, regulations and national policies. Fifth people's governments at or above the county level registration authority (hereinafter referred to as the registration authority) is responsible for the registration of public institutions. The staffing administration organs of the people's governments at or above the county level shall strengthen the supervision and inspection of the registration administration organs and institutions.
Institutions implement hierarchical registration management. The specific measures for the administration of graded registration shall be formulated by the administrative organ of the State Council Municipality. Article 11 A public institution that meets the legal person requirements stipulated by law and has obtained the legal person qualification since the date of approval, or a public institution that meets the legal person requirements stipulated by laws and other administrative regulations and has been examined or registered by the relevant competent department according to law and obtained the corresponding practice license, will no longer register as a public institution as a legal person, and the relevant competent department will file with the registration management authority in accordance with the regulations on hierarchical registration management.
