Second, the main responsibilities
(a) to implement the principles, policies, laws and regulations of the party and the state on education, and to implement the resolutions and decisions of the higher education administrative departments.

Responsible for the overall planning and coordinated management of all kinds of education at all levels, and guide the education and teaching reform of all kinds of schools at all levels and the adjustment of the layout structure of primary and secondary schools; Responsible for the statistics, analysis and release of the basic information of the city's education system, and guide the construction of educational informatization; Responsible for guiding the propaganda of educational principles and policies and supervision by public opinion.
(three) responsible for the macro guidance and coordination of compulsory education, promote the balanced development of compulsory education in the city, and promote educational equity; Guide ordinary high school education, secondary vocational education, preschool education and special education, promote the teaching reform of basic education, and fully implement quality education; Draw up enrollment plans for ordinary high schools and secondary vocational schools and organize their implementation.

Responsible for the supervision, inspection, evaluation and acceptance of the work of basically popularizing nine-year compulsory education and basically eliminating illiteracy among young people, and guiding the monitoring of the development level and quality of basic education. Responsible for the supervision, inspection, evaluation and guidance of the education work of the county (district) government and the education and teaching work of the school, and ensure the implementation of the national educational guidelines, policies, laws and regulations and the realization of educational goals.
(five) to guide the development and reform of employment-oriented secondary vocational education, and organize the implementation of "9+3" free vocational education for Tibetan students.
(VI) To be responsible for the overall management of education funds in this department, participate in the formulation of policies and measures for raising education funds, education appropriations and education infrastructure investment, supervise the raising and use of education funds in the whole city, and guide the implementation of education aid, education loans and education cooperation projects outside the country (territory).

(eight) in charge of the work of teachers in the city, to guide the construction of talent team in the education system. To guide the establishment of the city's education system, recruitment, labor and wages, social security, cadres and personnel, resource allocation, evaluation and selection of models, assessment of rewards and punishments, retirement management and services, and file management; To be responsible for the continuing education of teachers, the evaluation and appointment of professional and technical positions and the identification of teachers' qualifications; Responsible for the management of foreign teachers and experts in the education system.
(nine) responsible for the city's higher education examination and academic management. Responsible for the transfer and management of graduates' files in normal universities.

Responsible for the supervision and inspection of the city's education system to implement the party's line, principles, policies and laws and regulations.
