The COVID-19 epidemic that swept the world caused 80% of children around the world to suspend classes, and online learning became the normal learning state of "online aborigines". Half a year's online courses not only cultivate children's online learning skills, but also exercise their strong awareness of online learning. Popularization has been suppressed, and even if children go back to school, their dependence on online learning has become an "irreversible" formula.

However, the current situation of online education resources is worrying, and the epidemic has triggered many off-campus training institutions and educational enterprises to offer free courses on online platforms or move paid online education to the Internet.

Although there are some problems in teaching methods, the quality of online courses launched by regular schools and education administrative departments is strictly controlled, and educational researchers at the city and district levels will not have serious ideological and academic problems after step-by-step assessment.

However, there are serious problems in online learning resources of off-campus training institutions, such as insufficient content audit, insufficient process monitoring and poor quality.

For example, in the textbooks compiled by non-governmental educational institutions, ancient poems with more than 20 words will have three or four typos. Yu Qian's ode to lime: "A thousand hammers cut out a deep mountain" is written by a thousand hammers, and "broken bones" is written by "broken bones". This is a description of the An Shi Rebellion. Jing can be written as Jing, Yi, Zu Chongzhi, mathematician, and it says physicist.

After all, this is only a temporary knowledge level problem, and problems that have a negative impact on children's values also occur from time to time on the Internet.

Children are the future of the motherland and the hope of the nation. Many countries attach great importance to the education and guidance of children and strictly manage educational institutions aimed at students.

For example, the federal and state governments in the United States actively invest funds to promote the development of students' extracurricular education programs, which are regarded as an important part of the public school system.

In order to provide students with a safe and educational place for after-school study and entertainment, President Clinton put forward the plan of "2 1.998 Century Community Learning Center", which was approved. The federal government has set up a special fund to donate 1 billion dollars every year to set up learning centers in various communities.

Community learning centers accept the guidance and management of trade associations to ensure the quality of service for children.

Japan's off-campus educational institutions are managed by the industry association "National Association of Private Schools", including formulating industry access standards and certification, reviewing the business activities of educational institutions, and evaluating and supervising the teachers of off-campus educational institutions. The association is both a certification body and a review body. After-school education institutions are certified once every two years, and the assessment takes two forms: document assessment and on-site assessment, and yellow cards are issued to those who fail, urging them to take the initiative to rectify.

South Korea and Singapore have also adopted the same management method.

In the final analysis, the worrying online education resource is that we neglect the management of off-campus training institutions. Beijing Learning Science Society conducted a survey of off-campus training institutions in the city in 20 13, and found that the total number of enterprises registered with the Municipal Administration for Industry and Commerce containing "training" was 1707, including 46 enterprises owned by the whole people, totaling 9509. Among them, there are 795 enterprises owned by the whole people, 987 private enterprises14, and private education and training institutions 1746, totaling 102962.

These institutions are all for teenagers, but more than 1000 "enterprises" registered by the industrial and commercial bureau have no standardized professional management after entering the market. Because we can't ask the "Industry and Commerce Bureau" to have the function of managing education, and the education department has no right to manage 1 10,000 or more "enterprises" that serve teenagers.

The reality that "industry and commerce can't manage, education can't manage" is the root cause of "worrying online education resources".

The key to solve this problem is to learn from foreign advanced social governance experience, give full play to the advantages of social organizations, let professional social organizations give full play to their business advantages, formulate corresponding social norms for the access, operation, training and management of youth off-campus training institutions, conduct regular inspections and training, and correct problems in time when found.
