In highlighting the "key minority" and extending to the grassroots, we should continue to exert our efforts, taking respecting party constitution and observing party rules as the basic requirements, "two studies and one work" as the basic content, "three meetings and one lesson" as the basic system, the party branch as the basic unit, and solving problems and giving play to their functions as the basic goal to form a long-term normal.
