Eliminating poverty, improving people's livelihood and gradually realizing common prosperity are the essential requirements of socialism and the important mission of our party. Since the reform and opening up, we have carried out large-scale poverty alleviation and development, lifted 700 million rural poor people out of poverty, made great achievements that attracted worldwide attention, and wrote a brilliant chapter in the history of human anti-poverty. Since the 18th National Congress of the Communist Party of China, we have put poverty alleviation and development work into the "four comprehensive" strategic layout, placed it in a more prominent position as the key work to achieve the goal of the first century, vigorously implemented precise poverty alleviation, constantly enriched and expanded the poverty alleviation and development road with China characteristics, and constantly created a new situation in poverty alleviation and development.

China's poverty alleviation and development has entered the sprint period of gnawing hard bones and attacking villages. Some provinces (autonomous regions and municipalities directly under the central government) in the central and western regions still have a large number of poor people, and the remaining poor people are deeply poor, and the cost of poverty reduction is high, making it difficult to get rid of poverty. To achieve the set goal of lifting more than 70 million rural poor people out of poverty by 2020, time is very urgent and the task is quite arduous. We must constantly innovate the ideas and methods of poverty alleviation and development on the existing basis and resolutely win this tough battle.

Poverty alleviation and development is related to building a well-off society in an all-round way, to people's well-being, to consolidating the ruling foundation of the Party, to the long-term stability of the country and to the international image of China. Winning the battle against poverty is an important measure to promote all people to share the fruits of reform and development and achieve common prosperity. It is an important symbol of Socialism with Chinese characteristics's institutional superiority and an important way to expand domestic demand and promote economic growth under the new normal of economic development. Party committees and governments at all levels should take poverty alleviation and development as a major political task, earnestly enhance their sense of responsibility, mission and urgency, effectively solve outstanding problems such as inadequate ideological understanding, imperfect system and mechanism, and failure to implement work measures, live up to their mission, be brave in taking responsibility, seize the day and work hard, speed up the completion of the outstanding short board of building a well-off society in an all-round way, and never let a region or a nation fall behind, so as to realize the national economic and social development formulated by the 13th Central Committee of the Communist Party of China.
