CITIC-Honglian Ninth Five-Year Group has a number of national telecom value-added business licenses and characteristic business number resources issued by the Ministry of Industry and Information Technology, mainly engaged in telecom value-added services such as mobile Internet, fixed telephone information, mobile short message (SMS), mobile voice message (IVR), multimedia message (MMS), color ring back tone (CRBT), WAP, call center and Internet information service. CITIC-Honglian Ninth Five-Year Plan Group was established on 1995 by the post and telecommunications international tourism group under the former Ministry of Posts and Telecommunications. 1997 Honglian passed the national high-tech enterprise certification in the Ninth Five-Year Plan.
