Article 2 The term "private schools" as mentioned in these Measures refers to non-profit educational institutions that carry out academic education with their own funds, which are organized by enterprises, institutions, social organizations and individuals.

Article 3 These Measures shall apply to private schools within the scope of this Municipality, except for institutions set up by state-owned enterprises and institutions and rural grass-roots autonomous organizations to carry out academic education for the children of members of this system or this region, and private schools held by overseas institutions and individuals in this Municipality.

Article 4 The municipal education administrative department is the administrative department in charge of private schools in this Municipality, and is responsible for the unified management of private schools in this Municipality; Among them, private technical schools are managed by the Municipal Labor Bureau.

The district and county education administrative departments are responsible for the management of private schools in their respective jurisdictions, and accept the guidance and supervision of the municipal education administrative departments.

Article 5 Private schools shall raise their own funds for running schools. The people's governments at all levels and the administrative departments of education and labor may, according to the actual situation, give necessary subsidies to private schools.

Sixth private schools must abide by the relevant provisions of laws, regulations and rules, implement the national education policy, and meet the quality requirements of basic education.
