According to the website of Nanping Education Bureau, Fujian Province, recently, Nanping Education Bureau replied to Meng Shinan, a member of CPPCC, "Suggestions on Accelerating the Adjustment of Education Fees for Private Primary and Secondary Schools in Our City and Promoting the Emergence of More High-quality Private Schools", saying that Nanping Development and Reform Commission will propose to the Provincial Development and Reform Commission to release the fees for non-profit private compulsory education in a timely manner and implement independent pricing according to market-oriented reform.

Nanping Education Bureau introduced in its reply that the Law on the Promotion of Private Education revised on 20 16 stipulates that the organizers of private schools can choose to set up non-profit or for-profit private schools, and the specific measures for charging non-profit private schools shall be formulated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government; The charging standards of for-profit private schools are regulated by the market and decided by the schools themselves. The Notice of Fujian Provincial People's Government on the Reform of Classified Management of Private Education (Min Zheng [2019] No.7) stipulates that the fees of for-profit private schools shall be regulated by the market, and the specific fees shall be determined independently by private schools. The charging standards of non-profit private schools are reasonably determined according to factors such as running costs and market demand. Fees for academic education in primary and secondary schools are subject to government pricing management.

According to the Management Rules of Private Education Charges in Fujian Province (Min Fa Gai Service Price [2019] No.394), in view of the shortage of public funds per student in non-profit private schools, Nanping Municipal Development and Reform Commission formulated the management of charging standards according to the principle of cost compensation and on the basis of cost supervision and examination, fully considering the actual running situation of private schools, Nanping's economic development level and social affordability. In recent years, when formulating its charging standard, according to the running cost provided by the school and referring to the charging standard of similar private schools in surrounding cities, the charging standard of private schools in Nanping City has been adjusted in time.

Regarding the issue of further improving the management methods of fees for non-profit private schools, Nanping Education Bureau said that the Municipal Development and Reform Commission will propose to the Provincial Development and Reform Commission to liberalize the fees for non-profit private compulsory education and implement independent pricing according to market-oriented reforms.
