Preschool education as mentioned in these Regulations refers to the care and education of preschool children over three years old by preschool education institutions such as kindergartens. Article 3 Preschool education is an important part of the national education system and an important social welfare undertaking.
To develop preschool education, we must adhere to the basic direction of public welfare, implement a school-running system that combines government-led, social participation and public-run and private-run, vigorously develop public kindergartens, support inclusive private kindergartens, and encourage social forces to set up preschool education institutions such as kindergartens in various forms. Article 4 Preschool education should implement the national education policy, adhere to moral education first, respect children's personality, protect children's rights, follow the laws of children's physical and mental development, implement scientific conservation education, and promote children's all-round development in morality, intelligence, physique, beauty and labor. Article 5 The people's governments at or above the county level shall incorporate preschool education into the national economic and social development plan, formulate and implement the preschool education development plan, popularize preschool education for three years, rationally allocate preschool education resources, and build a public service system for preschool education that covers urban and rural areas and has a reasonable layout. Article 6 The municipal people's governments of provinces and districts shall co-ordinate the development of preschool education within their respective administrative areas, improve the responsibility sharing system of preschool education, improve the safeguard measures and organize their implementation.
County (city, district) people's government shall perform the main responsibility for the development of preschool education within its administrative area, and be responsible for the planning and layout, resource allocation, teacher allocation and investment guarantee of kindergartens.
Township people's governments and sub-district offices shall bear the relevant responsibilities for the development and management of preschool education within their respective jurisdictions according to law. Article 7 The education administrative departments of the people's governments at or above the county level shall be in charge of preschool education within their respective administrative areas, and shall be specifically responsible for the supervision and management of preschool education institutions such as kindergartens.
The departments of development and reform, public security, finance, human resources and social security, natural resources, urban and rural housing construction, health and market supervision and management of the people's governments at or above the county level shall do a good job in pre-school education according to their respective responsibilities. Eighth people's governments at or above the county level and the relevant departments shall, in accordance with the provisions, commend and reward the units and individuals that have made outstanding contributions in preschool education. Chapter II Planning and Construction of Kindergartens Article 9 The education administrative department of the people's government of a city or county (city) divided into districts shall, jointly with natural resources and other departments, formulate and adjust the layout plan of kindergartens according to the land and space planning of their respective administrative areas and the distribution and changes of school-age children, clarify the overall layout and land use scale of kindergartens, incorporate them into the special plan of public service facilities, solicit public opinions, and report them to the people's government at the same level for approval and implementation.
Regulatory detailed planning, township planning and village planning should implement the relevant contents of kindergarten layout planning. Tenth provinces, districts, cities and counties (cities) people's governments shall bring the administrative department of education into the land and space planning committee at the corresponding level.
The competent department of natural resources of the people's government at or above the county level shall, when proposing the planning conditions for residential land, make clear the synchronous planning and design requirements of supporting kindergartens, and determine the plot layout and land area of kindergartens; Before reviewing the design scheme of urban residential construction projects, the opinions of the education administrative departments at the same level shall be sought.
The competent department of natural resources of the people's government at or above the county level shall not handle the planning permission procedures for urban residential construction projects that do not meet the planning requirements. Eleventh urban residential areas supporting kindergarten construction land should be allocated to supply.
Supporting kindergarten construction land should be synchronized with residential land and meet the construction conditions; If the residential area is built by stages, it should provide supporting kindergarten construction land in the first phase and meet the construction conditions. Twelfth supporting kindergartens in urban residential areas are invested by local people's governments or built by development and construction units in accordance with the agreement. Article 13 For urban residential areas that need supporting kindergarten construction, the housing and urban-rural construction departments of the people's governments of cities and counties (cities) with districts shall, jointly with the education administrative departments at the same level, specify the construction standards, investment sources, completion time, ownership of property rights, transfer methods and other contents of supporting kindergartens in the Opinions on Construction Conditions of Real Estate Development Projects.
The construction unit shall carry out the construction in accordance with the planning and design requirements of supporting kindergartens proposed by the competent natural resources department of the people's government at or above the county level. Fourteenth supporting kindergartens in urban residential areas should be built simultaneously with residential construction projects, completed and accepted simultaneously, and delivered simultaneously; Residential construction by stages, supporting kindergartens should be a phase of construction, synchronous acceptance.
The competent department of natural resources of the people's government at or above the county level shall verify whether the construction of supporting kindergartens meets the planning conditions according to law. Without verification or verification does not meet the planning conditions, the construction unit shall not organize the completion acceptance. Article 15 If the opinions on the construction conditions of newly-built supporting kindergartens and real estate development projects in urban residential areas determine that the ownership of kindergartens belongs to the local county (city, district) people's government, the construction unit shall, within three months from the date of completion and acceptance, hand over all kindergartens, ancillary facilities and related materials to the education administrative department of the local county (city, district) people's government free of charge.
